A research problem does not need to be national, global, or widespread to justify study. A local problem can be worthwhile when its consequences matter in that setting, relevant evidence is genuinely needed, and the study makes claims proportionate to what it can establish.

01 · The Question

Is a Problem Too Small If It Exists Only in One Place?

You have identified a problem in one university, hospital, community, organization, laboratory, school district, ecosystem, workplace, or other bounded setting. It matters to the people involved, but you hesitate to call it a research problem because it may not occur everywhere.

Perhaps the literature already contains research on similar problems elsewhere. Perhaps your study would involve only one institution. Perhaps you cannot promise that the findings will generalize to an entire country, discipline, or population.

Does that make the problem too local for research?

No. A problem can be worth investigating because it is consequential in a particular setting and because relevant evidence is needed there. Context-specific research can also contribute to broader understanding when the case illuminates a mechanism, tests whether existing knowledge transfers to different conditions, challenges an assumption, or provides a well-analyzed example from which other researchers can learn. The key is to justify the study for what it can actually contribute rather than inflating a local problem into a universal one.

02 · The Short Answer

Local Does Not Mean Trivial

In Brief

Yes. A small or local problem can be worth researching when it has meaningful consequences in its actual context, important uncertainty remains, and systematic investigation can provide useful evidence for knowledge, decisions, practice, or the people affected.

The study does not need to claim that the problem occurs everywhere. Its significance and conclusions should match its scope: establish why the local problem matters, explain why evidence from elsewhere is not already sufficient, and be precise about what the study can and cannot support beyond the setting investigated.

03 · What You Need to Know

When a Local Research Problem Is Genuinely Worth Studying

Geographic Scale Is Not the Same as Research Significance

A research problem does not become important only after it crosses a particular geographic boundary. Problems do not need to be national or global before systematic investigation becomes worthwhile.

A problem confined to one hospital may affect patient care there. A problem in one university may influence an important educational decision. A local environmental change may have serious consequences for one community or ecosystem. A specialized laboratory may encounter a methodological problem relevant to a narrow but important line of research.

In each case, significance depends on the consequences of the problem and the value of reducing the uncertainty, not merely on how many locations share it.

The same principle applies to population size. A research problem does not have to affect many people to be important. Scale can contribute to significance, but it is only one dimension.

Local Research Can Answer a Local Decision

One of the clearest justifications for local research is that someone needs evidence for a consequential decision in that setting.

Suppose a university must decide whether to redesign a student-support service because eligible students are not using it. Evidence from other institutions may identify common barriers, but local administrators still may not know which barriers operate in their own system or whether a proposed redesign addresses them.

Research can then have value because it reduces uncertainty surrounding an actual decision.

The contribution does not need to be “we discovered a universal principle of student behavior.” It may be: “we produced credible evidence about the barriers operating in this service and the decisions available to this institution.”

That can be a legitimate applied contribution. Practice-based research has likewise been argued to improve the relevance of evidence by investigating feasible solutions under real-world conditions rather than treating practice settings merely as imperfect versions of controlled research environments.

But “It Happens Here” Is Not Enough

The fact that a problem exists locally does not automatically justify research.

Imagine that an organization discovers a minor administrative inconvenience that affects five employees for several minutes each year. The problem is local and real, but conducting a substantial research project may produce little value relative to the resources required.

Now imagine that the same organization discovers that an administrative process systematically prevents eligible employees from accessing an important benefit. The problem remains local, but the consequences are different.

You still need to ask the same significance questions that apply to larger problems:

  • What are the consequences?
  • Who is affected?
  • How serious or persistent is the problem?
  • What consequential uncertainty remains?
  • Who needs the evidence?
  • What decision could the research improve?
  • What could the study realistically contribute?

Locality describes where the problem occurs. It does not establish whether the problem matters.

Existing Research Elsewhere Does Not Automatically Answer the Local Question

A common situation is that the general topic has already been studied extensively, but most evidence comes from different populations, institutions, systems, countries, environments, or implementation conditions.

Does that automatically justify repeating the study locally?

No. First ask whether there is a defensible reason the difference in context could matter.

If the relevant mechanisms and conditions are likely to operate similarly, existing evidence may already provide a sufficiently good answer. Repeating the same study merely because your city, university, hospital, or country has not appeared in the literature can amount to little more than geographic novelty.

Local research becomes more compelling when there are meaningful contextual differences that could change interpretation or application. These might include institutional rules, infrastructure, language, population characteristics, resource constraints, environmental conditions, implementation processes, cultural practices, access barriers, or other features relevant to the research question.

Geographic gap Nobody appears to have conducted the same study in this particular location.
Contextual evidence need Something about the local setting creates consequential uncertainty about whether existing evidence adequately answers the question there.

The second is the stronger justification. Your argument should explain why context could matter rather than treating a new place name as sufficient novelty.

A Local Study Does Not Have to Generalize Statistically to Everyone

Researchers sometimes dismiss local studies because findings from one case cannot automatically be generalized to a larger population.

That concern is valid if the researcher intends to estimate a population quantity or make broad statistical claims from a sample that cannot support them. But statistical generalization is not the only way research can contribute knowledge.

Case-study methodology illustrates this distinction particularly clearly. Bent Flyvbjerg has argued against the misconception that a single case cannot contribute to scientific development merely because formal generalization from one case is limited. Carefully chosen and deeply examined cases can contribute to learning, theory development, hypothesis testing, and the identification of cases that challenge broader claims.

The implication is not that every local case automatically generalizes. It is that the value of a case should be judged by the kind of inference it can support rather than by demanding one form of generalization from every research design.

Ask What Kind of Contribution the Local Study Is Supposed to Make

A local problem can justify several different types of contribution. Being explicit about which one you intend prevents overclaiming.

Possible Contribution What the Local Study Can Do What It Should Not Automatically Claim
Local decision evidence Provide evidence needed for a specific policy, program, service, or organizational decision. That the same decision is optimal everywhere.
Contextual understanding Explain how a phenomenon operates under particular social, institutional, environmental, or organizational conditions. That those conditions characterize all settings.
Implementation evidence Show how an intervention or practice is implemented under real-world constraints. That implementation will work identically elsewhere.
Explanatory insight Identify mechanisms or boundary conditions that may help explain a broader phenomenon. That one case alone establishes a universal mechanism.
Critical evidence Provide a case that challenges a supposedly universal claim or exposes an important exception. That one exception determines the frequency of that exception elsewhere.
Foundation for further research Identify variables, processes, experiences, hypotheses, or questions deserving broader investigation. That exploratory findings have already been confirmed across populations.

Notice that none of these contributions requires pretending that the local setting represents the entire world. The value comes from answering a question appropriate to the case.

Sometimes One Case Can Challenge a Broad Claim

Local research can have significance beyond its setting when the logic of the research allows it.

Suppose an established claim says that a phenomenon always occurs whenever conditions A, B, and C are present. A well-documented case in which A, B, and C are present but the phenomenon does not occur can be theoretically important because it challenges the universality of that claim.

This is different from saying that one local case tells you how common the exception is. It does not.

The broader contribution comes from the logical relationship between the case and the claim being tested. Flyvbjerg uses this kind of reasoning when discussing the value of strategically selected cases and falsification in case-study research.

The lesson is that the scientific value of a local case depends partly on why that case is informative, not simply on the number of cases involved.

A Local Problem May Reveal Context That Larger Studies Hide

Large studies can identify broad patterns, but aggregation can obscure processes that operate differently across settings.

A local study can sometimes examine implementation, institutional arrangements, experiences, interactions, or environmental conditions in much greater depth. That can help explain why an intervention succeeds in one place and struggles in another, why a general association appears weaker under particular conditions, or why people respond differently to the same policy.

This is especially useful when the research question concerns how or why something happens rather than only how frequently it occurs.

Depth does not automatically make a local study better than a larger one. It answers different kinds of questions. The appropriate scale depends on what you need to know.

Local Evidence Can Matter Because Implementation Is Local

Even when an intervention has strong evidence behind it, implementation occurs in actual organizations, communities, and systems.

A program that works under one set of conditions may encounter different staffing, infrastructure, resources, workflows, incentives, population needs, or institutional constraints elsewhere.

Research on practice-based evidence emphasizes the importance of understanding whether interventions are feasible, relevant, sustainable, and capable of producing useful results under real-world conditions. That does not mean every implementation site needs a publication. It means context can create legitimate research questions when it affects how evidence translates into practice.

This is particularly relevant when the practical problem itself provides the research motivation. A real-world problem still needs to be translated into something research can investigate, but its local origin does not make it scientifically illegitimate.

The Local Problem Still Needs Evidence

Researchers sometimes assume that because they work inside an organization or community, their experience is sufficient to establish that a problem exists.

It may be an excellent reason to investigate further. It is not always enough to support the final research claim.

If you say service use is unusually low, examine relevant records. If you say students experience a barrier, identify appropriate evidence. If you claim a process produces delays, determine how delays are documented. If you say a community experiences a particular environmental problem, use credible observations, monitoring, records, or other evidence appropriate to the claim.

Your proximity to the problem can help you notice it. Evidence is still needed to establish what is actually happening and at what scale. The amount and type of support will depend on the problem, which is why you should separately consider how much evidence is needed to show that a research problem exists.

Local Research Requires Particular Care About Scope

The most common weakness in local research is not that the study is local. It is that the conclusions become much larger than the evidence.

A study at one university becomes a claim about “university students.” Interviews with employees in one department become conclusions about “workers.” A program evaluation at one clinic becomes a recommendation for an entire health system.

Those transitions require justification.

Your population, sampling strategy, design, context, and research question determine what conclusions are warranted. A local study can be excellent research while making appropriately local conclusions.

Watch Out

Do not compensate for a narrow study by exaggerating its generalizability. A well-justified conclusion about one setting is stronger than an unsupported claim about every setting. Explain what your evidence establishes directly and distinguish that from broader implications that require further research.

Do Not Confuse “Small Enough to Study” With “Too Small to Matter”

A bounded problem can actually be an advantage when it allows the research question to become precise and feasible.

Compare “Why do public services fail to reach vulnerable populations?” with “What barriers contribute to eligible residents' non-use of this specific service in these neighborhoods?” The second problem is narrower, but it may be far more researchable.

Narrowing does not necessarily make a research problem less important. It can identify the part of a larger problem that one study can address credibly.

Researchers often need exactly this move when the problem they initially want to solve is too large for one study.

Local Importance Should Be Judged in Proportion to the Study

A dissertation, organizational evaluation, national research program, and international funding initiative do not need identical significance thresholds.

A well-designed student research project might make a useful contribution by resolving a meaningful problem within one institution. A major national research program would normally require a significance case proportionate to its resources and intended reach.

This does not create different standards of rigor. The evidence and conclusions should still be credible. What changes is the expected scale of contribution.

A useful question is therefore: Is the importance of this problem proportionate to the kind of study I am proposing?

That is often more informative than asking whether the problem is “big enough” in the abstract.

04 · A Practical Example

A Local Problem That Can Justify a Focused Study

Hypothetical Example

Why Are Students Not Using a Campus Support Service?

Imagine that one university offers a free academic-support service. Administrative records indicate that students in one faculty use the service substantially less often than expected even though students in that faculty appear eligible for the same support.

Local observation The apparent problem exists at one university and may even be concentrated in one faculty.
Verify the problem The researcher examines service records and relevant enrollment information to determine whether the apparent difference is real rather than based on anecdotal impressions.
Check existing research Previous literature identifies several common barriers to use of student-support services, so the researcher cannot claim that barriers to service use are generally unknown.
Identify the local uncertainty The university does not know which, if any, of those barriers explain the observed pattern in this service and faculty. Local procedures, awareness, scheduling, perceived relevance, or other factors may differ from settings studied previously.
Establish why it matters The university is considering changes to the service and needs evidence before deciding which problem, if any, the redesign should address.
Define the research problem There is insufficient evidence about the factors contributing to comparatively low use of the academic-support service among eligible students in the defined faculty, limiting the university's ability to choose an evidence-informed response.

This hypothetical study does not need to claim that the same barriers exist at every university. Its immediate contribution is local evidence for a consequential decision. If the study also reveals a mechanism or contextual condition that appears relevant to broader research on service uptake, that can be discussed as a possible wider implication without presenting one local case as universal proof.

05 · What Researchers Often Get Wrong

Common Mistakes When Justifying Local Research

Misconception

“Nobody Has Studied This in Our City” Is Enough

A new location does not automatically create an important research gap. Explain why the local context creates consequential uncertainty that existing evidence does not adequately resolve.

Misconception

A One-Site Study Cannot Contribute to Knowledge

One-site research may provide valuable contextual evidence, investigate mechanisms, test assumptions, challenge broad claims, inform local decisions, or generate insights for further study. The contribution depends on the research design and logic of inference rather than the number of sites alone.

Misconception

If the Findings Cannot Generalize Everywhere, the Study Has No Value

Universal generalization is not the objective of every study. Some research seeks detailed contextual understanding or evidence for a bounded decision. The researcher should specify the intended inference and avoid claims the design cannot support.

Misconception

Local Experience Is Enough to Prove the Problem Exists

Firsthand experience can reveal a promising research problem, but claims about its existence, magnitude, distribution, or causes should be supported with evidence appropriate to those claims.

Misconception

You Need to Make the Local Problem Sound Globally Important

No. A local problem can be justified by its actual consequences and evidence needs. Inflating the problem usually weakens the rationale because the eventual study cannot support the scale of contribution being promised.

06 · What This Means for You

How to Decide Whether Your Local Problem Deserves a Study

If your research problem is confined to one setting, do not begin by trying to prove that the same problem exists everywhere. Begin by establishing why understanding it in this setting is worthwhile.

A simple decision framework

If the only justification is that nobody has studied your location
Look for a substantive reason why the local context could change what is known or what decision needs to be made.
If people in the setting experience meaningful consequences
Document those consequences and identify what uncertainty prevents an appropriate response.
If relevant research already exists elsewhere
Determine whether contextual differences genuinely limit its applicability before repeating the research locally.
If the study is mainly intended to inform a local decision
State that contribution directly and design the study around the evidence the decision actually requires.
If you expect broader scientific relevance
Explain what mechanism, boundary condition, theoretical claim, or transferable insight the local case can legitimately illuminate.

A strong local research rationale might therefore say: This problem has documented consequences in this setting. Existing evidence does not adequately answer this specific uncertainty because these contextual conditions matter. This decision or knowledge need depends on better evidence. The proposed study can provide that evidence at an appropriate scope.

That is enough. You do not need to turn one institution into a proxy for an entire country or one community into a claim about every community.

07 · A Quick Checklist

Is Your Local Research Problem Worth Investigating?

Before building a study around a small or local problem, check:
I have evidence that the problem actually exists in the setting rather than relying only on anecdotal impressions.
I can explain why the problem has meaningful consequences for the people, decisions, systems, knowledge, or practices involved.
I have reviewed relevant research from other settings rather than treating the absence of research in my location as sufficient justification.
If I claim that context matters, I can identify which contextual differences plausibly affect the question.
I can state what consequential uncertainty remains after considering existing evidence.
I know whether the study's primary contribution is local decision evidence, contextual understanding, implementation evidence, theoretical insight, or another clearly defined contribution.
My proposed methods can actually investigate the local uncertainty I have identified.
My conclusions and claims about wider relevance will remain proportionate to the evidence the study can support.
08 · Frequently Asked Questions

Questions About Small, Local, and Context-Specific Research Problems

Can I do research on a problem that exists only in my university?

Yes. A university-specific problem can justify research when it has meaningful consequences, important uncertainty remains, and the study can provide useful evidence. Be clear about whether your intended contribution is primarily local or whether there is a defensible reason for broader implications.

Is “no study has been conducted in our location” a research gap?

It establishes a geographic absence, but not necessarily a consequential research gap. Explain why characteristics of the location could affect the phenomenon or why decision-makers there genuinely need evidence that existing research cannot adequately provide.

Can a one-site study be publishable?

Potentially. Publication depends on the journal, discipline, research question, methods, contribution, and quality of the study. A one-site design is not inherently unpublishable, but the manuscript should make claims appropriate to the evidence and explain why the case is informative.

Does a local study have to be generalizable?

It needs a defensible form of inference, but not every study aims for statistical generalization to a broad population. Some studies provide contextual understanding, analytical insight, evidence for a local decision, or strategically informative cases. The researcher should specify what kind of conclusions the design can support.

Can a single case contribute to scientific knowledge?

Yes. Is local research less rigorous than national or international research?

No. Geographic scope and methodological rigor are different issues. A local study can be rigorous if its design, data, analysis, and conclusions appropriately address the research question. A large multicenter study can also be methodologically weak.

How do I justify a local problem without exaggerating it?

State the actual consequences, identify who needs the evidence, explain why existing research is insufficient for the relevant uncertainty, and describe what your study can realistically contribute. You do not need to claim national or global importance when the genuine value is local.
