A Citation Is Useful Evidence, but It Is Not a Quality Certificate
What Is a Citation?
A citation occurs when one scholarly work references another. Researchers cite previous literature to acknowledge intellectual foundations, identify evidence, position an argument, discuss methods, compare findings, challenge earlier claims, or provide readers with relevant sources.
Citation counts can therefore indicate that research has entered subsequent scholarly communication. A paper repeatedly cited by other researchers has, at minimum, become visible enough to be referenced within later work.
This makes citations attractive to global ranking systems. Unlike many dimensions of university activity, bibliometric data can be collected at large scale across institutions and countries.
Why Rankings Use Citation Indicators
University rankings need ways to distinguish institutions whose research is not merely produced but also interacts with the wider scholarly literature. Citation data provide one such signal.
A publication count answers, approximately, “How much scholarly output was produced under this definition?” A citation indicator asks a different question: “How much scholarly referencing did those outputs receive, relative to the way this ranking calculates the measure?”
Publication output
Evidence that research outputs were produced and disseminated within the sources covered by the measurement system.
Citation performance
Evidence that those outputs were subsequently referenced in scholarly works captured by the citation database and ranking methodology.
Neither tells the entire story of research performance, but they represent different dimensions.
QS Assigns 20% to Citations per Faculty
In the current QS World University Rankings methodology, Citations per Faculty contributes 20% of the overall institutional score. It sits alongside Academic Reputation, weighted at 30%, within the Research and Discovery lens.
QS describes Citations per Faculty as measuring the relative intensity and volume of research at an institution. The citation total is divided by the number of faculty members to account for differences in institutional size.
This denominator is important. QS is not simply ranking universities according to total citations. Two institutions with similar citation totals can receive different performance because their faculty populations differ.
THE Uses Citations Across Four Research Quality Indicators
Times Higher Education uses a more disaggregated citation-based model in its World University Rankings 2026. The Research Quality pillar contributes 30% of the overall score and contains four indicators.

Consequently, saying that “citations are worth 30% in THE” is directionally useful but incomplete. The 30% Research Quality pillar contains several distinct measures derived from citation relationships rather than one citation count.
QS and THE Therefore Reward Citation Performance Differently
QS's flagship methodology concentrates citation measurement in Citations per Faculty. THE asks several questions about the distribution and character of citation performance.
This difference helps explain why an institution can perform strongly on citation-related measures in one ranking without receiving an identical result in the other. The rankings may begin with overlapping bibliometric information, but their formulas, normalization procedures, denominators, and indicator structures differ.
This is one of the central distinctions in how QS and THE research indicators differ.
Field Normalization Is Necessary Because Disciplines Cite Differently
A raw citation comparison between disciplines can be badly misleading. Biomedical and some natural-science fields commonly generate large volumes of journal literature and citations. Other disciplines may publish less frequently, use books or other outputs more extensively, or accumulate citations more slowly.
Ranking systems therefore use normalization procedures intended to make citation performance more comparable across subject areas.
THE explicitly normalizes citation data to reflect disciplinary differences. Its Research Excellence measure is normalized by year, subject, and staff numbers, while other research-quality measures also account for disciplinary citation patterns.
QS likewise applies methodological procedures to address differences in citation intensity among subject areas within Citations per Faculty.
Subject Rankings Make the Disciplinary Problem Particularly Visible
THE recalibrates its subject-ranking weights according to disciplinary research cultures. In the 2026 subject methodology, Citation Impact carries 7.5% in Arts and Humanities but 17.5% in several science-oriented subject rankings.
THE explicitly explains that Arts and Humanities receives less citation weight because scholarly outputs in those disciplines extend well beyond peer-reviewed journal articles.
This is an important reminder that the significance of citations depends partly on how knowledge is communicated within a field.
More Publications Can Create More Opportunities to Be Cited, but That Is Not the Whole Formula
Increasing research output increases the number of publications that could potentially receive citations. That can matter, especially if the additional work is subsequently used by other researchers.
But publishing twice as many papers does not guarantee twice as many useful citations or a better normalized citation score. Additional publications that receive few citations can interact with averages, distributions, faculty denominators, and ranking-specific formulas in ways that are not captured by simple output growth.
This is why producing more research does not automatically improve a university's ranking.
Highly Cited Research Can Improve Ranking Performance Disproportionately
Citation distributions are highly skewed. A relatively small proportion of publications can receive a large share of citations. This means an institution's citation profile may be influenced substantially by particularly visible or influential papers.
THE's Research Excellence indicator explicitly examines publications within the top 10% worldwide by field-weighted citation impact. Its Research Strength indicator uses the 75th percentile rather than relying only on the mean.
These measures partly address the fact that a single average can conceal very different distributions of research performance.
International Collaboration Can Affect Citation Patterns
Internationally collaborative research can sometimes achieve greater visibility and citation reach, although the relationship depends on field, partners, topic, and other factors. Large collaborative papers may also accumulate substantial citations.
Ranking systems separately recognize aspects of international research. QS assigns 5% to International Research Network, while THE assigns 2.5% to International Collaboration.
Universities should not respond by adding international co-authors merely to pursue citation or ranking advantages. Collaboration is most defensible when partners contribute expertise, infrastructure, populations, data, or perspectives needed for the research.
Citations Do Not Tell You Why a Paper Was Cited
A citation is not necessarily an endorsement. Researchers may cite a study because they use its findings, adopt its method, disagree with its conclusions, identify it as an example of a problem, or need to position their own work relative to it.
A citation count usually does not distinguish among these functions.
This limitation becomes important when citation totals are casually translated into statements such as “this paper is better because it has more citations.” The count establishes scholarly referencing, not the reason for that referencing.
Citations Are Not the Same as Research Quality
Research quality involves characteristics such as methodological rigor, transparency, credibility, appropriate analysis, significance, originality, and fitness for purpose. Citation counts do not directly measure these properties.
DORA's guidance on quantitative indicators emphasizes that no single indicator can capture the complexity of research quality and recommends that quantitative measures be used clearly, transparently, specifically, contextually, and fairly.
Citation impact
How extensively research is referenced within subsequent scholarly literature according to a defined bibliometric system.
Research quality
The credibility, rigor, transparency, significance, originality, or fitness for purpose of the research itself.
The concepts can be associated without being interchangeable. Excellent research can remain lightly cited, and highly cited work can later be criticized, corrected, or even retracted.
Citations Are Not the Same as Societal Impact
Research may influence clinical practice, education, public policy, engineering, industry, communities, culture, or public understanding without accumulating a large scholarly citation record.
Conversely, a highly cited methodological or theoretical paper may have substantial scholarly influence while producing no direct measurable societal change.
Citation impact and societal impact should therefore be kept conceptually separate.
Database Coverage Affects What Becomes Visible
Ranking bibliometrics depend on the publications indexed by the data source being used. QS and THE rely substantially on Scopus data for their flagship ranking bibliometrics.
Research published in sources not adequately represented in the database may be less visible to the ranking methodology. This can particularly matter for books, local or regional journals, non-English scholarship, and disciplines whose publication cultures differ from journal-intensive sciences.
Database coverage therefore influences the research universe that a ranking can observe.
Citation Windows Matter
Publications need time to accumulate citations. Ranking organizations therefore define publication and citation windows.
For THE's World University Rankings 2026, the bibliometric dataset includes relevant publications from 2020 through 2024 and citations to those publications collected across 2020 through 2025.
Different ranking editions and organizations can use different windows. A newly published article may be excellent but have had insufficient time to generate substantial citation evidence within the ranking period.
Self-Citation and Extreme Citation Patterns Require Methodological Handling
Bibliometric systems must contend with unusual citation patterns, including very highly cited papers and forms of citation concentration. Ranking methodologies can therefore apply exclusions, normalization, or other technical procedures to prevent exceptional cases from dominating results inappropriately.
Institutions should not infer these technical rules from general descriptions. The current methodology of the ranking should be consulted when precise institutional analysis is required.
Watch Out
Do not turn citation maximization into a research objective. Legitimate scholarly visibility comes from producing useful research and making it discoverable. Practices designed primarily to manipulate citation counts can undermine research assessment and may violate journal, institutional, or research-integrity expectations depending on the conduct involved.
The Better Strategic Question Is Why Research Is or Is Not Being Used
If an institution's research receives relatively little citation attention, the appropriate response is not automatically to demand more citations from researchers.
The institution can investigate several possibilities. Is the research addressing questions relevant to active scholarly conversations? Is it being published where relevant audiences can find it? Are titles, abstracts, keywords, metadata, and researcher identities discoverable? Are outputs accessible? Does the institution participate in appropriate research networks? Are disciplinary citation patterns being interpreted correctly?
Improving genuine research visibility and usefulness is more defensible than treating citations as a quota.
