Can Communities Help Decide the Research Question?

Communities can help identify, develop, refine, and prioritize research questions, particularly when lived or local knowledge is important to deciding what deserves investigation. Community priorities still need to be translated into feasible, ethical, and scientifically answerable research questions.

01 · The Question

Who Gets to Decide What Is Worth Researching?

Researchers are accustomed to developing questions from literature reviews, theoretical debates, identified research gaps, previous findings, or priorities established by funders. These are legitimate starting points. But they are not the only places from which important research questions can emerge.

People living with a problem may notice questions that researchers have never asked. Communities may consider an outcome important even though it receives little attention in the literature. Practitioners may know that the question academics are pursuing does not match the decision people actually face.

This raises a consequential possibility: can communities participate not merely after the research question has been written, but in deciding what the research should ask in the first place?

Yes. The harder issue is how to turn community priorities into research questions that remain useful, answerable, ethical, and methodologically defensible.

Communities Can Help Shape What Research Asks

In Brief

Communities can help identify research priorities, generate possible questions, refine what researchers propose to study, and decide which questions matter most, particularly when community experience is relevant to understanding the problem and its consequences.

Community involvement does not remove the need for literature review, methodological expertise, feasibility assessment, ethics, or scientific judgment. The strongest process brings community knowledge together with existing evidence and research expertise to develop questions that are both meaningful and answerable.

03 · What You Need to Know

How Communities Can Contribute to Research Question Development

Research questions do not have to originate exclusively with researchers

The conventional image of research begins with a researcher identifying a gap in the literature and converting it into a question. That pathway is important, particularly when research aims to develop theory, test scientific explanations, replicate previous findings, or address unresolved methodological problems.

Other research questions concern problems experienced directly by communities. In these situations, affected people may hold knowledge that changes what researchers consider worth investigating.

Evidence from stakeholder-engaged research demonstrates that patients, community members, practitioners, and other stakeholders can contribute to topic solicitation and question development. PCORI-funded work has also developed structured methods specifically for engaging stakeholders in generating and prioritizing research agendas.

This possibility follows naturally from involving stakeholders at the earliest stages of research, before the question becomes difficult to change.

Communities can identify problems researchers have overlooked

Academic literature reflects what has already attracted scholarly attention. A research gap can therefore tell you what researchers have not studied sufficiently, but it does not automatically tell you which unanswered question matters most to people living with the problem.

Community knowledge can reveal a different kind of gap.

Suppose researchers studying access to healthcare concentrate on whether services are geographically available. Community members might explain that services technically exist but are difficult to use because appointment schedules conflict with work, transportation is unreliable, communication is inaccessible, or previous experiences have damaged trust.

The community has not merely supplied an opinion about a completed research question. Its knowledge may change the problem the question needs to address.

Community priorities and research questions are not the same thing

A community concern does not always arrive in the form of a researchable question.

People might say, “Students are overwhelmed,” “Our community does not trust the clinic,” or “This program is not working for families.” These statements identify problems or priorities, but researchers and community partners may need to work together to determine what can actually be investigated.

Community priority A problem, experience, uncertainty, or outcome that people consider important.
Research question A sufficiently clear and answerable question specifying what the research will investigate.

The movement from one to the other requires intellectual work. Researchers may need to examine existing evidence, clarify concepts, determine what is already known, identify feasible populations or comparisons, and consider which study designs could answer the question.

Community involvement can continue during that translation rather than ending after the initial priority is identified.

Communities can help generate questions, not merely rank researcher-generated ones

There is a meaningful difference between asking communities to rank five questions researchers have already written and allowing them to contribute to question generation.

Both can be legitimate forms of involvement, but they distribute agenda-setting influence differently.

The Stakeholder Engagement in quEstion Development, or SEED, Method offers one concrete example. In demonstrations funded by PCORI, stakeholder groups contributed to conceptualizing research topics, generating research questions, prioritizing those questions, and developing research agendas. The process produced agendas reflecting perspectives from patients, health professionals, and research funders, although the authors also noted that such processes can require considerable time, expertise, and resources.

If the purpose is genuinely collaborative priority setting, researchers should therefore ask whether the range of possible questions is itself open to community influence.

Different communities may prioritize different questions

There is rarely one uncontested “community research question.” Communities contain people with different experiences, resources, interests, and priorities.

Parents and adolescents may disagree about what matters in youth mental health research. Teachers and students may prioritize different outcomes in educational technology research. Community leaders may view a local intervention differently from residents who rarely participate in formal organizations.

This is why identifying whose perspectives are relevant to a research study matters before describing a question as community-informed.

Disagreement does not invalidate community involvement. It can reveal competing priorities that researchers would otherwise miss.

Existing evidence still matters

Community involvement should not replace a literature review.

A question that feels unanswered locally may already have substantial research behind it. Conversely, existing studies may have been conducted in populations or contexts so different that the local uncertainty remains important.

Researchers therefore need to bring community priorities into conversation with the evidence base.

A useful process may begin with community concerns, examine what is already known, identify genuine uncertainties, and then return to partners to determine whether the refined questions still address what matters to them.

In the SEED Method, for example, prioritized stakeholder questions were subsequently examined against the literature so that research gaps and recommendations for future studies could be developed.

Scientific feasibility still matters

A question can be important and still be impossible to answer within a particular study.

Community partners may propose questions requiring a much larger sample, longer follow-up, unavailable data, or resources beyond the project. A desired comparison may be unethical. An outcome may matter greatly but lack a credible way to measure it within the proposed design.

These constraints should generate discussion rather than an academic veto disguised as methodological expertise.

Researchers can explain why a proposed question is difficult and explore alternatives. Perhaps the question can be narrowed, a proxy measure can be evaluated cautiously, the design can change, or the issue can become a priority for a future study.

Partnership does not mean pretending every desirable question is immediately researchable.

Researchers can also bring questions to communities for refinement

Community involvement does not require every research idea to originate outside academia.

A researcher may identify a promising question through previous evidence and then work with relevant communities to examine whether the problem has been framed appropriately. Partners may change the population, outcomes, terminology, comparison, intervention, or practical emphasis.

The key issue is whether the question is genuinely open to refinement. Asking for community feedback after a grant proposal and protocol are effectively immutable offers a different, more limited form of influence.

Question development can reveal whose outcomes count

Research questions often contain implicit judgments about what constitutes success.

A clinical study might ask whether an intervention reduces symptoms, while patients care more about functioning. An educational intervention might focus on examination performance while students and teachers worry about workload, accessibility, or confidence. A public program might be evaluated according to uptake while communities care about whether access is equitable.

Stakeholder-engagement research has documented partner contributions to refining research questions, selecting interventions and outcomes, and changing how outcomes are measured.

Community involvement at the question stage can therefore expose assumptions about which outcomes deserve scientific attention.

Community involvement does not give anyone ownership of the eventual findings

If community partners help choose the question, they have a legitimate stake in how the project proceeds. They do not acquire the right to determine what answer the research produces.

The study may generate findings that challenge the expectations of researchers and community partners alike. Those findings still need to be analyzed and reported accurately.

This distinction protects both participation and research integrity. Communities can influence what is investigated without being expected to endorse whatever the study ultimately finds.

04 · A Practical Example

How Community Input Can Change the Research Question

Hypothetical Example

From measuring usage to understanding meaningful access

Suppose researchers want to study a university's new online counseling service. Their initial question is: “Does introducing online counseling increase student use of mental health services?”

Before finalizing the study, they discuss the problem with students, counselors, and student organizations.

Initial researcher question The researchers focus on whether the number of students using counseling increases.
Community concern Students explain that usage alone may conceal important differences. Some students can access the service easily, while others face privacy problems at home, scheduling difficulties, accessibility barriers, or discomfort with online counseling.
Evidence check The research team reviews existing literature and determines what is already known about service utilization and which uncertainties remain relevant in their context.
Refined question Researchers and student partners develop questions examining not only whether use changes but also which students can access the service and what barriers affect meaningful use.

The community did not simply select a question from a menu. Its knowledge changed what the researchers understood the problem to be.

The researchers still had to determine which questions could be answered rigorously, select appropriate methods, and avoid claiming that the resulting study represented every possible student priority.

05 · What Researchers Often Get Wrong

Common Misunderstandings About Community-Driven Research Questions

Misconception

Does the research question have to come entirely from the community?

No. Questions can originate from communities, researchers, practitioners, previous evidence, funders, or combinations of these sources. Community involvement concerns meaningful influence over what is investigated, not a requirement that academics contribute no initial ideas.

Misconception

If a community wants something studied, must researchers study it?

No. Importance is only one consideration. Researchers and partners must also consider what is already known, whether the question is answerable, ethical requirements, available methods, resources, and the study's scope. Constraints should be explained rather than used as an unexplained veto.

Misconception

Can one community representative determine the research priorities?

Usually that would be difficult to justify. Communities contain diverse and sometimes conflicting perspectives. One person's contribution can be valuable without being treated as the collective preference of an entire community.

Misconception

Does community priority setting replace identifying a research gap?

No. A community priority tells researchers what matters to participating stakeholders. Evidence review helps determine what is already known and where uncertainty remains. Strong question development can use both rather than treating them as competing sources of legitimacy.

Misconception

Does community involvement make the question less scientific?

No. The origin of a question does not determine its scientific quality. A community-generated question still needs conceptual clarity, appropriate methods, ethical justification, and a defensible contribution to knowledge. Community knowledge may also expose assumptions that make an initially researcher-generated question less useful than it appears.

Misconception

If communities help choose the question, must they agree with the findings?

No. Participation in agenda setting does not create ownership over the answer. Findings should be reported according to the evidence even when they conflict with expectations or preferred outcomes.

06 · What This Means for You

Combine Community Priorities With Evidence and Research Feasibility

If community knowledge is relevant to your topic, involve people while the research question is still genuinely open. Asking for priorities after the protocol has been finalized may produce useful ideas for future studies, but it cannot meaningfully reshape the current one.

A simple decision framework

If you do not yet know which aspect of a community problem matters most
Begin by understanding community priorities before narrowing the research question.
If you already have a candidate research question
Ask relevant partners whether its framing, population, outcomes, and assumptions reflect the problem as they experience it.
If stakeholders propose several competing questions
Use a transparent prioritization process and examine the evidence and feasibility associated with each rather than selecting whichever is most convenient for the research team.
If an important community question cannot be answered by the current project
Explain the constraint, explore whether the question can be reformulated, and preserve unresolved priorities for future research where appropriate.

Document the process as well. Readers should be able to understand who contributed to question development, how people were selected, what they were asked to do, and how their contributions changed or confirmed the final question.

Watch Out

Do not describe a question as community-driven merely because community members approved a question researchers had already finalized. Approval, consultation, collaborative refinement, and shared agenda setting represent different levels of influence.

Where deeper partnership is intended, question development can become part of community-based participatory research or another participatory approach in which communities continue contributing beyond the agenda-setting stage.

Before Involving Communities in Research Question Development

Before finalizing the question, check:
Have you identified which communities or stakeholder groups have relevant experience of the research problem?
Can they generate priorities or questions rather than only react to options researchers have already selected?
Have you considered diversity and disagreement within the community rather than assuming one representative speaks for everyone?
Have you examined existing research to determine what is already known about the priorities identified?
Can the proposed question be answered with available methods, data, time, and resources?
Have ethical and practical constraints been discussed transparently with partners?
If several priorities compete, is the process for choosing among them explicit?
Can you explain how community input changed, refined, or confirmed the final research question?

Frequently Asked Questions About Community Involvement in Research Questions

Can community members propose their own research questions?

Yes. Structured stakeholder-engagement approaches have been used to help community members and other stakeholders generate and prioritize research questions. Researchers can then work with partners to examine the evidence and translate priorities into feasible questions.

Do community-generated questions still need a literature review?

Yes. Community importance and scientific uncertainty are related but different considerations. Reviewing existing evidence helps determine whether a question has already been answered, remains uncertain, or needs investigation in a different population or context.

What if researchers and communities prioritize different questions?

Discuss why the priorities differ. Researchers may be responding to theoretical gaps or feasibility constraints while communities emphasize immediate problems or different outcomes. A transparent process can determine whether questions can be combined, reformulated, prioritized separately, or reserved for future studies.

Can patients help decide clinical research questions?

Yes. Patient-centered research frameworks explicitly support engaging patients and other relevant stakeholders in research processes, and empirical work has documented partner contributions to refining questions and selecting outcomes.

Is community question development only appropriate for qualitative research?

No. Community involvement concerns what should be investigated, not which method must eventually be used. A collaboratively developed question could lead to qualitative, quantitative, experimental, mixed-method, or other appropriate designs.

Does community involvement mean researchers cannot reject a proposed question?

No. Researchers remain responsible for explaining evidence, feasibility, methodological, and ethical constraints. In a meaningful partnership, however, decisions should be reasoned and transparent rather than dismissed simply because a priority originated outside academia.

Communities can contribute directly to identifying, developing, refining, and prioritizing research questions, particularly when lived experience and local knowledge are important to understanding which problems and outcomes deserve investigation.

Community priorities should be brought together with existing evidence, methodological expertise, ethics, and feasibility. The goal is neither to let researchers define every question alone nor to treat every community suggestion as automatically researchable, but to develop questions that are scientifically defensible and meaningfully connected to the people affected by them.
