If We Already Know the Solution, Is There Still a Research Problem?
Imagine a serious problem for which substantial evidence already points toward an effective response. The problem persists, people continue to experience its consequences, and improvement remains necessary. Yet researchers are no longer genuinely uncertain about the basic solution.
Does that make the problem less important?
No. It may make a particular research question less important. This distinction is easy to miss because researchers often use "research problem" to refer simultaneously to an undesirable real-world condition and to the uncertainty that a study is intended to address.
A known solution can reduce the need to investigate whether that solution works while leaving the underlying social, practical, or institutional problem completely unresolved.

Problem Importance and the Need for More Research Are Different Judgments
A Solution Does Not Erase the Harm
Suppose an effective intervention exists for a consequential problem, but only a fraction of the people who need it receive it. The existence of the intervention does not make the untreated harm less severe. It changes what may be required to reduce that harm.
The same logic applies outside health research. An institution may know how to make digital content accessible but fail to follow accessibility practices. A school may know which instructional approach improves a particular outcome but lack the capacity to implement it consistently. An organization may understand a cybersecurity vulnerability but fail to apply the available mitigation.
In each case, the problem can remain important even when the broad direction of the solution is known.
Problem importance
How consequential the underlying condition remains for people, knowledge, institutions, systems, or other relevant outcomes.
Research need
Whether consequential uncertainty remains that additional systematic investigation could usefully reduce.
"The Solution Is Known" Can Mean Several Different Things
Researchers should be cautious with this phrase. Knowing that an intervention can work under some conditions is not the same as knowing how well it will work everywhere, for everyone, or over time.

The existence of a likely solution therefore does not automatically close the research agenda. It may move the frontier of uncertainty.
Sometimes the Right Next Step Really Is Implementation
Researchers should also resist the opposite mistake: inventing new uncertainties merely to keep studying a problem when the evidence already supports action.
WHO's work on research agendas explicitly links research priorities with implementation and end-user needs, while its 2026 global agenda on knowledge translation and evidence-informed policy-making addresses the continuing challenge that evidence is not always used consistently in policy and practice.
If strong evidence already establishes what should be done and the remaining obstacle is money, personnel, authority, infrastructure, enforcement, or political commitment, another study of whether the original solution works may have low value.
This is closely related to the distinction between a socially important problem and a scientifically useful reason for conducting another study.
Implementation Failure Can Create New Research Questions
Implementation is not merely the mechanical stage after research. Sometimes researchers genuinely do not know why an evidence-supported practice fails to reach people, why adoption differs across organizations, how local conditions alter effectiveness, or which implementation strategy is most appropriate.
Those uncertainties can support legitimate research.
The research question has changed, however. Instead of asking, "Does Intervention X work?" researchers might ask, "What prevents Intervention X from being adopted?" or "Which implementation strategy produces sustained use under these conditions?"
That distinction matters because repeatedly evaluating efficacy when the actual uncertainty concerns implementation can generate evidence that is technically sound but poorly aligned with the decision that needs to be made.
A Known Solution May Not Be a Complete Solution
Real interventions often involve trade-offs. A solution may be effective but expensive, difficult to scale, burdensome, inaccessible to some populations, dependent on specialized expertise, or associated with unintended effects.
In such cases, research may still be needed to improve the solution rather than rediscover it. Researchers might investigate lower-cost alternatives, adaptations, comparative effectiveness, accessibility, scalability, sustainability, or differential effects.
Knowing one workable answer is not the same as knowing the best available answer.
Context Can Matter, but "Our Context Is Different" Needs a Reason
Researchers frequently justify another study by arguing that an established solution has not been tested in their country, institution, profession, or population. Sometimes that is entirely reasonable. Context can alter effectiveness and implementation.
But contextual difference should not be assumed merely because the location is different. A stronger argument identifies specific features that could plausibly alter outcomes: infrastructure, policy, language, resources, population characteristics, organizational incentives, technology, or other relevant mechanisms.
Watch Out
"This solution has never been studied at our institution" does not by itself establish a consequential research gap. Explain why the local context creates uncertainty that existing evidence cannot adequately resolve.
Replication Can Still Be Justified When the Stakes Are High
Existing evidence is rarely equivalent to absolute certainty. A solution may appear established but rest on a small number of studies, weak designs, imprecise estimates, or evidence from settings that differ in consequential ways.
Replication or additional evaluation may therefore be justified when greater certainty could materially affect an important decision.
The relevant question is not whether someone has already proposed a solution. It is how strong the evidence is and what additional evidence could change.
Research Priority May Shift as Evidence Accumulates
Research priorities are not permanent. WHO's priority-setting guidance explicitly includes monitoring, evaluation, and updating priorities as evidence and circumstances change.
A question that was once urgent can become less valuable after sufficient evidence accumulates. Meanwhile, new uncertainties may emerge around implementation, long-term effects, equity, or adaptation.
Stage 1 Does the problem exist?
Stage 2 What causes or explains it?
Stage 3 What intervention can address it?
Stage 4 Does the intervention work sufficiently well?
Stage 5 How can it be implemented, sustained, adapted, and made accessible?
This sequence is illustrative rather than universal. Research does not always proceed neatly from one stage to another. The useful principle is that the question should evolve as knowledge accumulates.
A Known Solution Can Actually Increase the Urgency of Action
There is a final irony. Once credible evidence identifies an effective response, continued failure to address the problem may become harder to justify, not easier.
At that point, the central question may no longer be "What should we do?" but "Why are we not doing it?" Whether the latter requires research depends on what is already known about the implementation failure.
This is why an important problem may not require further research when the relevant decision is already sufficiently clear.

When an Accessibility Problem Needs Fixing More Than Rediscovering
Hypothetical Example
Inaccessible Course Materials
Imagine that students who use screen readers cannot access some required course materials. The institution has repeatedly documented the accessibility failures, technical specialists understand their causes, established accessibility practices address those failures, and the institution already has the technical capability to correct them.
The problem remains important Students continue to encounter barriers to required learning materials.
The broad solution is known The relevant accessibility corrections are already understood.
A weak research question "Do inaccessible course materials create difficulties for students who use screen readers?"
Why it is weak Credible existing evidence already establishes the problem sufficiently for corrective action.
A possible new question "Why do accessibility failures continue to enter published course materials despite established institutional requirements?"
What changed The research focus moves from rediscovering the problem to investigating a consequential implementation failure.
The second question would still require justification. If the institution already knows that the failures occur because staff lack allocated remediation time, then another study of "barriers" may simply rediscover that fact. Providing the necessary resources could be the more appropriate response.
The lesson is not to keep moving the research question until something publishable appears. It is to locate the uncertainty that genuinely remains and decide whether resolving it is worth research.
06 · What This Means for You
Locate the Remaining Uncertainty Before Proposing Another Study
If you are considering a problem for which a likely solution already exists, begin with the evidence rather than with the assumption that another study is necessary.
Ask exactly what is known, how confidently it is known, and what remains uncertain. Then identify whether that uncertainty is actually responsible for the continuing problem.
A simple decision framework
If the solution is only plausible and evidence remains weak
Further evaluation may be justified before major decisions are made.
If the solution works but effectiveness in your context is genuinely uncertain
Study the contextual features that could plausibly alter outcomes.
If effectiveness is established but adoption is poor for unknown reasons
Implementation research may address the more consequential uncertainty.
If the reason for non-implementation is already known
Consider whether resources, policy, enforcement, organizational change, or another form of action is needed instead of more research.
If the solution works but leaves important groups behind
Research may be justified around accessibility, differential effects, adaptation, or equitable implementation.
The principle is simple but demanding: do not study what is already known merely because the underlying problem remains visible. Study what still needs to be known, provided that knowing it would make a meaningful difference.
07 · A Quick Checklist
Before Researching a Problem With a Known Solution
Before proposing another study, check:
Review the strongest available evidence to determine how well established the proposed solution actually is.
Separate uncertainty about whether the solution works from uncertainty about how to implement it.
Identify whether the continuing problem results from lack of knowledge or lack of action, resources, capacity, authority, or access.
If context is your justification, specify which contextual factors could plausibly change effectiveness or implementation.
Check whether important questions remain about sustainability, scalability, unintended consequences, costs, or equity.
Ask what decision would change if your proposed study produced a clear answer.
Consider whether acting on existing evidence would produce greater benefit than reducing the remaining uncertainty.
Avoid presenting the persistence of the problem itself as proof that more research is needed.
