Theses, dissertations, reports, and working papers are scattered across repositories, specialist databases, organizational websites, and search engines. Learn where to search and how to find documents that conventional journal databases may miss.

Where do you actually search for theses, reports, and working papers?

Deciding that your literature review should include grey literature is one thing. Finding it is another.

Journal articles are comparatively convenient because bibliographic databases bring large collections together and provide structured records, abstracts, subject indexing, and sophisticated search tools. Theses, dissertations, research reports, technical reports, and working papers are much more dispersed. One document may be in a national dissertation database, another in a university repository, another on a government website, and another on the webpage of a research institute.

There is no single database that reliably contains all of them. A good search therefore begins by identifying what type of document you need and who is likely to have produced or archived it.

No single source provides comprehensive coverage. Theses may be concentrated in dissertation databases and university repositories, while reports and working papers are often found through the organizations that produced them, subject repositories, research networks, or targeted searches of the web.

Match your search source to the material you are trying to find

Why these documents are harder to find than journal articles

Theses, reports, and working papers belong to the broader landscape of grey literature, but they do not live in one coherent information system.

A doctoral dissertation may be deposited with a university and indexed by a national or commercial dissertation service. A government report may exist only on the responsible agency's website. A research institute may publish a working-paper series through its own repository. A technical report could be archived by the organization that commissioned the research rather than by the researchers' universities.

This fragmentation changes how you search. Instead of asking only, "Which database should I use?" ask:

  • What kind of document am I looking for?
  • Who would be likely to produce it?
  • Where would that producer normally deposit or publish it?
  • Is there a national, institutional, disciplinary, or specialist database that aggregates this type of material?
  • Could the document be discoverable on the open web even if it is absent from academic databases?

JBI guidance on grey-literature searching similarly recommends searching sources relevant to the subject and focus of the review, supplemented where appropriate by customized web searches, targeted websites, and consultation with topic experts.

Where to find theses and dissertations

Theses and dissertations are among the more structured forms of grey literature because universities generally have formal processes for approving, depositing, and preserving graduate research. The challenge is discovering where a particular institution or country makes those records available.

Useful starting points can include:

  • ProQuest Dissertations & Theses Global, when available through your institution;
  • Open Access Theses and Dissertations (OATD) for openly accessible graduate research;
  • institutional repositories maintained by universities;
  • national thesis and dissertation services where available;
  • library discovery systems and repository aggregators that expose metadata from participating institutions;
  • Google Scholar and general web search as supplementary discovery routes.

JBI specifically identifies PhD theses and dissertations as an important grey-literature source and recommends relevant dissertation databases and collections as part of supplementary searching.

If you know the university, searching its institutional repository directly can be particularly effective. Universities often organize repositories by document type, department, author, subject, or degree. Repository records may also provide full-text PDFs even when a broader search engine exposes only the bibliographic record.

Do not assume that every dissertation database provides full text

Discovery and access are separate problems. A database may tell you that a dissertation exists without providing the complete document. Access can depend on the author's permissions, institutional policy, embargoes, digitization status, subscription arrangements, or the age of the work.

When you find a useful record but not the document itself, search the exact title in quotation marks, look for the author's university repository, check the university library catalogue, or search for later publications by the author. If necessary and appropriate, a librarian may be able to help locate the document through institutional services.

Watch Out

Do not interpret the absence of a downloadable PDF as evidence that a thesis does not exist or cannot be obtained. A bibliographic record, repository record, and accessible full text are three different things.

Where to find government reports

Government research is frequently disseminated through agency websites rather than academic journals. Depending on the topic, potentially relevant producers include ministries or departments, statistical agencies, public health bodies, education agencies, regulatory authorities, research councils, parliamentary bodies, and local or regional governments.

Start by identifying which agencies have responsibility for the subject. If you are studying school enrollment, for example, an education ministry or national statistical office is a more plausible source than an undirected search across government websites.

Useful approaches include:

  • searching the responsible agency's website;
  • using the agency's publications, research, statistics, reports, or document repository pages;
  • searching national government publication portals where available;
  • using a general search engine with a domain restriction;
  • searching exact report titles or distinctive phrases discovered in references;
  • following references from related government documents.

A targeted web query can sometimes outperform a website's internal search. For example, a search concept combined with site: and the relevant government domain can restrict results to that domain. Adding filetype:pdf may help when reports are commonly distributed as PDFs.

Finding the report is only the beginning. Whether government and institutional reports should be treated as research evidence depends on what the document actually contains and how it was produced.

Where to find reports from organizations and research institutes

Important reports are also produced by intergovernmental organizations, nongovernmental organizations, charities, think tanks, professional associations, universities, foundations, industry bodies, and independent research institutes.

Searching effectively requires some knowledge of the organizations active in your topic. If an organization routinely conducts evaluations or publishes technical reports in the area you are reviewing, search its website directly rather than waiting for those documents to appear in a general academic search.

Look for sections labelled:

  • Research;
  • Publications;
  • Reports;
  • Evidence;
  • Resources;
  • Working Papers;
  • Policy Papers;
  • Technical Reports;
  • Knowledge Centre or Repository.

Terminology varies considerably. A document that functions as a research report might instead be labelled a briefing paper, evidence review, evaluation, technical paper, discussion paper, white paper, or policy report.

Where to find working papers

Working papers are preliminary or circulating scholarly outputs that may precede journal publication or remain as standalone research products. They are especially common in disciplines such as economics and other areas where researchers have established working-paper cultures.

Possible locations include:

  • institutional repositories;
  • departmental and research-center websites;
  • disciplinary repositories and research networks;
  • working-paper series maintained by universities or institutes;
  • author webpages;
  • academic search engines and broad scholarly indexes.

Some institutional repositories explicitly preserve working papers alongside theses, conference papers, technical reports, preprints, and published articles. This makes the repository itself useful even when you are not looking for material from one specific institution.

Working papers also require version awareness. A paper you discover may subsequently have been revised and published as a journal article. Before extracting or citing it, search the title, author names, and distinctive phrases to determine whether a later version exists.

Institutional repositories are often the connecting infrastructure

University repositories deserve particular attention because they can contain several of these document types at once. Depending on institutional policy, repositories may hold theses, dissertations, working papers, technical reports, conference papers, preprints, accepted manuscripts, datasets, and other scholarly outputs.

Repositories can be searched individually when you know the relevant institution. When you do not, repository directories and aggregators can help identify or search collections across institutions.

One useful distinction is between a repository directory and a repository search service. A directory helps you identify repositories that exist. An aggregator or discovery service may harvest metadata from multiple repositories and allow records to be searched together. Neither should automatically be assumed to contain everything held by every participating repository.

Use general academic search engines as discovery tools, not guarantees of coverage

Google Scholar and other broad scholarly discovery systems can locate some theses, reports, repository records, and working papers. They are useful because they search across sources that may not appear in conventional bibliographic databases.

But their coverage of grey literature is not necessarily transparent or comprehensive. Failure to retrieve a document does not establish that the document does not exist. For a systematic or otherwise comprehensive search, broad search engines are better treated as one component of a multi-source strategy.

Targeted Google searching can uncover documents buried in websites

General web searching becomes much more useful when it is targeted. Instead of entering a long database-style Boolean search and hoping for the best, combine a few distinctive concepts with operators that reflect where the material is likely to reside.

Examples of search structures include:

  • "teacher burnout" site:gov.ph filetype:pdf
  • "digital learning" "technical report" filetype:pdf
  • "artificial intelligence" "working paper" university
  • "student retention" dissertation filetype:pdf
  • "mental health" report site:who.int

These are search patterns, not universal formulas. Search-engine behavior changes, websites differ, and some documents cannot be indexed. For evidence synthesis, record enough information about targeted web searches to make your approach understandable, including the search terms, website or domain, search date, and any limits on how many results were screened.

Search by title when another source tells you a document exists

Grey-literature discovery is often iterative. A journal article may cite a report. A systematic review may mention a dissertation. A government document may refer to an evaluation. A working paper may cite an earlier technical report.

When you already know the title, stop searching by topic and search for the document itself. Put the exact or distinctive portion of the title in quotation marks. Add the author's surname, institution, report number, or year if necessary.

This technique can locate copies deposited somewhere other than the original publisher. It can also reveal a later version, archived copy, repository record, or journal article based on the same work.

Search by author when titles change between versions

Working papers, dissertations, reports, conference presentations, and eventual journal articles may describe substantially the same research under different titles.

If title searching fails, search the author's name together with distinctive concepts from the study. For dissertations, the supervisor, institution, department, or degree year may help. For reports, the commissioning organization, project name, report number, or research team can be useful identifiers.

This is particularly important when tracing a document through the research lifecycle. A conference abstract may become a working paper, which may then become a peer-reviewed article with a modified title and updated analysis.

Follow citations backward and forward

Relevant documents often lead to other relevant documents. Examine reference lists for report titles, dissertations, working papers, institutional publications, and project documentation that keyword searches did not retrieve.

Where citation-tracking services cover the document, forward citation searching may reveal subsequent papers that cite or develop the work. Author searching can serve a similar function when formal citation indexing is unavailable.

This approach is especially useful because grey literature often has weaker metadata and less standardized indexing than journal articles. Citation trails compensate, to some extent, for what keyword searching misses.

Ask who would know that the document exists

Some grey literature remains difficult to discover electronically. JBI includes consultation with topic experts among the approaches that may supplement grey-literature searches.

Depending on the review, useful contacts might include researchers active in the field, librarians, government units, professional organizations, program evaluators, research centers, or study authors. Contacting people should be purposeful rather than an indiscriminate request for "anything unpublished."

This approach becomes particularly relevant when your objective extends beyond publicly accessible documents and you need to identify unpublished or ongoing studies.

Do not confuse finding a document with establishing its quality

Search systems answer a discovery question: does this potentially relevant document exist, and can you retrieve it?

They do not establish that the document is methodologically sound. A dissertation can be rigorous or weak. A government report can document a sophisticated national study or provide conclusions with almost no methodological detail. A working paper can later survive peer review with minor changes or be substantially revised before publication.

Once a potentially eligible source is found, apply your review's eligibility criteria and appropriate critical appraisal. For reports in particular, you may need to evaluate evidence that was never conventionally peer reviewed rather than treating its publication venue as a quality score.

How to search when the evidence is scattered across source types

Hypothetical Example

Finding evidence on university students' use of generative AI

Suppose a researcher is reviewing how university students use generative AI for learning. Journal databases provide many articles, but the researcher also wants theses, institutional research reports, and working papers because the topic is developing quickly.

Map likely document types The researcher expects graduate theses from universities, survey and policy reports from higher-education organizations, and working papers from researchers studying emerging educational technologies.
Search thesis sources The researcher searches an available dissertation database, open thesis collections, and institutional repositories using combinations of terms for generative AI, university students, higher education, and related technologies.
Search likely producers Relevant education agencies, universities, research institutes, and higher-education organizations are identified and their publication or research pages searched directly.
Use targeted web searches Queries combine the topic with terms such as "report," "working paper," "dissertation," and "higher education," supplemented by domain and file-type restrictions where useful.
Trace versions and citations For each promising working paper or report, the researcher searches the title and authors to check whether a later journal article exists and follows references to additional documents.
Screen rather than automatically include All retrieved documents are assessed against the review's eligibility criteria. Their status as grey literature neither qualifies nor disqualifies them by itself.

The result is not one magical database query. It is a structured sequence of searches based on where each type of evidence is likely to be produced, deposited, and discoverable.

05 · What Researchers Often Get Wrong

Common mistakes when searching for grey literature

Misconception

One grey-literature database should be enough

Grey literature is distributed across different infrastructures. Dissertation databases, institutional repositories, government websites, organizational collections, and disciplinary repositories serve different purposes. Comprehensive searching usually requires more than one route.

Misconception

If Google does not find it, the document probably does not exist

Search engines cannot comprehensively index every repository, database, website, archived document, or restricted collection. A document may also be poorly described or hidden behind an interface that search engines cannot index effectively. Search the likely producer or repository directly when the document matters.

Misconception

Searching Google Scholar is the same as searching institutional repositories

Google Scholar can expose repository material, but its coverage should not be treated as a complete inventory of repository holdings. When particular institutions or repositories are important to your question, search them directly as well.

Misconception

A dissertation and the author's later journal article are necessarily identical

A later article may report only part of the dissertation, use revised analyses, contain updated data, or frame the research differently. Check both documents when the distinction matters rather than assuming that one perfectly substitutes for the other.

Misconception

A working paper is always the newest version

The working paper you find may have been superseded by a revised working paper, accepted manuscript, or published article. Search the title and authors before deciding which version to use.

Misconception

Anything hosted on a government or university website is reliable research

Institutional provenance can help establish who produced a document, but it does not establish methodological quality. Documents should be evaluated according to what they claim, how evidence was generated, and whether the methods and limitations are sufficiently transparent.

Build the search around likely evidence pathways

When searching beyond journals, the most productive strategy is usually to move from the document type to the likely producer and then to the systems that preserve or expose its work.

A simple decision framework

If you need theses or dissertations
Start with dissertation databases, open thesis collections, national services where available, and university institutional repositories.
If you need government reports
Identify the responsible agencies and search their publication systems and websites directly, supplemented by targeted domain-restricted web searches.
If you need institutional, NGO, or research-center reports
Identify organizations active in the subject and search their research, publications, reports, evidence, or repository sections.
If you need working papers
Search disciplinary repositories and networks, institutional repositories, research-center series, author pages, and broad scholarly discovery systems.
If you know a document exists but cannot locate it
Search the exact title, authors, institution, report number, project name, and distinctive phrases; then check references, repositories, archived copies, and later publications.
If your purpose is a comprehensive evidence synthesis
Predefine the grey-literature sources and search methods, document what you searched, and report important limitations rather than relying on an informal web search.

The process may feel less tidy than searching a bibliographic database because it is less tidy. Grey-literature systems were not designed as one unified scholarly index. The methodological task is to make a fragmented search as systematic, transparent, and proportionate as the review requires.

Before concluding that you have searched sufficiently, check:
Identify the specific grey-literature document types that are relevant to your research question.
Search appropriate thesis or dissertation databases and institutional repositories when graduate research is eligible.
Identify government agencies, universities, research institutes, NGOs, professional organizations, or other bodies likely to produce relevant reports.
Search disciplinary repositories, research networks, institutional series, and author pages when working papers are relevant.
Use targeted web searches with distinctive phrases, domain restrictions, and file-type filters where they improve retrieval.
Search exact titles and authors when citations or other sources indicate that a document exists.
Check whether a dissertation, report, or working paper has a later or peer-reviewed version before extracting or citing it.
Record the databases, repositories, websites, search terms, dates, and screening limits used when the search needs to be reproducible.
Apply eligibility and critical-appraisal criteria after retrieval rather than treating the source type as evidence of quality.

Can I find dissertations for free?

Many can be accessed freely through institutional repositories and open-access thesis collections, but availability varies. Some dissertation databases require institutional subscriptions, and individual works may be embargoed, restricted, unavailable in digital form, or represented only by a bibliographic record.

How do I find a government report that does not appear in Google Scholar?

Identify the agency responsible for the topic and search its website or publication portal directly. You can also search the web using the report topic or title together with a site: restriction for the relevant government domain and, when useful, filetype:pdf.

Where can I find working papers?

Should I use a working paper if a journal article has now been published?

Version differences should be examined rather than assumed away.

How do I know whether a report has been peer reviewed?

Check the document and the issuing organization's publication procedures. The issue is whether searching for less visible or unpublished research is worth the effort for the claims your review intends to make. A comprehensive evidence synthesis usually requires more extensive supplementary searching than a narrowly scoped narrative review.
