The Problem Is Not Publishing More; It Is Optimizing Research for Publications
Publication Is an Essential Part of Research Communication
A critique of publication pressure should not become a critique of publication itself. Research generally needs dissemination. Scholarly publishing allows findings and arguments to become available for evaluation, citation, synthesis, replication where appropriate, criticism, and further development.
Researchers therefore have legitimate reasons to want their work published. As discussed in publications, promotion, recognition, and funding as research motivations, seeking a publication is not inherently incompatible with rigorous research.
The relevant distinction is whether publication follows from a worthwhile research process or whether the research process is increasingly engineered around obtaining the publication.
Publication Can Shift From an Output to a Target
Suppose a university measures research productivity through publication counts. Publications become valuable not only because they communicate knowledge but because each one contributes to evaluation.
Researchers now have at least two reasons to publish: to communicate research and to obtain the reward attached to the publication.
As the second reason becomes stronger, researchers may rationally adjust their behavior to produce more of the rewarded output. This is not peculiar to academia. Measurement systems generally influence behavior when rewards or sanctions depend on measured performance.
Publication as scholarly communication
A research output through which findings, methods, arguments, data, or other contributions become available to relevant scholarly audiences.
Publication as institutional target
A countable outcome used for performance assessment, promotion, incentives, rankings, accreditation, funding, or other organizational purposes.
The same paper can serve both functions. The problem emerges when success in the second begins compromising the first.
Researchers May Choose Questions for Publishability
Research questions always involve practical considerations. Researchers must consider feasibility, available expertise, time, resources, ethics, and potential contribution. Publication prospects can reasonably enter that calculation because communicating findings matters.
Under strong publication pressure, however, publishability can become disproportionately influential. Researchers may favor fashionable topics, questions likely to produce rapid outputs, readily available datasets, or designs perceived as attractive to particular journals.
Meanwhile, replication, long-term research, locally relevant problems, difficult fieldwork, negative findings, methodological development, or specialized questions may appear professionally less rewarding.
No misconduct is required for this distortion to occur. Researchers can make individually defensible career decisions that collectively change what knowledge gets produced.
Researchers May Prefer Projects That Can Be Completed Quickly
Publication targets usually operate within evaluation periods: annual reviews, promotion windows, contract renewals, grant cycles, or doctoral milestones.
Research does not necessarily respect those timelines. Longitudinal studies, community partnerships, large experiments, difficult qualitative fieldwork, infrastructure projects, and fundamental research can require years before substantial outputs appear.
If researchers need publications within short evaluation cycles, projects capable of generating faster outputs become comparatively attractive.
The resulting research portfolio can become biased toward what is measurable soon rather than what is necessarily most important.
One Study Can Be Divided Into Too Many Papers
Researchers can legitimately produce multiple publications from a large project when the papers address sufficiently distinct questions and each makes a coherent contribution.
The problem arises when a body of research is divided into unnecessarily small publishable units primarily to increase publication count. This practice is commonly described as salami publication or salami slicing.
The Committee on Publication Ethics discusses redundant or overlapping publication as a publication-ethics concern, and journal policies commonly require authors to disclose related manuscripts and avoid inappropriate duplication.
The distinction depends on substantive overlap, transparency, and whether each publication represents a legitimate contribution. Simply using the same dataset in multiple papers is not automatically inappropriate when genuinely different questions are being addressed.
Publication Pressure Can Make Positive Results Feel More Valuable
Historically, studies with statistically significant or otherwise striking findings have often been more likely to be published than studies with null or less dramatic results. This contributes to publication bias, in which the available literature becomes an unrepresentative sample of all research that was conducted.
If researchers believe positive findings are easier to publish, publication incentives can interact with analytical and reporting decisions. An unexpected or null result may feel professionally disappointing even when it is scientifically informative.
This creates a dangerous conceptual shift: the result is judged according to whether it helps produce a paper rather than whether it accurately answers the research question.
Null Results Are Not Failed Research
A well-designed study can fail to support a hypothesis and still provide useful evidence. The scientific value depends on the question, design, measurement, analysis, uncertainty, and interpretation, not on whether the preferred effect appeared.
When publication becomes the dominant goal, researchers may begin treating null or ambiguous findings as failed projects because they expect those findings to be harder to publish.
This can contribute to selective reporting or to completed studies never entering the accessible research record.
Selective Reporting Can Make the Published Literature Misleading
A study may contain multiple outcomes, analyses, subgroups, time points, models, or hypotheses. If only favorable findings are reported while other relevant results disappear, readers receive an incomplete representation of the research.
This issue is one reason research transparency practices such as preregistration, protocol registration in applicable fields, reporting guidelines, and data or code sharing where appropriate have received increasing attention.
The objective is not to eliminate legitimate exploratory analysis. It is to make clear what was planned, what was exploratory, what was observed, and what was omitted.
Publishing Pressure Can Encourage Questionable Flexibility
Many research decisions legitimately require judgment. Researchers choose inclusion criteria, models, variables, transformations, stopping points, and analytical approaches. Some studies provide many defensible analytical options.
Problems arise when flexibility is used selectively until a more publishable result appears and the resulting analysis is presented as though it had been the straightforward or predetermined approach all along.
Research on questionable research practices has drawn attention to behaviors such as selectively reporting dependent variables, collecting additional data after examining results, or trying multiple analyses without transparently representing the process.
Not every analytical change is questionable. The issue is whether decisions are scientifically justified and transparently reported rather than driven primarily by the desire to produce an attractive result.
Publication Count Can Influence Authorship
When publications carry career value, authorship becomes valuable currency. This can create disputes about who deserves authorship, author order, and how contributions should be recognized.
Inappropriate authorship can take several forms, including adding individuals who do not satisfy applicable authorship criteria or excluding contributors who do.
Authorship standards differ somewhat among disciplines and journals, but contribution should not be allocated merely to satisfy publication targets, strengthen CVs, or exchange professional favors.
Predatory and Low-Quality Publishing Can Become More Attractive Under Output Pressure
Researchers who need publications quickly may become vulnerable to journals that promise rapid publication while providing inadequate editorial or peer-review processes. Some deceptive journals aggressively solicit manuscripts and charge fees without delivering the scholarly services authors reasonably expect.
Publication pressure does not cause researchers to use such outlets, and legitimate open-access journals should never be confused with predatory publishing merely because they charge article-processing fees.
The vulnerability arises when the need for an accepted paper becomes more urgent than careful evaluation of the publication venue.
The Published Literature Can Become Less Efficient
Excessive fragmentation and redundant publication create costs for readers, reviewers, editors, systematic reviewers, and researchers attempting to understand a body of evidence.
If one coherent study is unnecessarily distributed across several overlapping papers, readers may need to reconstruct the relationship among them. Evidence syntheses can also face problems if overlapping samples are mistaken for independent evidence.
More publications therefore do not necessarily mean proportionally more knowledge.
Publication Pressure Can Narrow Researchers' Definitions of Success
Research can succeed in several ways. A study can answer an important question, falsify an assumption, develop a useful method, generate a reusable dataset, clarify uncertainty, train researchers, inform practice, or reveal that a promising intervention does not work as expected.
If the institutional system recognizes mainly publications, researchers may gradually define successful research as research that becomes a paper.

Publication Pressure Does Not Affect Everyone Equally
Career stage, employment security, discipline, institutional resources, national research systems, supervision, and personal circumstances can affect how publication expectations are experienced.
An established professor with substantial resources may respond differently from an early-career researcher whose contract renewal depends on output. A doctoral student may experience publication expectations differently again because supervisors and program requirements shape their choices.
Institutional policies should therefore be cautious about assuming that the same target creates the same behavioral consequences for everyone.
Publishing More Can Still Be a Legitimate Institutional Goal
An institution with weak dissemination may reasonably encourage researchers to publish completed work. Researchers may have valuable studies sitting in theses, reports, or project files that should enter the scholarly record.
Greater publication activity can also reflect stronger research capacity, better writing support, improved collaboration, or more completed research.
The relevant question is how the increase is achieved.

Responsible Research Assessment Tries to Reduce the Problem
Research-assessment reform initiatives partly respond to concerns that narrow publication metrics can distort researcher behavior.
DORA recommends assessing research on its own merits rather than relying on journal-based metrics as proxies for individual contributions. The Leiden Manifesto similarly emphasizes qualitative expert assessment, field differences, institutional missions, transparency, and regular scrutiny of indicators.
The Hong Kong Principles recommend rewarding responsible research practices, complete reporting, open science, diverse forms of research, and contributions such as peer review and mentoring.
The common idea is not that publications should stop mattering. It is that assessment should recognize a broader range of activities required for trustworthy scholarship.
Watch Out
Do not infer poor research practices merely because someone publishes frequently. High productivity can reflect expertise, effective collaboration, substantial resources, strong teams, or a field with rapid publication cycles. Concerns require evidence about how the research and publications were actually produced.
The Most Important Test Comes When the Evidence Is Inconvenient
A researcher who wants to publish has not necessarily placed publication above research. The distinction becomes clearer when scientific and publication incentives diverge.
Would the researcher report an unexpected result? Would they acknowledge a limitation that weakens the headline? Would they abandon an analysis that produces an attractive finding if its assumptions are indefensible? Would they publish a rigorous null result if an appropriate outlet were available?
When the answer remains governed by the evidence rather than by what makes the manuscript easier to sell, publication remains subordinate to the research.
