Important to Whom? How Do You Decide Whether a Research Problem Actually Matters?

A research problem does not matter in the abstract. Its significance depends partly on whose knowledge, decisions, interests, well-being, or future research are affected by the unresolved issue. Identifying those stakeholders can make the case for research more precise and more defensible.

01 · The Question

Who Actually Has a Stake in the Problem You Want to Study?

Researchers often justify a problem by saying that it is “important,” “significant,” or “relevant.” Those words sound convincing, but they leave a crucial question unanswered: important to whom?

A research problem may matter to researchers because it leaves a theoretical question unresolved. It may matter to practitioners because they need evidence for a decision. It may matter to policymakers because a choice affects public resources. It may matter to a particular community because members experience the consequences directly. It may matter to future researchers because an unresolved methodological problem limits the reliability of an evidence base.

These forms of importance can overlap, but they do not always do so. A problem can matter greatly to one group and much less to another. Different stakeholders may also disagree about what deserves research attention.

Identifying who the problem matters to helps you make a more precise significance argument. It also helps you avoid vague claims about “society” when the actual value of the research lies somewhere much more specific.

Importance Depends on Who Is Affected, Who Uses the Evidence, and What Is at Stake

In Brief

A research problem matters when resolving it could make a meaningful difference to identifiable people, communities, research fields, decision-makers, institutions, or other relevant stakeholders, depending on the nature of the problem.

You do not need to prove that everyone cares. Instead, identify who experiences the consequences, who needs the evidence, who may benefit from better understanding, and whose interests could be affected by how the research problem is framed or addressed. Different stakeholders can reasonably place different values on the same research question.

03 · What You Need to Know

How to Identify Who Your Research Problem Matters To

“Important” Is Usually Relational

A problem is rarely important in isolation. Its significance is usually connected to something or someone affected by the unresolved issue.

Consider a methodological problem in a widely used measurement scale. The people most directly affected may be researchers rather than patients, consumers, or policymakers. By contrast, a problem concerning access to a public service may matter most directly to the people who cannot access it and to the practitioners or institutions responsible for delivering it.

The same principle applies to theoretical research. A problem can be important because it affects how an academic field understands a phenomenon, even when the findings have no immediate practical application.

This is why determining who matters is not a distraction from research significance. It is part of specifying what significance actually means in your case.

Start by Separating Stakeholder Roles

People connected to a research problem may have different relationships to the research and its eventual results. A useful first distinction is among those who produce research, those who use research, and those who may benefit from or be affected by its consequences.

For example:

  • Research producers may include researchers, research institutions, methodological specialists, and funders.
  • Research users may include clinicians, educators, practitioners, managers, policymakers, or other people who make decisions using evidence.
  • Research beneficiaries or affected groups may include patients, students, workers, residents, consumers, communities, or others whose circumstances are influenced by the issue or resulting decisions.

These categories can overlap. A researcher can also be a practitioner. A patient can be a research participant and a research beneficiary. A policymaker may fund a study and use its results.

The point is not to force every problem into fixed categories. The point is to make the relationships visible so you can ask whose interests and decisions are actually connected to the research.

Who Experiences the Problem Directly?

Begin with the people or systems most directly affected by the situation you are investigating.

If students have difficulty accessing a service, students may be the most directly affected group. If a workplace process creates unnecessary administrative burdens, employees may experience the problem most directly. If a research method produces misleading estimates, the immediate consequences may fall primarily on researchers who rely on those estimates and on people affected by the decisions based on them.

Direct impact matters because it can reveal significance that is hidden when researchers describe a problem only in abstract terms.

However, direct impact alone does not establish priority. A small burden may be widespread but trivial, while a severe burden may affect relatively few people. You still need to examine the magnitude, seriousness, duration, distribution, and consequences of the problem.

Who Needs the Answer to Make a Decision?

Some research problems matter because people must act despite uncertainty.

A hospital may need to decide whether to adopt a new workflow. A school may need to decide whether to continue a support program. A policymaker may need evidence before allocating resources. An organization may need to choose among competing implementation strategies.

In these cases, the relevant stakeholder is not simply “the public.” It is the person or group responsible for the decision, together with those affected by that decision.

This distinction helps you make the practical significance argument concrete:

Who is trying to decide what?

What evidence is missing?

What could change if that uncertainty were reduced?

Research-priority guidance emphasizes the importance of understanding both who will use research and who may benefit from its results. In health research priority setting, the World Health Organization explicitly distinguishes research producers, research users, and research beneficiaries when identifying interested parties.

Who Bears the Consequences If the Problem Remains Unresolved?

The people who use evidence are not always the people most affected by the issue.

A government agency might commission research, for example, while a particular community experiences the consequences of the resulting policy. A school administrator may choose an intervention while students experience its benefits or harms. A company may decide whether to adopt a technology while employees bear the effects of implementation.

This creates an important distinction:

Research user The person or organization that uses evidence to make decisions, design programs, interpret results, or choose among alternatives.
Research beneficiary or affected group The people or groups whose circumstances, opportunities, risks, burdens, or benefits may be influenced by the problem or by decisions informed by the research.

Identifying both groups can prevent a common mistake: assuming that the person commissioning or using research is automatically the person whose interests should carry the most weight.

Who Is Missing From the Current Evidence?

Sometimes the importance of a research problem becomes clearer when you examine who is represented in existing research and who is not.

A body of evidence may be rich in studies involving one population while providing little information about another population that experiences the issue differently. The omitted group may be smaller, harder to recruit, geographically dispersed, less visible to researchers, or otherwise underrepresented.

An absence of representation does not automatically justify another study. You need to establish why the omitted group matters to the question and whether the missing evidence could change what researchers or decision-makers reasonably conclude.

But the distribution of research attention is itself relevant to significance. WHO guidance on ethical research priority setting explicitly treats inclusivity and the representation of affected groups as matters for consideration when deciding which research priorities receive attention.

Stakeholders May Disagree About What Matters

Do not assume that everyone affected by a problem will define its importance in the same way.

Imagine a proposed workplace scheduling policy. Managers may prioritize efficiency, employees may prioritize predictability, and customers may prioritize service availability. Each group has a legitimate relationship to the problem, but their interests may point in different directions.

Similarly, researchers may prioritize theoretical uncertainty while practitioners prioritize immediate usability. Funders may emphasize feasibility or expected impact. Communities may prioritize issues that researchers have overlooked.

This does not mean research significance is purely subjective. Evidence can establish consequences, uncertainty, and likely effects. But judgments about which benefits, burdens, risks, and interests deserve priority can involve values as well as empirical facts.

WHO's 2025 guidance on health research priority setting explicitly recognizes this. Because resources are scarce, deciding which research to support involves value judgments, including whose interests count and what constitutes a fair allocation of research resources.

“Stakeholder” Does Not Mean “Give Everyone Equal Weight in Every Decision”

Once researchers hear that multiple stakeholders should be considered, they can make the opposite mistake and assume every perspective must always receive identical weight.

That is not a practical rule.

The relevant stakeholders depend on the research problem, the decisions involved, the populations affected, the responsibilities of the institution conducting or funding the research, and the kind of priority decision being made.

For a local methodological study, the key stakeholders may primarily be researchers using the method and the communities whose data are affected. For a clinical intervention, patients, clinicians, health systems, policymakers, and funders may all have distinct interests.

Good stakeholder analysis therefore asks which interests are relevant and why, rather than simply creating the longest possible list of groups.

Think About Whose Interests Are Easy to See and Whose Are Easy to Miss

Research priorities can be shaped by who has resources, institutional authority, visibility, or access to decision-makers. That can make some interests easier to recognize than others.

A research question may be framed primarily around the needs of the organization paying for the research even though a different group bears most of the consequences. Or a field may repeatedly study populations that are easy to recruit while leaving others underrepresented.

This does not mean that every neglected group should automatically become the priority. It does mean that a significance argument should not treat existing research attention as proof that the distribution of research attention is fair or complete.

Equity-oriented research-priority guidance encourages consideration of affected groups and potential disparities when determining who should be involved in priority-setting.

A Research Problem Can Matter to Knowledge Even If No Immediate Stakeholder Benefits

Not every research problem needs an obvious practical beneficiary.

A theoretical problem may matter because resolving it changes how researchers understand a phenomenon. A methodological problem may matter because it affects the reliability of future studies. A conceptual problem may matter because researchers currently use the same term for meaningfully different constructs.

In these cases, the relevant stakeholder group may primarily be the research community itself. Future researchers may also benefit because clearer theory, better measurement, or stronger evidence improves what later studies can establish.

This is why “who cares?” should not be interpreted as “who will immediately use this result?” The answer can be a scholarly community whose ability to understand or investigate a problem depends on resolving the uncertainty.

Stakeholder Relevance Can Strengthen, Narrow, or Challenge Your Original Problem

Identifying stakeholders is not merely a way to make your introduction sound more significant. It can change your understanding of the problem.

You may discover that the group you assumed would benefit does not actually view the issue as a priority. You may discover that another group experiences a more serious consequence than you recognized. You may also find that the practical decision you thought depended on your research is already adequately supported by existing evidence.

That information can lead you to narrow the problem, reframe its significance, change the research question, or conclude that a different problem deserves attention.

This is one reason research problem development should remain iterative rather than treating the original problem statement as fixed.

Use Stakeholder Analysis Without Letting It Replace Evidence

Stakeholder perspectives can help identify what matters, but they do not replace empirical evidence.

A patient may report that a treatment side effect is highly burdensome. That experience is relevant evidence about lived experience and priorities, but the prevalence and magnitude of the effect may require additional evidence. A policymaker may believe a particular intervention is urgently needed, but urgency does not establish whether the intervention works.

Likewise, researchers may strongly believe that a theoretical problem matters while broader evidence suggests that the practical consequences are minimal.

The strongest significance arguments combine these elements: evidence about the problem, a clear account of whose interests or decisions are affected, and a realistic explanation of what the research could contribute.

04 · A Practical Example

The Same Research Problem Can Matter to Different People for Different Reasons

Hypothetical Example

Why Are Some Eligible Residents Not Using a Public Support Service?

Imagine a public agency operates a free support service and has noticed that eligible residents in several neighborhoods use it less often than expected. The agency wants to understand the pattern before deciding whether to change how the service is delivered.

Residents Some residents may experience barriers to accessing a service intended for them. Their interest concerns whether the service is reachable, usable, and responsive to their circumstances.
Front-line workers Staff may need to know whether barriers arise from communication, scheduling, eligibility procedures, service design, or other operational factors.
Decision-makers The agency needs evidence to decide which changes, if any, are worth implementing and whether resources should be redirected.
Researchers Researchers may be interested in understanding how institutional design, information, or access barriers influence service use under particular conditions.
Potential beneficiaries Residents who currently do not use the service could benefit if research helps identify barriers that can be reduced. But this should not be assumed without evidence about what actually causes non-use.
Research problem The issue is not simply that “the service has low uptake.” The research problem is the consequential uncertainty about what explains non-use among eligible residents and which aspects of the service, communication, or access process may be contributing to it.

This example is hypothetical. Notice that different groups care about the same research problem for different reasons. The residents care about access and consequences. Staff care about implementation. Decision-makers care about choosing an appropriate response. Researchers may care about the underlying explanation. A strong significance argument can acknowledge these differences rather than pretending everyone has exactly the same interest.

05 · What Researchers Often Get Wrong

“This Matters to Everyone” Is a Strong Significance Argument

Usually it is too vague to be useful. A claim that everyone cares requires an implausibly broad level of agreement. Identify the specific people, groups, decisions, or research communities for whom the unresolved problem actually matters and explain why.

Misconception

The Funder or Decision-Maker Is Automatically the Most Important Stakeholder

The group funding or commissioning research may have an important interest in the results, but it may not be the group experiencing the greatest consequences. Distinguish who pays for or uses evidence from who bears the effects of the problem or resulting decisions.

Misconception

Anyone Affected Must Have Equal Priority

Stakeholder relevance depends on context. A credible analysis identifies whose interests are materially connected to the problem and why, rather than treating stakeholder inclusion as a requirement to give every possible perspective identical weight in every decision.

Misconception

If Stakeholders Say It Is Important, the Research Must Be Important

Stakeholder priorities are important evidence about needs and values, but they do not establish every empirical claim. The significance case still needs evidence about the problem, its consequences, and what the research could realistically contribute.

Misconception

A Research Problem Only Matters If It Has an Immediate Practical Beneficiary

Some problems matter primarily because they advance understanding, improve methods, resolve theoretical uncertainty, or strengthen the foundation for future research. The research community itself can be a legitimate beneficiary.

06 · What This Means for You

Build a More Precise Significance Argument

When you write the justification for your research problem, replace broad claims about “society,” “the field,” or “stakeholders” with a more specific chain of reasoning.

A simple decision framework

If people experience the problem directly
Identify who they are, what consequence they experience, and what remains uncertain about that problem.
If a decision depends on the missing evidence
Identify the decision-maker, the decision being made, and how better evidence could change the choice.
If the problem is primarily theoretical or methodological
Identify the research community affected and explain what future understanding or investigation is limited by the unresolved issue.
If different stakeholder groups have conflicting interests
Describe the relevant interests and trade-offs rather than presenting one group's preferred outcome as universally beneficial.
If you cannot identify anyone or anything meaningfully affected by resolving the problem
Reconsider whether the problem is sufficiently consequential to justify the proposed study.

A useful significance statement can often be reduced to four linked questions:

Who is affected? What is at stake? What do they currently lack? What could change if the uncertainty were reduced?

The answer may involve different groups for different reasons. That is acceptable. In fact, it can make the rationale more credible because it shows that you understand the problem's significance without pretending that every stakeholder values it in the same way.

Keep this analysis connected to evidence. If you claim that the problem affects a particular population, establish that the problem exists. If you claim that decision-makers need an answer, identify the decision. If you claim that a research community is affected, explain what unresolved issue limits future research. A stakeholder list without a causal or evidential connection to the problem adds little.

Before finalizing your significance argument, check:
I can identify the people, groups, decisions, systems, or research communities affected by the unresolved problem.
I can distinguish people who experience the problem from people who use the research and people who may benefit from its consequences.
I can explain what is at stake for each important stakeholder group rather than simply naming them.
I have considered whether some relevant groups are missing or underrepresented in existing evidence.
I have not assumed that all stakeholders define the problem or its preferred solution in the same way.
My claims about who is affected or who needs the evidence are supported by appropriate evidence where evidence is needed.
I can explain what could change for the relevant stakeholders if the research reduces the uncertainty.
I have not used “society,” “everyone,” or “the field” as vague substitutes for identifying who actually matters.

Questions About Stakeholders and Research Significance

Who counts as a stakeholder in research?

It depends on the problem. Stakeholders can include researchers and funders, people who use research to make decisions, and people or communities affected by the problem or by decisions informed by research. The relevant groups should be identified in relation to the specific research question.

Does every research problem need a practical stakeholder?

No. The primary stakeholder may be a research community if the problem concerns theory, evidence, concepts, or methods. Practical stakeholders become especially important when the research is intended to inform decisions, policy, services, or interventions.

Should researchers involve every stakeholder in choosing research priorities?

Not necessarily every possible stakeholder. Good priority-setting practice aims for relevant and meaningful participation while recognizing resource and proportionality constraints. WHO guidance emphasizes identifying interested parties and considering whose interests are relevant to the priority-setting decision.

What if stakeholders disagree about whether a research problem matters?

That disagreement is itself useful information. Identify the different interests and reasons behind the disagreement, separate empirical claims from value judgments, and explain which considerations are relevant to the purpose of your research. You do not need to pretend that there is universal agreement.

Can a stakeholder be important even if they will never read the final paper?

Yes. A group can be affected by the problem or by decisions based on the research without being a direct audience for the publication. Research significance concerns consequences and interests, not only who reads the article.

Can researchers themselves be the main stakeholders?

Yes. Methodological weaknesses, unresolved theoretical problems, conflicting evidence, and conceptual ambiguity can primarily affect the research community. The significance argument should explain what future research or knowledge is constrained by the unresolved problem.

Does a stakeholder's strong opinion prove that the problem is important?

No. Stakeholder perspectives can help identify priorities, consequences, and research needs, but empirical claims still require appropriate evidence. A strong preference for an outcome is not evidence that a particular intervention works or that a claimed problem exists at a particular magnitude.

What if the people most affected by a problem have little power over research decisions?

Their lack of institutional influence does not make their interests irrelevant. It can be especially important to examine whether priority-setting processes adequately represent groups that bear significant consequences but have fewer opportunities to shape research agendas.

Instead of asking whether a research problem is important in the abstract, ask who is affected by it, who needs the evidence, what interests or decisions are at stake, and what could change if the uncertainty were reduced.

Different stakeholders can care about the same problem for different reasons, and they may not agree about its priority or the preferred response. A strong research rationale makes those relationships visible without replacing evidence with stakeholder opinion. The goal is not to prove that everyone cares; it is to show clearly why this particular problem deserves research attention from the people, communities, decisions, or research fields connected to it.
