When a Different Country Creates a Genuine Research Gap
Country Is a Location, Not an Explanation
A country label tells you where research takes place. It does not tell you which characteristics of that setting are relevant to the research question.
Suppose a relationship has been studied in Canada, Germany, Japan, and Australia but not in another country. The absence of a study in that country establishes a difference in the geographical distribution of the literature. It does not automatically establish that researchers lack knowledge they need.
The substantive question is whether something about the new context creates uncertainty about the applicability of the existing evidence.

Contextual research gap
Material characteristics of this setting make it uncertain whether existing evidence adequately applies here.
The second statement explains why location matters. That is the reasoning needed for a stronger gap claim.
Applicability and Generalizability Are the Real Issues
Research conducted in one setting does not automatically apply everywhere else, but neither should it automatically be assumed not to apply elsewhere.
The broader methodological issue is often described through concepts such as external validity, generalizability, applicability, and transferability. These terms have somewhat different meanings across disciplines, but they all raise a related question: under what conditions can findings obtained in one population or setting inform conclusions in another?
Rothwell's discussion of external validity in randomized trials emphasized that judging to whom trial results apply is a major part of interpreting research evidence. A later review of applicability and transferability frameworks found that assessments commonly consider characteristics of the setting, intervention, outcomes, and evidence rather than geography alone.
So when you propose a country-specific study, ask which features of the original and new settings are relevant to the expected result.
Health, Education, Legal, and Other Systems Can Make Country Matter
Some research questions are tightly connected to institutional systems. A finding about access to health care may depend on how care is financed and delivered. Educational outcomes may depend on curriculum, assessment, teacher preparation, class structure, or access to resources. Employment research may be affected by labor regulation and social protection. Policy research can depend directly on legal and administrative arrangements.
In such cases, transferring findings from one country to another without considering institutional differences may be inappropriate.
The relevant gap is not simply “Country B has not been studied.” It is that evidence generated under the institutional conditions of Country A may not adequately answer the question under materially different conditions in Country B.
Implementation Can Be Highly Context Dependent
Country-specific research can be particularly important when the question concerns how an intervention, program, policy, or practice works in real-world settings.
The World Health Organization defines implementation research in terms of studying the processes used to implement policies and interventions and the contextual factors affecting those processes. WHO guidance also emphasizes that interactions between an intervention and its local context can influence both implementation and effectiveness.
Relevant differences may include resources, workforce capacity, infrastructure, language, socioeconomic conditions, organizational arrangements, or characteristics of the target population.
That creates a legitimate reason to study implementation locally when there is reasonable uncertainty about whether contextual differences will affect access, acceptability, reach, use, feasibility, sustainability, or outcomes.
Watch Out
Local relevance does not automatically justify repeating an effectiveness study from scratch. Sometimes the more useful research question concerns adaptation, implementation, acceptability, feasibility, or transferability rather than whether the underlying intervention can work at all.
Cultural Differences Can Matter, but “Culture” Needs to Be Specified
Researchers sometimes justify country-specific studies by saying that the new country has “a different culture.” That may be relevant, but culture should not become an all-purpose explanation.
Identify what differences are actually expected to affect the research question. Relevant factors might include language, norms, social relationships, beliefs, communication practices, family structures, institutional expectations, or responses to a particular measurement instrument or intervention.
The argument becomes stronger when it identifies a plausible pathway from the contextual difference to the outcome being investigated.
Measurement May Not Transfer Cleanly Across Countries
A construct can have the same name across countries while being measured differently or interpreted differently by participants.
Questionnaires developed and validated in one language or population may require translation, cultural adaptation, and validation before their scores can be interpreted similarly elsewhere. Administrative definitions may also differ. Concepts such as unemployment, educational attainment, poverty, disability, occupational category, or health-service utilization can be operationalized differently across jurisdictions.
If measurement differences threaten comparability or validity, a local study may address a real methodological and contextual uncertainty. But again, the gap is the measurement problem, not simply the country's absence from the literature.
Population Differences Can Be Relevant Without Making Nationality the Cause
Countries can contain populations that differ in age structure, disease prevalence, socioeconomic conditions, educational background, exposure, occupation, migration history, or many other characteristics relevant to a study.
Those differences can affect whether existing evidence applies. But researchers should avoid treating nationality as a substitute for the actual explanatory characteristic.
For example, if the reason you expect an intervention to perform differently is lower access to broadband infrastructure, say so. If the relevant difference is baseline disease risk, specify that. If the mechanism depends on a particular institutional arrangement, identify the arrangement.
This reasoning is closely related to determining whether studying a different population is enough to claim a research gap.
Country-Specific Decisions Can Require Country-Specific Evidence
Sometimes the need for local evidence arises not because researchers strongly expect the underlying scientific relationship to differ, but because an important decision requires information specific to the country.
Governments, health systems, universities, organizations, and other decision-makers may need local estimates of prevalence, costs, feasibility, resource requirements, implementation barriers, acceptability, or service use. Evidence from another country may not supply those quantities.
WHO guidance on adapting evidence-informed guidelines likewise emphasizes that recommendations need to be fitted to available resources and organizational contexts rather than transferred through simple translation alone.
In these cases, the justification should identify the decision that cannot be made adequately from existing international evidence and the local information needed to support it.
Some Findings Should Transfer More Readily Than Others
Not every research question is equally sensitive to country context.
A claim about a highly context-dependent policy may require substantial local evidence. A finding about implementation within a particular institutional system may also transfer poorly. Other relationships may depend much less on national context once the relevant population and conditions are comparable.
This is why “it was studied in another country” is neither a reason to dismiss existing evidence nor a reason to assume that local replication is necessary.

A Different Country Can Reveal Boundary Conditions
Country-specific research can also contribute to theory rather than merely producing local information.
Suppose a theory predicts a relationship under certain institutional or social conditions. Research in a substantially different country may provide a meaningful test of whether that relationship persists when those conditions change.
Here, the country is useful because it supplies theoretically relevant variation. The contribution is not “we studied Country B.” It is “Country B provides conditions that allow us to test whether the explanation holds beyond the settings in which it has previously been examined.”
This is related to the question of whether an untested theory in a particular context creates a research gap.
Local Evidence Can Be Valuable Without Claiming Universal Novelty
A study does not have to transform a global theory to be useful. Descriptive and applied research can provide valuable local information when that information is genuinely needed.
For example, estimating the prevalence of a condition in a country can be useful for planning even when prevalence has already been estimated elsewhere. Evaluating implementation barriers can help a local health system even when similar barriers have been studied internationally.
The key is to state the contribution accurately. If the study provides locally needed evidence, say that. There is no need to exaggerate the project into a claim that the underlying topic is globally unexplored.
Do Not Assume That “Western Evidence” Is One Homogeneous Category
Researchers sometimes contrast their country with “Western countries,” “developed countries,” or another broad grouping and assume that evidence from those settings is necessarily homogeneous or inapplicable.
Countries within such categories can differ substantially from one another, while particular populations or institutions across countries may share relevant characteristics.
Compare the factors that matter to your question rather than relying on broad geographic or economic labels. Context should be analyzed, not merely named.
You Need to Verify That the Country Gap Actually Exists
Before claiming that a topic has never been studied in a country, make sure the apparent absence is not an artifact of the search.
Local journals may not be indexed in the databases you normally use. Relevant studies may use local terminology, appear in another language, or exist as theses, reports, government publications, or other research outputs. Your topic may also have been investigated under a broader or related concept.
Follow the same principle used for any strong absence claim: distinguish “I did not find a study” from “no relevant study exists.” A careful search helps you identify a research gap without prematurely claiming that no one has studied the topic.
Even a Genuine Country Gap May Not Be Worth Filling
Suppose you establish that no relevant study exists in the country and that existing international evidence does not transfer perfectly. That still does not automatically make your proposed study a priority.
Ask how consequential the uncertainty is. Does it affect an important theoretical claim, policy choice, intervention, professional practice, population need, or other decision? Would your study meaningfully reduce the uncertainty?
A contextual gap can be real but small. The final test is whether the research gap is important enough to fill.
