How Do You Know Whether Your Target Population Is Accessible?

Defining a target population does not mean you can actually study it. Learn how to determine which members are accessible, what creates access barriers, and how the gap affects your study.

01 · The Question

You Know Who You Want to Study, but Can You Actually Reach Them?

Your research question may define its population clearly: public-school teachers in the Philippines, nurses working in intensive care units, university students who use generative AI, small-business owners, patients with a particular condition, or employees in a specific industry.

Defining that population is only the beginning.

You may not have access to every school, hospital, university, company, community, registry, or individual belonging to it. Some potential participants may be geographically distant. Others may be protected by institutional gatekeepers, absent from any usable sampling frame, difficult to identify, or simply outside the recruitment channels available to you.

The practical question is therefore not only Who belongs to my target population? It is also Which members of that population can my study realistically reach?

02 · The Short Answer

Accessibility Depends on More Than Whether the Population Exists

In Brief

Your target population is accessible to the extent that you have a realistic, legitimate, and methodologically appropriate way to identify or reach the people or units needed for your study within its geographical, institutional, temporal, ethical, and practical constraints.

The accessible population is often narrower than the target population. That difference is not automatically a flaw, but you need to understand it because who is accessible can affect recruitment feasibility, sampling, representativeness, and the conclusions your evidence can reasonably support.

03 · What You Need to Know

From the Population You Want to Study to the Population You Can Reach

Start by separating the target population from the accessible population

The target population is the broader group about which your research question seeks to produce knowledge or conclusions. The accessible population is the portion of that population available to the study under its actual circumstances.

For example, suppose your research concerns mathematics teachers in Philippine public secondary schools. That broad group might constitute your target population. If your study can realistically recruit only mathematics teachers from participating public secondary schools in one region during a particular academic year, the population available for your study is considerably narrower.

This distinction is well established in research methodology. Capili describes the accessible population as a geographically and temporally defined subset available for participant recruitment. Other methodological treatments similarly distinguish the population researchers wish to understand from the population or sampling frame from which observations can actually be selected.

Target population The population your research question ultimately concerns and about which you would like to draw conclusions.
Accessible population The relevant portion of that population that is realistically available to your study under its actual setting, timeframe, access arrangements, and recruitment conditions.

The two may sometimes be very similar. Often they are not.

Accessibility is not the same as eligibility

A person can satisfy every inclusion criterion and still be inaccessible to your study.

Imagine that your target population is teachers who have used a particular educational platform for at least two years. A teacher in another province may meet that definition perfectly. If you have no recruitment mechanism through which that teacher can be identified or contacted, however, eligibility does not create accessibility.

The reverse problem can occur as well. A university might give you access to all of its students, but only some may satisfy the eligibility criteria for your study.

Eligible The person or unit satisfies the study's inclusion and exclusion criteria.
Accessible The study has a legitimate and realistic mechanism through which the person or unit can potentially enter the sampling or recruitment process.

Ultimately, your study usually needs people who are both relevant to the research question and reachable through the sampling and recruitment procedures you can actually implement.

Ask how you would identify members of the population

One of the quickest tests of accessibility is deceptively simple: How would I know who these people are?

For some populations, a usable list or other sampling frame may exist. Examples might include an institutional enrollment list, employee roster, professional register, school directory, membership database, patient registry, or another source appropriate to the study.

A sampling frame is the source from which a sample can actually be drawn. Ideally, it corresponds closely to the target population. In practice, frames may omit some members of the target population, contain units that do not belong to it, or become outdated.

The National Academies' guidance on survey evidence emphasizes that researchers should describe both the target population and sampling frame, examine differences between them, and consider the consequences of those differences. This matters because a frame that systematically excludes parts of the target population can constrain what the resulting sample represents.

Not every research design requires a complete list of every population member, and qualitative or nonprobability sampling may operate differently from probability sampling. The broader principle still applies: you should be able to explain how the people or cases entering your study can actually be found.

Ask whether you are permitted to approach them

Identification does not automatically create access.

A hospital may know exactly which patients satisfy your criteria, but privacy and institutional requirements may prevent you from directly obtaining their contact information. A university may have a complete student database without permitting researchers to email students independently. A company may know which employees perform a particular role while requiring management or another authorized office to approve research contact.

In such situations, access may depend on an intermediary. Authorized personnel might distribute invitations, identify potentially eligible participants, or facilitate recruitment under approved procedures.

This is why a statement such as "the university has 10,000 students" does not establish that 10,000 students are accessible for your study.

When access depends on a particular organization, site, or data custodian, it may be prudent to investigate whether you should contact the potential site or provider before finalizing the research question. The appropriate timing and form of that contact will depend on institutional and ethics requirements.

Geography can define the population you can realistically study

Geographical access is particularly important when participation requires physical presence. Interviews conducted face to face, laboratory measurements, classroom observations, fieldwork, clinical procedures, and equipment-dependent studies may restrict researchers to locations they can realistically visit.

Online data collection can reduce some geographical constraints, but it does not make geography irrelevant in every study. Internet availability, language, time zones, platform access, jurisdictional requirements, and differences among research settings can still matter.

If your research question refers to a national population while your study operates at one local site, you should make that difference explicit rather than allowing the wording of the question to imply broader access than the design actually provides.

Accessibility can also be temporal

A population may be accessible at one time and inaccessible at another.

Students may be available only during the academic term. Seasonal workers may be present during particular months. Patients meeting a specific clinical criterion may appear unpredictably. Employees may become difficult to contact during peak business periods. Archival records may be temporarily unavailable because of digitization, relocation, or administrative restrictions.

Even when a population is routinely available, your study has a recruitment window. If approximately 20 eligible cases become accessible each month and you have three months for data collection, it would be risky to design the project as though the entire annual population were available to you.

Accessibility should therefore be assessed during the period in which the study will actually recruit or collect data.

Access through one site may cover only part of the target population

A common feasibility solution is to recruit from a convenient institution: your university, hospital, workplace, school district, clinic, professional network, or partner organization. This may be entirely appropriate for some research questions and designs.

The methodological issue arises when the accessible site differs meaningfully from the broader population named in the research question.

Suppose you want to understand online learning experiences among university students nationally but recruit only from one private technology-focused university. Those students may differ from students elsewhere in institutional resources, academic programs, socioeconomic circumstances, digital infrastructure, or educational experiences. Increasing the number recruited from that single university does not automatically solve the coverage problem.

Coverage concerns which portions of the target population have an opportunity to enter the sampling process. A large sample drawn from a restricted frame can still omit important segments of the population.

Watch Out

Sample size and population coverage answer different questions. Recruiting many participants from one accessible segment does not by itself make that segment representative of a broader target population that the recruitment frame does not adequately cover.

The gap between target and accessible populations affects inference

The accessible population does not have to be identical to the target population for research to be useful. Many studies necessarily work with a narrower study population. The important question is what the difference means for interpretation.

If inaccessible members are broadly similar, with respect to factors relevant to the research question, to those accessible through your design, the gap may be less consequential. If accessibility systematically favors certain locations, institutions, socioeconomic groups, technologies, health conditions, or other relevant characteristics, broader inference becomes more difficult to justify.

For survey research, the sampling frame should therefore be evaluated against the target population. The National Academies notes that when important groups in the target population are absent from the frame, the survey cannot directly tell us how those unrepresented members would have responded.

This is not merely a technical sampling concern. It can change the substantive meaning of your study.

Convenience is not the same as accessibility

Researchers sometimes use accessible as though it simply meant easy for me to recruit. That is too narrow.

Your classmates, colleagues, students, social-media followers, or employees at your workplace may certainly be easy to contact. Whether they form an appropriate accessible population depends on the research question and sampling strategy.

If your question concerns a population that they reasonably represent or deliberately exemplify under the chosen methodology, their accessibility may be useful. If they are selected merely because they happen to be nearby, convenience has started determining the research question rather than serving it.

The correct sequence is usually to define what evidence the question requires, identify an appropriate population, and then determine which relevant portion can realistically be accessed.

Accessibility is different from successful recruitment

Even a genuinely accessible population will not necessarily produce the sample you need.

You may have permission to approach 1,000 eligible people and still receive only 150 responses. Some may never see the invitation. Others may decline, fail screening, withdraw, or provide incomplete data.

Accessibility therefore answers one feasibility question: Who can realistically enter the recruitment or sampling process? Recruitment feasibility asks the next one: Can enough of those people actually be enrolled and, when necessary, retained?

Once you have established the accessible pool, you still need to determine whether you can recruit the participants your study requires.

Sometimes access uncertainty should change the research question

Suppose your proposed question concerns nurses across ten hospitals, but only one hospital is currently willing to consider participation. You have several options. You might seek additional sites, investigate whether broader access is realistic, redesign the sampling strategy, or narrow the research question to the population you can defensibly study.

What you should avoid is retaining a broad population claim while quietly collecting evidence from a much narrower group simply because that group became available.

A more modest question that accurately reflects the population accessible to the research may be methodologically stronger than an ambitious question whose population exists mostly in the proposal.

04 · A Practical Example

From a National Target Population to an Accessible Study Population

Hypothetical Example

Studying generative AI use among university faculty

A researcher wants to investigate how university faculty members use generative AI for teaching. The initial question refers broadly to university faculty members in the Philippines.

The researcher works at one university and initially plans to distribute a questionnaire there. Before proceeding, the researcher maps the relationship between the population named in the question and the population that can actually enter the study.

Target population University faculty members in the Philippines who fall within the substantive scope of the research question.
Potential recruitment sources Universities, professional associations, faculty networks, or other legitimate channels through which relevant faculty members might be approached.
Confirmed access At present, the researcher has an established route only to eligible faculty at one university.
Coverage problem Faculty at that university may not reflect the institutional, disciplinary, geographical, or resource diversity contained in the national target population.
Decision The researcher either develops a credible multisite recruitment strategy or narrows the population represented in the research question and conclusions to match the population the design can actually support.

Notice what does not solve the problem: recruiting more faculty from the same university. Increasing the sample from 100 to 500 could improve precision for some analyses, but it would not suddenly give faculty members from institutions outside the recruitment frame an opportunity to be sampled.

The feasibility issue is therefore not simply "Can I obtain enough respondents?" It is also "Can I access an appropriate population for the question I am claiming to answer?"

05 · What Researchers Often Get Wrong

Common Mistakes When Thinking About Population Access

Misconception

If people belong to my target population, they are available for my study

Membership in the target population does not guarantee accessibility. Potential participants may be impossible to identify, geographically unreachable, outside available recruitment channels, protected by gatekeepers, or unavailable during the study period.

Misconception

If an institution has the population, I automatically have access to it

An institution's ability to identify students, patients, employees, clients, or members does not automatically transfer to the researcher. Access may require institutional authorization, ethics approval, privacy safeguards, or recruitment through authorized intermediaries.

Misconception

A large sample compensates for a narrow accessible population

A larger sample does not automatically correct inadequate coverage of the target population. If entire relevant segments have no opportunity to enter the sample, collecting more observations from the accessible segment does not represent those missing groups.

Misconception

Online recruitment makes almost any population accessible

Online recruitment can expand geographical reach, but it reaches people through particular platforms, networks, technologies, and communication channels. Some members of the target population may be absent or systematically less reachable through those channels, and verifying eligibility may create additional challenges.

Misconception

If my accessible population is narrower, my study is invalid

Not necessarily. Many legitimate studies examine a defined population that is narrower than a broader population of theoretical interest. The key is to align the research question, sampling approach, analysis, and conclusions with what the accessible population and resulting sample can support, while acknowledging important limitations on broader inference.

Misconception

Access is something I can figure out after my proposal is approved

Sometimes formal access can only be secured later in the research process, but critical access dependencies should be investigated as early as appropriate. If the entire project fails without one institution, registry, community, or gatekeeper, treating access as an afterthought creates a substantial feasibility risk.

06 · What This Means for You

Map the Population You Can Actually Reach

Before finalizing a participant-dependent study, write down the target population exactly as implied by your research question. Then identify the population that can realistically enter your sampling or recruitment process.

If those populations differ, do not immediately assume you have a fatal methodological problem. Instead, examine why they differ and whether that difference matters for the question you intend to answer.

A simple decision framework

If you have an appropriate route to most or all relevant segments of the target population
The population may be sufficiently accessible, subject to the sampling and recruitment requirements of your design.
If the target population is large but only a clearly defined subset is accessible
Determine whether that subset is appropriate for the research question and be explicit about the population your evidence can support.
If important segments are systematically excluded by your sites or sampling frame
Consider expanding the frame, adding appropriate sites or recruitment channels, or narrowing the question and intended inference.
If access depends on permission that has not yet been obtained
Treat that portion of the population as uncertain rather than guaranteed and investigate the access pathway before making the study depend on it.
If no realistic route exists to the population required by the question
Reconsider the question, population, setting, or study design rather than assuming the access problem will resolve itself later.

Population accessibility is ultimately a question of alignment. The population named by your research question, the population available through your design, the sample you actually obtain, and the population represented by your conclusions should not quietly become four different things.

If accessibility problems threaten the study more broadly, return to the larger question of whether the research question is feasible under your actual circumstances.

07 · A Quick Checklist

Is Your Target Population Actually Accessible?

Before finalizing your population and sampling plan, check:
Define the target population precisely enough that you can tell who belongs to it and who does not.
Identify the actual sites, lists, registries, organizations, communities, platforms, or other mechanisms through which relevant members can be reached.
Distinguish people who are merely eligible from those who can realistically enter your sampling or recruitment process.
Verify who controls access to the population and what permissions or procedures apply.
Check whether geography, timing, language, technology, institutional boundaries, or other practical constraints exclude important segments.
For survey or probability sampling, examine how closely the available sampling frame covers the target population and identify important undercoverage or ineligible units.
Consider whether accessible and inaccessible members could differ in ways relevant to your research question.
Make sure the population described in your research question and conclusions does not extend beyond what the study design can reasonably support.
After establishing accessibility, separately estimate whether enough eligible participants can actually be recruited and retained.

Frequently Asked Questions About Accessible Populations

What is an accessible population in research?

An accessible population is the portion of the population relevant to your research that is actually available to the study under its geographical, temporal, institutional, recruitment, and other practical conditions. It is the population from which participants or cases can realistically enter the study process.

What is the difference between a target population and an accessible population?

The target population is the broader population your research question concerns and about which you would like to draw conclusions. The accessible population is the relevant portion available to your study. The accessible population may be narrower because of geography, timeframe, institutional access, recruitment channels, or other constraints.

Is the accessible population the same as the sample?

No. The accessible population is the pool available for sampling or recruitment under the study's conditions. The sample consists of the cases or participants actually selected or enrolled from the relevant pool. Not everyone accessible to the study necessarily becomes part of the sample.

Is an accessible population the same as a sampling frame?

Not always. A sampling frame is the operational source from which a sample is drawn, often a list or set of lists in survey sampling. It is intended to cover the relevant population but may omit eligible units or include ineligible ones. The concept of an accessible population is broader and can also be useful in designs that do not rely on a complete enumerated list.

Does my accessible population have to include everyone in my target population?

No. Complete access is often impossible. What matters is understanding which portions are accessible, why others are not, whether the differences are consequential for the research question, and how those limitations affect the population to which your findings can reasonably speak.

Can I use students or employees from my own institution because they are accessible?

Possibly, if that population is appropriate for the research question and the study follows applicable ethical and institutional requirements. Ease of contact alone does not establish methodological appropriateness, and relationships involving authority or dependency may introduce additional ethical considerations that require careful handling.

What if only one organization gives me access?

A single-site study may still be useful, depending on the question and methodology. You should, however, examine whether the site differs from the broader population in relevant ways and avoid making population claims that the design cannot support. If multisite access is essential to the question, one participating organization may not be enough.

What if the population I want to study is very difficult to access?

Some populations are inherently rare, dispersed, stigmatized, protected, hidden, or otherwise difficult to reach. These circumstances may require different recruitment strategies, sampling approaches, partnerships, timelines, or research designs. The feasibility issues become particularly important when the population is extremely rare or hard to reach.

Your Target Population Is Not Automatically Your Study Population

The Bottom Line

Your target population is accessible only to the extent that your study has a realistic and legitimate route to the relevant people or units within its actual geographical, temporal, institutional, ethical, and practical constraints.

Identify the population your question concerns, map the portion your study can actually reach, and examine the gap between them. Limited access does not automatically invalidate a study, but it may require a narrower question, additional sites or recruitment channels, a different sampling strategy, or more cautious conclusions about whom the findings represent.
