Must Every Research Objective Use a Measurable Action Verb?
You may have encountered advice telling researchers to begin every objective with a “measurable action verb”: identify, compare, assess, determine, evaluate, measure.
The logic is sensible. An objective should tell readers what the study intends to accomplish, and a clear verb can make that purpose easier to recognize. Guidance on research protocols commonly recommends objectives that are specific, clear, achievable, and capable of evaluation.
The difficulty comes when “measurable” is interpreted too narrowly. Does it mean every objective must produce a number? Is explore unacceptable because exploration cannot be measured like blood pressure? Should qualitative researchers replace understand with determine even when doing so changes the character of the inquiry?
Research objectives should be assessable, but assessability is broader than numerical measurement. The appropriate verb should communicate what the study genuinely intends and is methodologically capable of doing.

Action Verbs Should Clarify the Research Task
Why Research Guidance Recommends Action Verbs
Research-protocol guidance consistently emphasizes objectives that are specific rather than vague. The World Health Organization recommends that specific objectives be simple, specific, and stated in advance. WHO training materials further characterize objectives as clear, action-oriented, feasible, measurable, logically connected, and achievable.
Other research-methods guidance gives examples such as determine, compare, verify, calculate, describe, and establish.
The practical benefit is straightforward. Compare:
To gain knowledge about students' use of generative AI.
with:
To describe how frequently undergraduate students use generative AI for different academic writing tasks.
The second statement makes the intended research accomplishment much easier to identify.
“Measurable” Has More Than One Meaning
In quantitative research, measurability may refer quite literally to variables that can be operationalized and analyzed numerically. An objective might be:
To estimate the prevalence of generative AI use for academic writing among undergraduate students.
The expected result can be expressed numerically.
But research objectives can also be assessable without producing a numerical measure:
To explore how doctoral students describe the role of generative AI in revising dissertation chapters.
The researcher can still determine whether this objective was addressed. The relevant evidence may consist of interview accounts, observations, documents, codes, themes, patterns, interpretations, or another form appropriate to the methodology.
Quantitatively measurable
The phenomenon is represented through numerical variables, estimates, comparisons, or other quantitative measures.
Assessable as a research objective
The study can generate appropriate evidence through which readers can determine whether the stated research accomplishment was addressed.
These categories overlap, but they are not identical.
Choose the Verb Based on the Research Task

This is not a controlled vocabulary. The same verb can carry different meanings in different disciplines, and different verbs can sometimes express similar research intentions. The complete objective and methodological context determine what the statement actually means.
The Verb Alone Does Not Make an Objective Measurable
Consider:
To determine the impact of artificial intelligence on students.
Determine sounds decisive and action-oriented. The objective remains poorly defined. What kind of AI? Which students? What outcome constitutes “impact”? What relationship is being investigated?
Now consider:
To explore how first-generation university students describe the influence of generative AI on their academic writing practices.
Explore may sound less “measurable” in the narrow quantitative sense, but the objective is considerably clearer. The population, phenomenon, context, and interpretive focus are identifiable.
This is why the appropriate specificity of a research objective cannot be reduced to choosing the correct verb.
Do Not Borrow Rules for Learning Objectives Uncritically
Advice about “measurable action verbs” is especially prominent in educational guidance on learning objectives. Learning objectives describe observable student performances and are often explicitly connected to assessment. In that context, verbs such as know and understand are frequently discouraged because the learner's internal state cannot be observed directly.
Research objectives serve a different purpose. They describe what a study intends to investigate or accomplish, not what a learner must demonstrate after instruction.
There is overlap in the value of clarity and assessability, but the two types of objectives should not be treated as identical. Bloom's taxonomy, for example, can be useful when designing learning outcomes, but it is not a universal grammar for research objectives.
Watch Out
Do not apply a list of verbs developed for learning objectives as though it were a methodological standard for research objectives. Research questions, epistemological assumptions, study designs, and forms of evidence vary much more widely than such a checklist implies.
Qualitative Objectives Do Not Need Quantitative Verbs
Qualitative research may seek to explore experiences, interpret meanings, understand processes, characterize practices, or examine how participants construct or negotiate a phenomenon.
Forcing such an objective into language such as “measure” or “quantify” would not make it more rigorous. It would change the inquiry.
For example:
Appropriate exploratory objective: To explore how faculty members experience the introduction of generative AI policies in university assessment.
Methodologically altered objective: To measure faculty members' experiences of generative AI policies.
The second formulation implies that “experience” has been operationalized into something that can be measured. That may be appropriate for a particular quantitative instrument, but it is not an interchangeable rewrite of the first objective.
An objective can therefore be exploratory without being measurable in the quantitative sense.
Action Verbs Should Not Overstate the Inference
Verb choice also influences what kind of claim the objective appears to make.
Compare:
To examine the association between generative AI use and writing performance.
with:
To establish the effect of generative AI use on writing performance.
The second wording may imply a stronger causal or confirmatory claim. A researcher should not select a more forceful verb merely because it sounds more measurable.
The objective needs to match the evidence the study can legitimately generate.
Every Objective Should Still Be Evaluatable
Rejecting narrow interpretations of “measurable” does not mean objectives can be indefinite.
A useful test is:
At the end of the study, could I point to evidence and explain whether and how this objective was addressed?
If not, the objective may be too broad or too vague.
This principle also connects objective formulation to results. A substantive objective should normally have a plausible evidentiary route to a finding, interpretation, or output, even when that finding is null, mixed, or uncertain.

Four Studies About the Same Topic
Four researchers are interested in university students' use of generative AI for academic writing. Their topic is similar, but their research questions differ. Their objective verbs should therefore differ as well.
Descriptive study Question: How frequently do students use generative AI for different writing tasks?
Objective: To describe the frequency of generative AI use across different academic writing tasks.
Comparative study Question: Do students with formal AI training differ from students without such training in verification practices?
Objective: To compare verification practices between students with and without formal AI training.
Relational study Question: Is AI literacy associated with verification behavior?
Objective: To examine the association between AI literacy and verification behavior.
Qualitative study Question: How do students experience the use of generative AI while revising academic writing?
Objective: To explore students' experiences of using generative AI during academic writing revision.
All four objectives are assessable, but only some naturally lead to numerical measurement. Replacing every verb with determine would make the statements superficially uniform while obscuring meaningful differences among the studies.
