Research Capacity Is the Ability to Conduct Research Repeatedly and Well
Research Output and Research Capacity Are Different
Research output describes what has been produced. Depending on context, this may include articles, books, datasets, software, patents, reports, creative works, postgraduate completions, or other research products.
Research capacity concerns the capability that makes such work possible. It includes people who know how to conduct research, systems that support them, infrastructure they can use, governance that protects integrity, and organizational arrangements that allow research activity to continue.

Research capacity
The people, expertise, infrastructure, systems, relationships, leadership, and organizational conditions that enable credible research to be conducted and sustained.
An institution can temporarily increase output without developing comparable capacity. Hiring a small number of highly productive researchers may raise publication numbers quickly, for example, while leaving supervision, research administration, ethics systems, data infrastructure, and early-career development largely unchanged.
People Are the Core of Research Capacity
Laboratories, databases, and research offices matter, but none conducts research independently. Institutional capacity ultimately depends on people who can formulate questions, design studies, work with evidence, manage projects, supervise researchers, administer grants, maintain infrastructure, ensure compliance, and communicate findings.
Capacity building therefore includes researcher development across career stages. Students may develop foundational research competence. Doctoral and postdoctoral researchers may move toward greater independence. Early-career faculty may develop research programs, supervision capability, and grant experience. Senior researchers may provide leadership and mentorship.
This helps explain why graduate and postgraduate research education can be an institutional investment as well as an educational activity. Developing researchers expands the pool of people capable of sustaining future inquiry.
Research Projects Can Develop Methodological and Technical Expertise
Projects often require capabilities that an institution did not previously possess. Researchers may learn a new analytical technique, establish laboratory protocols, develop software, create specialized data systems, gain experience with particular populations, or learn to manage complex collaborative designs.
If that expertise is documented, shared, taught, and retained, later researchers can build on it. If it remains only with one individual who subsequently leaves, the institutional capacity gain may be limited.
This is why capacity building involves knowledge transfer rather than simply individual learning.
Infrastructure Can Outlast the Project That Created It
Research may require laboratories, equipment, computing resources, secure data environments, software, repositories, specialized collections, libraries, field sites, or other infrastructure. A funded project can create or improve these resources.
The institutional benefit becomes larger when infrastructure can support multiple projects rather than one narrowly defined activity. Shared facilities, for example, may enable researchers from several departments to undertake work that would otherwise be impossible or prohibitively expensive.
Infrastructure also creates obligations. Equipment needs maintenance. Software requires licensing or technical support. Data infrastructure requires security and governance. Capacity is therefore not built simply by purchasing assets; institutions must be able to sustain and use them.
Research Administration Is Part of Research Capacity
As research activity grows, researchers encounter administrative demands involving grant applications, budgets, contracts, procurement, reporting, ethics review, data governance, intellectual property, research agreements, financial compliance, and other requirements.
Effective research offices and professional research administrators can reduce the amount of specialist administrative work that individual researchers must reconstruct for every project. They can also preserve institutional knowledge about funder requirements, contracts, compliance, and project management.
An institution with excellent researchers but weak administrative systems may struggle to manage complex grants or collaborations. Research support is therefore part of research capacity rather than merely bureaucracy surrounding the research.
Research Governance and Integrity Systems Are Capacity
Credible research requires organizational arrangements that support responsible conduct. Depending on the research, these may include ethics review, research-integrity policies, conflict-of-interest procedures, data-management requirements, biosafety oversight, authorship guidance, research-record retention, and mechanisms for investigating concerns.
The World Health Organization's research capacity-strengthening work has emphasized that research systems require supportive institutional environments alongside individual technical expertise. Capacity is weakened when researchers have skills but lack structures needed to conduct work responsibly and consistently.
Governance therefore should not be viewed merely as a constraint on research productivity. Well-designed governance enables institutions to undertake forms of research that would otherwise be difficult to conduct responsibly.
Mentorship Multiplies Individual Expertise
A strong researcher contributes more to institutional capacity when expertise is transmitted to others. Mentorship, supervision, research groups, methodological communities, seminars, peer support, and collaborative projects can distribute knowledge beyond one person's work.
This creates an important difference between star-dependent and institutionally embedded research. If expertise remains concentrated in a small number of individuals, departure or retirement can substantially weaken the organization. When expertise is distributed through teams and developmental structures, capacity becomes more resilient.
Partnerships Extend What an Institution Can Do
No institution possesses every form of expertise, infrastructure, population access, dataset, or methodological capability it might need. Partnerships can therefore become part of research capacity.
Collaboration with universities, hospitals, schools, government agencies, companies, nonprofit organizations, professional associations, or communities can provide complementary resources and perspectives. International partnerships may create access to additional expertise or research environments.
However, dependence should not be confused with capacity. If an institution participates in collaborations only as a source of participants or data while receiving little opportunity for leadership, training, infrastructure development, or intellectual contribution, the partnership may generate outputs without building substantial local capability.
Funding Capability Can Develop Through Experience
Competitive research funding requires more than a good idea. Researchers and institutions need to identify appropriate opportunities, understand funder requirements, develop budgets, manage collaborations, prepare credible proposals, comply with institutional approvals, and administer successful awards.
Experience can improve these capabilities. A small grant may allow a team to generate preliminary evidence, develop administrative experience, build partnerships, and demonstrate feasibility for a larger project.
This creates a potentially cumulative relationship between research, funding, partnerships, and collaboration. Existing capacity helps institutions compete for opportunities, while well-designed projects can expand the capacity needed for future opportunities.
Leadership Determines Whether Capacity Building Is Strategic or Accidental
Research capacity does not emerge simply because many projects happen simultaneously. Institutional leaders influence priorities, workload, hiring, infrastructure, internal funding, postgraduate education, research support, incentives, partnerships, and expectations for quality and integrity.
Strategic capacity building asks where the institution needs capability, what it already possesses, what gaps constrain research, and which investments can create sustainable improvement.
Without this perspective, institutions may accumulate disconnected equipment, isolated centers, short-term projects, or research targets without developing a coherent research system.
Research Culture Is Part of Capacity
Formal infrastructure matters, but researchers also respond to norms. Do colleagues share expertise? Are early-career researchers mentored? Can methodological problems be discussed openly? Are negative or inconclusive findings treated as legitimate? Does the institution reward careful work or only visible output? Are collaborations characterized by fair attribution?
These questions describe research culture. Culture affects whether formal resources are actually used to support credible research.
A university may have policies on research integrity and extensive research facilities while maintaining incentives that encourage speed, output volume, or competition in ways that undermine those policies. Capacity therefore includes the organizational conditions under which people use institutional resources.

Capacity Building Takes Time
Some research investments produce outputs quickly. Capacity building often does not. Training doctoral researchers takes years. Establishing a reliable laboratory or data system requires sustained work. Developing experienced supervisors, grant managers, methodological specialists, and research leaders cannot be accomplished through a single workshop.
This creates a measurement challenge. Institutions focused heavily on annual output targets may underinvest in capabilities whose returns appear later.
The broader institutional benefits of research therefore need to be considered over appropriate time horizons.
Watch Out
Training workshops alone should not be equated with capacity building. Training can contribute to capacity, but sustainable capability also requires opportunities to apply skills, appropriate infrastructure, mentorship, organizational support, and systems that allow researchers to continue using what they learned.
Sustainable Capacity Should Survive Individual Projects
A useful test is to ask what remains when a project ends. Are trained researchers still present? Can equipment support other work? Have procedures been documented? Are partnerships continuing? Can the institution independently manage another grant? Has supervision capacity increased? Are datasets or methods reusable?
If almost everything disappears when the funding ends, the project may have produced valuable research without producing much sustainable institutional capacity. These are different outcomes, and institutions should be able to distinguish them.
