How Can Research Contribute to Policy and Decision-Making?

Research can strengthen policy and decision-making by clarifying problems, estimating likely consequences, comparing options, evaluating implementation, and identifying uncertainty. Evidence informs policy, however; it rarely determines policy by itself.

01 · The Question

If Research Provides Evidence, Why Doesn't Policy Simply Follow It?

Researchers sometimes imagine a straightforward path from evidence to policy: conduct a rigorous study, publish the findings, show decision-makers what the evidence says, and watch policy improve.

Real policy processes are rarely that tidy.

Policymakers make decisions involving competing objectives, limited resources, public preferences, institutional constraints, political considerations, legal obligations, ethical questions, and uncertainty about future consequences. Research can provide evidence relevant to these decisions, but evidence does not resolve every consideration embedded within them.

The contribution of research is therefore not to remove judgment or politics from policymaking. It is to improve the evidentiary basis on which consequential choices are understood, debated, implemented, and evaluated.

Research Can Make Policy Choices Better Informed

In Brief

Research can contribute to policy and decision-making by helping define problems, understand their causes and distribution, compare policy options, estimate benefits and harms, identify stakeholder experiences, evaluate implementation and outcomes, and clarify what remains uncertain.

Research evidence is usually one input rather than an instruction that mechanically determines policy. Decision-makers may also need to consider feasibility, resources, values, equity, public preferences, legal requirements, political conditions, and the consequences of action or inaction.

03 · What You Need to Know

Research Can Inform Policy at More Than One Stage

Research can help determine what the problem actually is

Before policymakers can choose a response, they need some understanding of the problem.

How large is it? Who is affected? Has it become better or worse over time? Does it occur equally across populations or places? Which mechanisms might explain it? How do the people affected experience it?

Research can provide evidence relevant to each of these questions. Quantitative studies may estimate prevalence, distribution, trends, associations, or effects. Qualitative research may illuminate experiences, mechanisms, implementation problems, and meanings that aggregate indicators cannot capture adequately.

This problem-defining role is consequential because policy responses depend partly on how a problem is understood. If the diagnosis is wrong, a technically competent policy may still address the wrong problem.

Research can challenge assumptions about causes

A visible problem often attracts an intuitive explanation. Unemployment is blamed on one factor. Poor educational outcomes are attributed to another. Low participation in a public program is assumed to reflect lack of awareness.

Those explanations may be correct, partly correct, or seriously incomplete.

Research can examine competing explanations and identify which factors appear relevant. Different research designs permit different inferences, so policymakers should distinguish evidence of association from stronger evidence about causal effects.

This is one reason research can offer something beyond relying only on experience, tradition, or authoritative opinion. Plausible explanations can be subjected to systematic investigation.

Research can identify and compare policy options

Once a problem is understood, policymakers may face several possible responses.

Research can examine what happened when similar policies were implemented elsewhere, compare interventions, model possible consequences, investigate implementation requirements, and identify populations for whom outcomes may differ.

Evidence may show that one option has stronger support than another. Sometimes it reveals that none of the available alternatives has been studied adequately.

Either result is useful. Knowing that evidence is weak is preferable to assuming that a favored option is well established.

Research can estimate benefits, harms, and trade-offs

Policies rarely affect only one outcome.

A policy may improve access while increasing costs. An intervention may benefit the average population but create additional burdens for a subgroup. A regulation may reduce one risk while producing unintended behavioral or economic consequences elsewhere.

Research can investigate these multiple outcomes and help decision-makers understand trade-offs.

The World Health Organization's guidance on evidence-informed decision-making emphasizes systematic use of the best available evidence while recognizing that policy decisions also involve contextual factors and different forms of knowledge.

Research can make uncertainty explicit

Policymakers frequently need to act before evidence becomes complete.

Research can help by estimating what appears likely, expressing uncertainty around relevant estimates, identifying evidence gaps, and distinguishing reasonably well-supported conclusions from tentative ones.

This does not make uncertainty disappear. It makes uncertainty more visible and therefore potentially more manageable.

The broader principle is the same as in using research to make decisions when certainty is unavailable: evidence can improve a choice without guaranteeing its outcome.

Research can inform implementation, not merely policy selection

Choosing a policy is only the beginning. A policy that appears effective under study conditions may perform differently when implemented at scale.

Research can examine whether intended populations are reached, whether implementation varies across locations, what barriers emerge, whether frontline workers interpret the policy consistently, and how affected populations experience it.

Implementation research can therefore explain why a policy succeeds in one setting, struggles in another, or produces outcomes different from those anticipated.

Research can evaluate what happens after implementation

Policies should not become immune to examination once adopted.

Evaluation can investigate whether intended outcomes occurred, whether effects differed across populations, whether unexpected consequences emerged, and whether the policy continues to make sense as circumstances change.

Findings can support continuation, modification, expansion, targeting, or discontinuation.

This creates a feedback loop in which policy generates new evidence and new evidence informs subsequent policy decisions.

Problem Research helps characterize the issue requiring attention.
Options Evidence helps identify and compare possible responses.
Decision Research is considered alongside values, resources, feasibility, equity, law, and other policy considerations.
Implementation Research examines how the chosen policy operates in practice.
Evaluation Evidence about outcomes and unintended consequences informs revision or continuation.

Research evidence is not the same as a policy recommendation

A study may establish that an intervention produces a particular effect without establishing that governments should adopt it.

The move from "this appears to produce an effect" to "therefore this should become policy" introduces additional judgments. How important is the effect? What does implementation cost? Are there harms? How certain is the evidence? Who benefits? Who bears the costs? Are there feasible alternatives?

Research finding A conclusion supported by evidence generated or synthesized through research.
Policy option One possible course of action available to decision-makers.
Policy decision A choice made after considering evidence alongside relevant social, economic, ethical, legal, political, and practical considerations.

Different kinds of research answer different policy questions

No single research design can provide everything policymakers need.

Descriptive research can characterize the scale and distribution of a problem. Qualitative research can illuminate experiences and implementation. Experimental and quasi-experimental designs may estimate causal effects under appropriate conditions. Economic evaluation can examine costs and consequences. Evidence synthesis can integrate findings across multiple studies.

Policy questions therefore often require bodies of complementary evidence rather than one supposedly definitive study.

Local evidence can matter alongside international evidence

Evidence from other countries or jurisdictions can be highly informative, but policies operate within specific institutional, cultural, economic, legal, and demographic conditions.

Local research can identify whether assumptions derived elsewhere fit the population and systems in which a policy will operate. It can also document issues poorly represented in international research.

This is one reason locally focused research can have substantial value without needing to claim universal relevance.

Research can influence policy indirectly

Not every policy contribution takes the form of a policymaker reading a study and immediately changing a regulation.

Research may gradually change how a problem is conceptualized, which outcomes policymakers measure, what terminology is used, which alternatives appear plausible, or how stakeholders frame public debate.

These pathways can be difficult to attribute to one study. Policy influence may emerge from a body of research interacting with advocacy, institutions, professional expertise, public opinion, economic conditions, and political events.

Consequently, claims that a particular publication "caused" a policy change should be made cautiously unless the pathway is genuinely demonstrable.

04 · A Practical Example

Evidence Can Change Both the Policy Choice and How It Is Implemented

Hypothetical Example

Improving participation in a public service

Imagine a local government observes that eligible residents make limited use of a public support program. Officials initially propose a large information campaign because they assume residents do not know the program exists.

Problem research Survey and administrative evidence suggests that awareness is already relatively high.
Explanatory research Interviews reveal that application complexity, transportation, documentation requirements, and inconvenient service hours are substantial barriers.
Policy options Decision-makers consider several responses rather than investing solely in additional publicity.
Implementation The government simplifies selected procedures and changes aspects of service delivery while retaining necessary safeguards.
Evaluation Researchers examine whether participation improves, whether particular populations remain underserved, and whether the changes create unintended problems.

Research did not dictate a policy. It changed the evidence available for defining the problem, choosing among responses, and evaluating what happened afterward.

05 · What Researchers Often Get Wrong

Misunderstandings About Research and Policy

Misconception

If Policymakers Ignore a Study, Does That Mean They Are Ignoring Evidence?

Not necessarily. A single study may be weak, poorly applicable, inconsistent with a larger evidence base, or irrelevant to important policy considerations. Researchers should distinguish disagreement with one study from disregard for evidence altogether.

Does Strong Evidence Tell Policymakers Exactly What to Do?

Usually not. Research can estimate consequences and clarify uncertainty, but policy choices can also involve values, costs, equity, feasibility, legal constraints, public preferences, and competing objectives that empirical evidence alone cannot resolve.

Misconception

Is a Statistically Significant Finding Enough to Recommend a Policy?

No. Statistical significance does not establish practical importance, policy relevance, cost-effectiveness, certainty, applicability, equity, feasibility, or an acceptable balance of benefits and harms.

Misconception

Does Research Influence Policy Only When a Law or Regulation Changes?

No. Research may influence how problems are understood, which options are considered, how programs are implemented, what outcomes are monitored, or how existing policies are evaluated.

Does Evidence From Another Country Apply Automatically?

No. International evidence can be useful, but applicability depends on relevant similarities and differences in populations, institutions, resources, culture, law, implementation, and other contextual conditions.

06 · What This Means for You

Connect Research to the Policy Question Without Pretending Evidence Makes the Decision

If you want your research to inform policy, begin by identifying what policymakers actually need to know.

Do they need evidence about the scale of a problem, its causes, the likely effects of an intervention, implementation barriers, costs, stakeholder experiences, or unintended consequences? A rigorous answer to the wrong policy question may remain academically interesting while having little decision value.

A simple framework for policy-relevant research

If the problem itself is poorly understood
Prioritize evidence about its scale, distribution, causes, mechanisms, and affected populations.
If policymakers are choosing among interventions
Provide evidence relevant to comparative benefits, harms, costs, feasibility, and uncertainty.
If a policy has already been adopted
Study implementation, reach, outcomes, variation, and unintended consequences.
If the evidence is incomplete
State the uncertainty clearly and identify which missing information could materially affect the decision.
If findings may matter to policymakers
Communicate the implications accessibly while preserving limitations and avoiding stronger recommendations than the evidence supports.

The strongest policy contribution may therefore be more modest than "this study will guide government policy." It may clarify one important uncertainty that makes a subsequent decision better informed.

Watch Out

Do not transform empirical findings into normative policy recommendations without acknowledging the additional assumptions involved. Evidence can tell us a great deal about likely consequences. It cannot, by itself, determine which consequences society should value most or which trade-offs decision-makers should accept.

Before Claiming Your Research Will Inform Policy

Check:
What specific policy problem or decision could the research inform?
Does the study produce the kind of evidence actually needed for that decision?
Have alternative explanations, policy options, benefits, harms, and relevant uncertainties been considered?
Does the evidence apply sufficiently to the population, jurisdiction, institutions, and conditions involved?
Have you distinguished empirical findings from policy recommendations?
Are relevant costs, feasibility, equity, values, stakeholder perspectives, and implementation constraints acknowledged?
Can findings be communicated in a form useful to decision-makers without oversimplifying their limitations?
Are claims of policy influence proportionate to what one study can realistically accomplish?

What is evidence-informed policymaking?

Evidence-informed policymaking involves systematically identifying, appraising, and using relevant evidence to inform policy decisions while recognizing that other considerations, including context, resources, values, equity, feasibility, and political or legal conditions, may also matter.

What is the difference between evidence-based and evidence-informed policy?

Terminology varies. "Evidence-informed" is often used to emphasize that research evidence contributes to policy rather than mechanically determining it. Policy choices frequently involve considerations that empirical research cannot settle by itself.

Can qualitative research inform policy?

Yes. Qualitative research can provide evidence about experiences, implementation, acceptability, mechanisms, barriers, stakeholder perspectives, and contextual differences that may be highly relevant to policy design and implementation.

Does policy research have to recommend a specific policy?

Can one study change policy?

It can happen, particularly when evidence addresses an urgent and consequential question, but policy change more often reflects bodies of evidence interacting with institutions, stakeholders, political conditions, resources, and other influences. Claims that one study caused a policy change require evidence of that pathway.

Research Can Improve Policy Without Dictating It

The Bottom Line

Research contributes to policy and decision-making by improving how problems are understood, comparing possible responses, estimating consequences, examining implementation, evaluating outcomes, and making uncertainty more explicit.

Evidence does not determine policy by itself. Its value lies in giving decision-makers stronger grounds for judgment while making clear where empirical knowledge ends and additional choices about values, resources, equity, feasibility, law, and acceptable trade-offs begin.
