Can you accidentally build the answer into the research problem?
Consider two ways of describing the same situation:
“Why are teachers resistant to using the new learning platform?”
“What factors influence teachers' use and non-use of the new learning platform?”
Both might begin with the same observation: adoption is lower than expected. Yet they do not open the same intellectual territory. The first formulation already characterizes teachers as resistant and directs attention toward explanations for that resistance. The second leaves more possibilities available, including workload, perceived usefulness, institutional support, technological limitations, pedagogical fit, resistance, or factors not yet anticipated.
Every research problem requires framing. You cannot investigate everything simultaneously. But framing becomes problematic when necessary boundaries quietly turn into assumptions about causes, responsibility, relevant evidence, or desirable outcomes.

Problem framing establishes the boundaries of what your study can see
What does it mean to frame a research problem?
Problem framing involves deciding what the problem is, what belongs within its boundaries, what requires explanation, which actors or processes are relevant, and which aspects will receive attention.
This is not merely an editorial step in writing a problem statement. In problem-oriented and transdisciplinary research, framing and structuring the problem have been treated as central methodological tasks because those decisions influence what the research subsequently investigates. Research on problem framing in other domains similarly shows that alternative frames can direct attention toward different aspects of an ill-structured problem.
You are framing whenever you decide that declining student performance should primarily be understood as a question of student behavior rather than curriculum design, institutional conditions, assessment practices, socioeconomic circumstances, or interactions among them.
One of those framings may ultimately be appropriate. The difficulty arises when the choice is made implicitly and then treated as though the phenomenon itself dictated it.
Framing determines what falls inside and outside the problem
No study can include every potentially relevant factor. Researchers establish boundaries to make inquiry possible.
Suppose a study examines why employees leave an organization. If the problem is framed as an issue of employee commitment, the study may examine job satisfaction, organizational commitment, intentions to leave, and individual characteristics. If it is framed as an organizational retention problem, attention might shift toward workload, management practices, compensation, career progression, workplace culture, or employment conditions.
The two studies may both be defensible. But they are not simply different methods applied to an identical problem. They have constructed different versions of what deserves explanation.
Research on stakeholders' system-boundary perceptions illustrates this point in complex decision settings: different actors may draw boundaries around the same shared concern differently, producing different understandings of the relevant system and potential interventions.
Framing can embed a causal explanation before causation has been established
This is one of the most consequential framing errors.
Compare:
Cause embedded in the framing
Low student achievement results from inadequate study habits.
Cause left open for investigation
The factors associated with persistent differences in student achievement remain insufficiently understood in this setting.
The first formulation may be justified if strong prior evidence already establishes the relevant relationship and the study concerns some remaining aspect of it. But if inadequate study habits are merely suspected, framing the problem this way converts a hypothesis into a premise.
The research questions may then ask which study habits students lack. The instrument may measure study behavior extensively while ignoring alternative explanations. The analysis may find exactly what the design was constructed to see.
This is closely connected to the danger of mistaking an observable symptom for an explanation of the underlying problem.
Framing influences the questions you consider worth asking
A problem statement creates a conceptual field around the study. Once the problem is framed as “technology resistance,” questions about resistance appear obvious. Once it is framed as “technology adoption,” a wider set of enabling and constraining conditions may become relevant.
Research questions then operationalize that field more precisely. This means an answerable research question can still investigate the wrong or an unnecessarily restricted problem if the framing that produced it is weak.
The question “To what extent does lack of training predict teachers' use of the platform?” may be perfectly measurable. Yet if training was selected simply because administrators assumed it was the problem, technical answerability does not rescue the underlying framing.
Framing can influence what counts as relevant evidence
Once researchers decide what kind of problem they are studying, some evidence becomes more visible than other evidence.
If low course completion is framed as a motivational problem, researchers may prioritize motivation scales, student attitudes, and engagement measures. If it is framed as a course-design problem, they may examine workload, assessment structure, navigation, instructional support, and learning activities. If it is framed as an access problem, connectivity, devices, time, employment, and socioeconomic circumstances may become central.
Each framing creates a different evidentiary landscape.
This does not make the evidence invalid. It means evidence is collected in relation to a particular conceptualization of the problem. Researchers should therefore ask what potentially relevant evidence becomes difficult to see under the chosen frame.
Framing can influence who becomes visible in the research
Problem framing can also define relevant participants.
A study framed around “students' unwillingness to seek academic support” might primarily collect data from students. A framing concerned with barriers to academic-support use could also make advisers, instructors, service design, scheduling, accessibility, communication, and institutional procedures relevant.
Nespor and Groenke have argued that initial problem framing carries ethical implications through decisions about the questions asked, the temporal and spatial boundaries of inquiry, and how participants are defined. Framing therefore has consequences beyond methodological efficiency. It can shape whose experiences become part of the empirical record.
Framing may assign responsibility before the study begins
Some frames implicitly locate the problem within particular people.
“Why do patients fail to comply with treatment?” directs attention toward patients. “What factors affect adherence to treatment?” permits investigation of patient behavior but also treatment burden, communication, affordability, side effects, service accessibility, and other conditions.
Similarly, framing educational difficulties as teacher, student, family, curriculum, or institutional problems can shift where responsibility appears to reside. Research examining problem framing in teacher workgroups has distinguished defining the nature or locus of a problem from assigning responsibility for resolving it, reminding researchers that these are related but not identical judgments.
Watch Out
Words such as resistant, deficient, unwilling, ineffective, noncompliant, unmotivated, and failing can contain interpretations rather than neutral descriptions. Use them when evidence and conceptual justification warrant them, not simply because they make the problem sound more definite.
Alternative frames can produce different but defensible studies
Many complex problems do not possess one uniquely correct frame.
Research on ill-structured problem framing emphasizes choices about the scale of the problem space, relevant agents and structures, and causal interactions. Transdisciplinary research similarly recognizes problem framing as an iterative process that may evolve as researchers and stakeholders understand the problem better.
This means alternative framings are not necessarily evidence that one researcher is wrong. They may represent different legitimate questions about the same situation.
A study of school absenteeism might focus on student decision-making, transportation access, school climate, family circumstances, policy implementation, or interactions among these factors. The appropriate framing depends on the research purpose, existing evidence, theoretical rationale, stakeholders, and feasible scope.
Problems can therefore legitimately change as researchers encounter new evidence and reconsider their initial assumptions.
Framing shapes the answer, but it does not completely determine the findings
It would be too strong to claim that framing mechanically predetermines every result. Empirical evidence can contradict expectations. Unexpected findings can emerge. Qualitative participants may challenge the assumptions behind interview questions. Quantitative analyses may fail to support hypothesized relationships.
The more precise claim is that framing constrains the space of possible inquiry. It influences what the study is designed to observe and explain.
A survey that measures only individual attitudes cannot suddenly produce rich evidence about organizational workflows it never examined. An interview study involving only managers cannot directly represent employees' experiences. A model containing only individual-level predictors cannot test institutional mechanisms absent from the model.
Good research therefore needs both focus and openness: enough framing to make the study coherent, but enough reflexivity to recognize what that framing excludes.
04 · A Practical Example
How two framings of the same observation can produce different studies
Hypothetical Example
Faculty members rarely use a new educational technology
A university introduces an AI-assisted teaching platform. Six months later, institutional data indicate that relatively few faculty members use it regularly.
Observable condition Faculty use of the platform is lower than the institution expected.
Frame A: faculty resistance The problem is described as faculty resistance to AI adoption. Research questions focus on negative attitudes, anxiety, reluctance to change, and willingness to use AI.
Likely evidence under Frame A The study measures attitudes toward AI, perceived risks, technology anxiety, and behavioral intention. These data may produce useful findings about individual perceptions.
Frame B: conditions shaping adoption The problem is described as insufficient understanding of the factors influencing faculty adoption and non-adoption of the platform.
Likely evidence under Frame B The study can examine attitudes but may also investigate workload, platform functionality, training, institutional expectations, disciplinary fit, perceived usefulness, support, and other relevant conditions.
Interpretation Neither framing guarantees a particular empirical result. But Frame A makes individual resistance central before the study has demonstrated that resistance is the primary explanation, whereas Frame B permits resistance to emerge as one explanation among others.
The lesson is not that researchers must always choose the broadest possible formulation. Frame B could itself become too broad for one project. The point is to recognize that the initial framing has methodological consequences and to justify those consequences deliberately.
06 · What This Means for You
Test your framing before you let it organize the entire study
Before finalizing a problem statement, identify the observable condition separately from your explanation of it. Ask which parts are supported by evidence and which parts are assumptions, interpretations, theoretical propositions, or hypotheses.
Then deliberately generate at least one plausible alternative framing. This is not because the alternative must be adopted. Its purpose is diagnostic. If changing the frame dramatically changes the participants, variables, evidence, or methods you would consider relevant, you have discovered an important assumption in your original formulation.
Next, examine whose perspective the framing privileges. If an institution describes low technology use as employee resistance while employees describe poor system usability, neither account should automatically become the research problem simply because one group commissioned the study.
Finally, choose the frame that is best justified by the research purpose, existing evidence, relevant scholarship, theoretical considerations, stakeholder knowledge where appropriate, and what can realistically be investigated.
A simple decision framework
If your problem statement already names an unverified cause
Rewrite it so that the proposed cause remains open to investigation unless prior evidence justifies treating it as established.
If changing the frame changes who appears responsible
Examine whether responsibility has been inferred from evidence or embedded in your wording.
If one frame excludes plausible alternative explanations
Determine whether the exclusion is theoretically and empirically justified or merely convenient.
If several framings are defensible
Choose the one aligned with your research purpose and acknowledge important boundaries rather than pretending alternatives do not exist.
If every plausible framing makes the project unmanageably large
Narrow the study deliberately while distinguishing the study boundary from the boundaries of the real-world problem.
A useful final test is deceptively simple: if your study produced evidence contrary to your initial expectations, could your design recognize it? If the answer is no because the framing, measures, sampling, or questions permit only one interpretation, the problem may have been framed too restrictively.
