What if everyone agrees there is a problem but disagrees about what it is?
You speak with the people affected by a situation, and the problem seems obvious at first. Then the interviews begin.
Administrators describe an implementation problem. Practitioners point to inadequate resources. Users say the intervention itself does not meet their needs. Policymakers emphasize compliance or system constraints. Each group may be describing the same situation, yet their explanations of what is wrong, why it is happening, and what deserves attention are quite different.
This creates a difficult research decision: whose version of the problem should become the research problem?
The temptation is to resolve the disagreement before proceeding. Sometimes that is appropriate. But stakeholder disagreement can also reveal something important about the phenomenon itself. Different stakeholders occupy different positions in a system, possess different forms of knowledge, experience different consequences, and may value different outcomes. Research on participatory and transdisciplinary problem framing has consequently treated the integration of differing perspectives as part of understanding complex problems rather than merely an inconvenience to be removed.
The task, then, is not automatically to decide which stakeholder is correct. It is to determine what the disagreement tells you about the problem and what your study can defensibly investigate.
03 · What You Need to Know
Stakeholder disagreement can change how the research problem should be framed
Stakeholders can observe the same situation from different positions
A stakeholder is a person, group, organization, or community with a meaningful interest in, influence over, knowledge of, or experience with the issue being studied. Depending on the research context, stakeholders might include participants, practitioners, administrators, policymakers, professional organizations, community groups, funders, service users, or others affected by the phenomenon.
These groups do not necessarily encounter the problem in the same way. A university administrator examining low participation in an online learning platform may see insufficient faculty adoption. Faculty members may see excessive workload and weak integration with existing teaching practices. Students may see confusing course design or little reason to use the platform at all.
None of those observations automatically identifies the underlying research problem. They are perspectives on the situation that require examination.
First determine what the stakeholders are actually disagreeing about
Statements that sound contradictory may refer to different layers of the same problem. Before attempting reconciliation, separate the claims being made.

This distinction matters because disagreement about a solution does not necessarily mean disagreement about the research problem. Two groups might agree that students are withdrawing from a program at unusually high rates but disagree about whether the institution should respond through financial assistance, curriculum redesign, or student-support services. Those are competing interventions, not necessarily competing definitions of the problem.
A stakeholder's explanation is not automatically evidence of causation
Suppose employees attribute high turnover to poor management, while managers attribute it to better opportunities elsewhere. Both accounts may be important, but neither becomes an established causal explanation merely because stakeholders sincerely believe it.
This is where problem formulation requires a distinction between what is observed and what is inferred. You might have evidence that turnover is elevated. You might also have interview evidence showing that different groups attribute it to different causes. What you do not yet have, unless stronger evidence exists, is proof that either explanation is correct.
That distinction protects the study from building an untested causal assumption into the problem statement. Before deciding how much confidence to place in competing claims, examine the evidence showing that the proposed problem actually exists and the evidence supporting each explanation.
Disagreement may indicate that the problem has been framed too narrowly
Sometimes conflicting perspectives arise because the initial framing captures only one part of a larger system.
Imagine that a hospital is concerned about long patient waiting times. Administrators attribute delays to inefficient staff scheduling. Nurses point to unpredictable patient volume. Physicians emphasize diagnostic bottlenecks. Patients describe repeated registration procedures.
If the study begins with “inefficient staff scheduling causes long waiting times,” the framing has already privileged one explanation. A broader formulation such as “the factors contributing to prolonged patient waiting times remain insufficiently understood” leaves competing explanations open to investigation.
This does not mean that broader is always better. A problem can become so expansive that one study cannot reasonably investigate it. When several stakeholder perspectives reveal a much larger system than expected, the researcher may need to reduce an oversized problem to a defensible study boundary without pretending that the excluded dimensions do not exist.
Disagreement can itself become part of the research problem
In some studies, the divergence among stakeholders is not merely background information. It is a phenomenon worth investigating.
Suppose school administrators believe that an artificial intelligence policy is clear and consistently implemented, while teachers interpret the policy differently and students report receiving contradictory instructions across courses. The mismatch among those perceptions may be consequential in its own right.
A study could therefore investigate how different stakeholder groups understand the policy, where their interpretations diverge, and what consequences those differences have for implementation. The research problem is no longer simply “the AI policy is unclear.” It concerns variation in how the policy is interpreted and enacted.
This approach is particularly relevant when the disagreement reflects a genuine lack of understanding that research could help clarify.
You do not always need a single stakeholder-defined problem
Complex social, organizational, educational, environmental, and health problems may legitimately support more than one framing. Research on transdisciplinary problem framing has shown that stakeholders can bring different knowledge, values, assumptions, and priorities to the same problem situation. Participatory problem-framing studies have likewise used stakeholder perspectives to identify areas of agreement and conflict rather than assuming that one interpretation must replace all others.
The researcher still needs a sufficiently coherent problem to design a study. But coherence does not require pretending that every stakeholder understands the situation identically.
Agreement about the situation
Stakeholders recognize a common observable condition, such as declining participation, long waiting times, or inconsistent implementation.
Agreement about the explanation
Stakeholders agree about why that condition occurs. This is a separate claim and may require considerably more evidence.
Power matters when deciding whose definition receives attention
Stakeholder perspectives do not enter research on equal terms. Senior administrators may have easier access to researchers than frontline employees. Institutions may define the problem before affected communities are consulted. Funders may establish priorities that influence which questions receive resources. Some groups may have formal authority while others possess substantial experiential knowledge but little institutional power.
Guidance on stakeholder involvement in research priority setting explicitly recognizes that stakeholder selection, interests, values, preferences, and power relations can affect the process. For the researcher, this creates a methodological and ethical question: is one framing dominant because the evidence supports it, or because the people advancing it have greater authority?
Watch Out
Do not mistake organizational authority for evidential authority. A stakeholder may have legitimate decision-making power without having the strongest evidence about the causes, experiences, or consequences of the problem.
Consensus is useful in some studies, but it is not always the goal
Collaborative projects sometimes require stakeholders to negotiate a sufficiently shared problem framing so that the research can proceed. Structured joint problem-framing processes have been used in transdisciplinary research for precisely this reason.
Yet forcing consensus can erase meaningful disagreement. If students and administrators genuinely experience a policy differently, averaging those accounts into a bland statement that everyone accepts may make the study less informative.
The appropriate goal is therefore not necessarily unanimity. It is a defensible framing that accurately represents what is known, what remains contested, whose perspectives are involved, and what the proposed research will investigate.
Your final research problem must still be researchable
Stakeholder consultation can produce a long inventory of concerns. Research cannot necessarily investigate all of them simultaneously.
After mapping the perspectives, ask which claims can be examined empirically, what evidence would be needed, which population and context are relevant, and what can reasonably be accomplished within the study. A real-world dispute may need to be translated into a problem that research can actually investigate.
This step may require narrowing the scope. It should not require falsely declaring that the perspectives outside the study are irrelevant.
04 · A Practical Example
How competing explanations can lead to a better research problem
Hypothetical Example
Why are students rarely using a university's new learning platform?
A university has introduced a digital learning platform, but usage data show that student engagement is lower than expected. The research team begins speaking with stakeholders to understand the problem.
Initial institutional framing Administrators describe the problem as low faculty adoption. Their assumption is that students use the platform less because instructors are not integrating it consistently into their courses.
Faculty perspective Faculty members report that the platform duplicates functions already available elsewhere and requires additional work. They frame the issue as poor fit between the technology and existing teaching practices.
Student perspective Students report that some courses use the platform extensively while others barely use it. They do not necessarily object to the technology itself. Their concern is inconsistent expectations across courses.
Evidence check The researchers review available usage data, implementation documents, and relevant literature. The evidence confirms uneven use but does not yet establish which stakeholder explanation accounts for it.
Reframed problem Instead of stating that “poor faculty adoption causes low student engagement,” the researchers frame the problem around the unexplained variation in platform use and the potentially differing factors shaping adoption and engagement across stakeholder groups.
Research implication The study can now examine the competing explanations rather than treating one of them as a fact that the research is expected to confirm.
The revised framing does not assume that every stakeholder is equally correct about every claim. It simply avoids settling an empirical question before collecting the evidence needed to answer it.
The example also illustrates why revising the research problem as your understanding develops can strengthen rather than weaken a study.
06 · What This Means for You
How to decide what to do with competing stakeholder framings
When disagreement appears, document it before trying to resolve it. Write down how each stakeholder group defines the problem, what evidence or experience informs that definition, what outcome matters to them, and what explanation they propose.
Then compare the accounts. Look for a shared observable condition beneath the competing interpretations. Perhaps everyone agrees that waiting times have increased but disagrees about why. Perhaps everyone agrees that implementation varies but disagrees about whether that variation is harmful. That shared ground can provide a more neutral starting point for investigation.
Next, separate established evidence from explanations that still need testing. This is especially important when stakeholder language already contains a proposed cause, such as “lack of motivation,” “poor leadership,” “inadequate training,” or “resistance to technology.” Those labels can quietly predetermine what the researcher looks for.
A simple decision framework
If stakeholders agree on the observable problem but disagree about its cause
Frame the established condition clearly and keep the competing causal explanations open for investigation.
If stakeholders describe different consequences of the same underlying condition
Consider whether the study should examine variation in how the problem affects different groups.
If stakeholders disagree about whether the problem exists
Strengthen the evidence base before building the study around the disputed assumption.
If stakeholder interpretations are themselves consequential
Consider making the differences in perceptions, experiences, or framings part of the phenomenon being studied.
If one framing is strongly supported by prior evidence
You may adopt that framing while acknowledging credible alternative interpretations and explaining why they were not selected.
If the disagreement produces a problem too broad for one study
Define a narrower researchable problem and make the boundary of the study explicit.
Finally, examine your own role. Researchers also frame problems. The categories you use, the stakeholders you consult, the questions you ask, and the evidence you privilege can shape what becomes visible. A problem statement is therefore not merely a transcription of stakeholder opinion. It is an evidence-informed analytical decision for which the researcher remains responsible.
This is also why the wording of the problem deserves scrutiny. Once a particular causal interpretation is embedded in the framing, it may influence the questions, variables, methods, and explanations that follow. The relationship between problem framing and the kinds of answers a study can produce therefore warrants careful attention.

Before settling on a research problem when stakeholders disagree
Before finalizing the problem, check:
Identify the stakeholder groups that have meaningful knowledge of, experience with, influence over, or exposure to the problem.
Record how each group defines the problem without immediately deciding which account is correct.
Separate disagreement about the problem itself from disagreement about its causes, consequences, importance, or preferred solutions.
Verify the observable condition using appropriate evidence rather than relying only on stakeholder assertions.
Distinguish established findings from stakeholder explanations that still require empirical investigation.
Consider whether power, access, institutional position, or researcher selection has made some perspectives more visible than others.
Ask whether the disagreement reveals different aspects of one problem rather than mutually exclusive definitions.
Decide explicitly whether the study will adopt one framing, integrate several, or investigate the disagreement itself.
Confirm that the resulting problem remains narrow enough to investigate with the available design, data, time, and resources.
