Can a Very Small Research Gap Still Be Important?
Researchers often describe important gaps as though they must involve large unexplored territories: an entirely neglected population, a new phenomenon, or a major question that nobody has investigated. But some consequential research problems are much narrower.
Perhaps researchers already understand most of a phenomenon, yet remain uncertain about one parameter, one subgroup, one adverse outcome, or the difference between two plausible options. On a map of the literature, the missing piece may look small.
The size of the missing piece, however, is not necessarily proportional to the consequences of getting it wrong. A narrow uncertainty can matter greatly when an important decision depends on it.

Why the Consequences of Uncertainty Can Matter More Than the Size of the Gap
A small gap and a small consequence are different things
Research gaps can be described in terms of what is missing from the evidence. Importance requires another judgment: what follows from that missing information?
Size of the gap
How much relevant knowledge or evidence is missing, inadequate, or uncertain.
Consequences of the gap
What could happen because researchers, practitioners, policymakers, or other decision makers remain uncertain.
The two do not necessarily move together. A broad area of ignorance may have little immediate consequence. Conversely, a narrow unresolved estimate may determine which of two costly interventions should be adopted, whether a potentially harmful practice should continue, or whether a particular population requires different treatment.
This is why asking whether a research gap is too small to matter cannot be answered from its apparent size alone.
The important question is often what decisions remain uncertain
Consider a field in which researchers already know that an intervention generally works. The major efficacy question may no longer be open. Yet uncertainty could remain about an adverse effect, the minimum effective dose, a high-risk subgroup, or whether a cheaper alternative produces sufficiently similar outcomes.
Each is narrower than asking whether the intervention works at all. Still, one of these questions could have greater practical importance than another broad descriptive gap elsewhere.
Research prioritization therefore benefits from identifying the decision attached to the uncertainty. AHRQ's work on research-gap prioritization emphasizes potential impact, foundational importance, timeliness, and transparent stakeholder-informed prioritization rather than treating all identified gaps as equivalent.
Uncertainty becomes more consequential as the stakes increase
Suppose two reasonable actions are available and current evidence cannot establish which should be preferred. Remaining uncertain becomes more important when the consequences of making the poorer choice are large.
Those consequences may involve health, safety, educational opportunity, environmental harm, financial costs, inequitable outcomes, scarce resources, or another outcome that matters to affected stakeholders.
The same degree of uncertainty can therefore deserve very different levels of attention in different contexts. Being uncertain about a trivial preference is not equivalent to being equally uncertain about a decision involving substantial harm.
Imprecision can leave important possibilities unresolved
Sometimes the gap is not that researchers have no estimate. The problem is that the estimate is too imprecise for the decision at hand.
Cochrane's guidance on certainty of evidence identifies imprecision as one reason confidence in a body of evidence may be reduced. Wide confidence intervals can leave materially different possibilities compatible with the data. In some circumstances, the available evidence may be consistent with both meaningful benefit and meaningful harm.
That is a small gap in one sense: the phenomenon has been studied, and an estimate exists. Yet additional precision may be valuable if the unresolved range crosses a threshold that would lead to a different decision.
Existing knowledge Researchers already have an estimate of the effect.
Remaining uncertainty The estimate is imprecise enough that several decision-relevant possibilities remain plausible.
Consequence Those possibilities would lead reasonable decision makers toward different actions.
Research value Additional evidence may be useful if it can narrow the uncertainty enough to distinguish among those actions.
Small gaps can matter when they concern the people most affected
An overall evidence base may be strong while uncertainty persists for a relatively small subgroup. Judged purely by population size, that gap might appear minor. Yet the subgroup may face substantially different risks, benefits, or circumstances.
For example, an intervention might have well-established average effects while evidence remains sparse for people with a particular vulnerability. If applying the overall result to that group could expose them to substantial harm, the subgroup uncertainty may warrant focused research.
This is also why importance should not be determined exclusively by how many people are affected. Severity, vulnerability, equity, and the consequences of erroneous extrapolation may all matter.
The expected value of better information matters
A consequential uncertainty does not automatically mean that any additional study is worthwhile. Research is useful only if it has a reasonable prospect of reducing the uncertainty in a way that matters.
Imagine that an important decision is uncertain, but the proposed study is too small or poorly designed to distinguish among the plausible outcomes. The stakes remain high, but the particular study may contribute little.
The more useful question becomes: Could this research generate information good enough to alter what we know or what we should do?
This is why a high-stakes gap and a worthwhile study should be evaluated separately. If the only feasible study would provide weak evidence , the gap may remain important even though the proposed project is not the right way to address it.
Small gaps can also matter scientifically
Consequences are not limited to immediate practice or policy. A narrow unresolved issue can sometimes determine whether a broader theoretical explanation remains credible, whether a measurement approach is valid, or whether an entire line of subsequent research rests on a sound assumption.
For example, resolving a seemingly small methodological uncertainty could change the interpretation of dozens of existing studies. The missing piece is narrow, but its position in the evidence structure gives it considerable leverage.
This is another reason not every missing piece of knowledge deserves equal research attention . Importance depends partly on what rests on that missing piece.
Watch Out
Do not label a gap "high stakes" merely because the broader topic is important. You need to connect the specific uncertainty to a plausible consequence. A study about a serious problem can still address a minor question whose answer would change little.
04 · A Practical Example
How a Narrow Uncertainty Can Determine an Important Decision
Hypothetical Example
A well-established intervention with one unresolved safety question
Suppose a hypothetical digital intervention has been studied extensively and reliably improves an important educational outcome. The broad question of whether it can be effective is no longer a major gap.
What is already known Multiple strong studies show that the intervention improves the target learning outcome for most students.
The small remaining gap Evidence is insufficient to determine whether the intervention substantially disadvantages a relatively small group of students who use a particular accessibility technology.
Why the gap is narrow It concerns one subgroup and one specific consequence within an otherwise mature evidence base.
Why the uncertainty matters If the disadvantage is real and substantial, institutions may need to modify the technology, provide an alternative, or reconsider how it is deployed for that group.
What makes research useful A well-designed study capable of estimating the subgroup effect with sufficient precision could lead to a materially different implementation decision.
The justification is not that very little is known about the intervention. Quite the opposite. Much is already known, which allows the remaining uncertainty to be specified precisely.
Nor does the argument depend on portraying the gap as large. Its importance comes from the consequences of remaining uncertain and the possibility that better evidence could support a different action.
06 · What This Means for You
Evaluate the Stakes of Uncertainty Before Dismissing a Small Gap
When a potential gap looks narrow, do not immediately enlarge it rhetorically. Instead, ask what remains uncertain and what depends on knowing the answer.
A precise justification is often stronger than a sweeping one. "We know very little about X" may be indefensible in a mature literature. "We know X generally works, but uncertainty about Y prevents a defensible decision for Z" identifies both the boundary of existing knowledge and the reason additional evidence may matter.
A simple decision framework
If the gap is small and every plausible answer would lead to essentially the same decision
Additional research may have low practical priority unless there is another substantial scientific justification.
If a narrow uncertainty separates two materially different decisions
Consider the gap potentially important even if most of the broader question has already been resolved.
If only a small group is affected but the potential consequences for that group are severe
Evaluate severity, vulnerability, equity, and applicability rather than population size alone.
If the consequences are large but additional research is unlikely to reduce the uncertainty
Do not assume that conducting another study is worthwhile merely because the stakes are high.
If the consequences are large and feasible research could materially improve the decision
The small gap may deserve substantial research priority.
This is the broader principle behind deciding whether a research gap is worth filling : evaluate what better knowledge could accomplish rather than measuring importance by the amount of knowledge currently missing.

Check Whether a Small Gap Has Large Consequences
Before dismissing or prioritizing a small research gap, check:
Define exactly what remains uncertain rather than describing the entire topic as unresolved.
Identify the decision, claim, outcome, or subsequent research that depends on resolving the uncertainty.
Ask whether different plausible answers would lead to materially different actions or interpretations.
Assess the severity and distribution of the consequences if the wrong conclusion is used.
Consider affected subgroups and stakeholders rather than evaluating importance only by total population size.
Determine whether existing uncertainty reflects imprecision, bias, indirectness, inconsistency, or another identifiable weakness in the evidence.
Ask whether the proposed research can reduce the decision-relevant uncertainty enough to matter.
Compare the expected benefit of better information with the resources, burdens, and opportunity costs of obtaining it.
