Research Importance Depends on the Question “Important to Whom, and for What?”
Researchers can judge scientific significance, but they do not own the concept of importance
Researchers have expertise that is indispensable when evaluating a potential gap. They can assess what is already known, whether the supposed gap is scientifically credible, how it relates to theory, whether existing evidence is adequate, and what type of study could reduce the uncertainty.
Those judgments matter. A stakeholder may strongly want an answer to a question that cannot currently be investigated credibly, while a popular research question may rest on a misunderstanding of what existing evidence already establishes.
But scientific expertise does not automatically reveal every consequence that matters outside the literature. Researchers may not experience the practical decisions, burdens, risks, or institutional realities associated with the problem they study.
Accordingly, researcher judgment is necessary in many priority-setting contexts but need not be sufficient.
People affected by the research can identify importance that the literature misses
Patients, students, teachers, communities, carers, employees, service users, or other affected groups may recognize questions that researchers have neglected. They may also value outcomes differently from researchers.
This is one reason formal research-priority initiatives sometimes include people with lived experience alongside professionals. The James Lind Alliance model in health research, for example, brings patients, carers, and clinicians together to identify and prioritize unanswered questions. Studies using this approach have documented cases in which stakeholder priorities do not align neatly with the research agenda already represented in the literature.
The broader lesson extends beyond health research. The people experiencing a problem can contribute knowledge about which uncertainties interfere with real decisions and which outcomes actually matter to them.
Funders decide what they will fund, not what is universally important
Funding agencies exercise considerable practical influence because research often cannot proceed without resources. A funder's priorities may determine which gaps receive grants, infrastructure, fellowships, or targeted calls.
But a funding decision should not be confused with an objective ranking of all possible research questions.
Funders operate under mandates. A public health agency, an education ministry, a private foundation, an industry sponsor, and a basic-science funding council may reasonably prioritize different questions. Budget constraints, strategic goals, timeliness, feasibility, national priorities, and expected impact can all influence their decisions.
A gap rejected by one funder can remain scientifically important. It may simply fall outside that funder's remit or rank below competing priorities within a limited budget.
Institutions and policymakers bring another kind of decision authority
Governments, universities, healthcare systems, schools, professional bodies, and other institutions may need evidence to make particular decisions. Their priorities can therefore shape which uncertainties become practically urgent.
WHO guidance on research agenda setting, for example, emphasizes defining the relevant need, understanding the research landscape, engaging a broad range of stakeholders, making prioritization methods transparent, and articulating value judgments such as feasibility, inclusivity, and cost effectiveness.
This does not mean institutional priorities should automatically override scientific or community priorities. It means that research prioritization is partly embedded in the decisions the evidence is intended to support.
Journals decide what they publish, not whether a gap deserves to exist
Peer reviewers and editors may evaluate whether a manuscript makes a sufficiently important contribution for a particular journal. Their judgments matter for publication, but they are not universal declarations about research value.
A study rejected as insufficiently significant for one journal may be entirely appropriate for another journal with a different scope, readership, or editorial threshold. Conversely, publication in a prestigious journal does not prove that the underlying gap was more important than every gap that remained unpublished.
Publication decisions and research-priority decisions overlap, but they are not the same process.
Different groups can legitimately disagree because they evaluate different consequences
Consider an unanswered question about an educational technology. Researchers may value it because it tests an interesting theoretical mechanism. Teachers may care about whether the technology increases workload. Students may prioritize accessibility or privacy. Administrators may focus on cost and implementation. Policymakers may care about scalability and equity.
None of these perspectives automatically invalidates the others. They are evaluating different consequences of the same uncertainty.
Scientific importance
How resolving the gap could affect explanation, theory, methods, evidence, or future research.
Stakeholder importance
How resolving the gap could affect outcomes, experiences, decisions, risks, or needs that matter to people or groups connected to the problem.
Priority for resource allocation
Whether addressing the gap deserves scarce funding, time, infrastructure, or attention relative to competing research opportunities.
These judgments can point in different directions. A gap can be scientifically interesting but low priority for a particular funder. Another may have modest theoretical novelty but high value to affected stakeholders.
Stakeholder participation does not eliminate disagreement
Inviting stakeholders into priority setting is not a magical consensus machine. Different stakeholder groups can disagree with one another, and individuals within the same group can hold different priorities.
AHRQ's work on stakeholder engagement in identifying future research needs found a range of approaches, including interviews, focus groups, conference calls, surveys, voting, ranking, and modified Delphi processes. It also emphasized the importance of explicitly identifying stakeholder groups and clarifying the purpose of engagement.
The objective is not necessarily to discover one hidden "correct" ranking. A structured process can instead make competing judgments visible and provide a defensible method for reaching priorities under specified conditions.
The process used to decide importance matters
If a committee announces that a research gap is important, you should be able to ask how that judgment was reached.
Who participated? Who was absent? What criteria were used? Were scientific importance, feasibility, equity, urgency, cost, or potential impact considered? Were participants ranking questions individually or trying to reach consensus? Did one stakeholder group dominate?
Transparent research-priority setting makes these choices visible. WHO guidance similarly calls for explicit methodology and articulation of the value judgments underlying prioritization.
Watch Out
"Stakeholders consider this important" is not a complete justification unless you can identify the relevant stakeholders and explain how their priorities were established. A few convenient opinions should not be presented as though they represent an entire community.
Priority judgments can change
A gap that receives little attention today may become urgent after technological, social, environmental, clinical, or policy changes. New evidence may also reduce one uncertainty while exposing another.
Research priorities are therefore not permanent rankings. WHO guidance explicitly includes monitoring, evaluation, and determining when priorities need updating as parts of research agenda development.
The same principle applies to an individual research project. Before investing heavily in a gap, check whether recent research has already changed the state of the evidence.
