Who Decides Whether a Research Gap Is Important Enough to Fill?

No single person or group has universal authority to declare a research gap important. Importance is usually a reasoned judgment shaped by scientific significance, stakeholder needs, consequences of uncertainty, feasibility, ethics, resources, and the purpose for which priorities are being set.

01 · The Question

Who Gets to Say That One Research Gap Matters More Than Another?

You identify an unanswered question and believe it deserves research. A reviewer may disagree. A funding agency may rank another question higher. Practitioners may consider your gap academically interesting but irrelevant to their decisions. Meanwhile, people directly affected by the problem may regard a question that receives little scholarly attention as urgent.

So who is actually entitled to decide whether a research gap is important enough to fill?

There is no universal authority that assigns importance to research gaps. The judgment depends partly on what kind of importance is being considered, who bears the consequences of uncertainty, what resources are being allocated, and what purpose the prioritization process serves.

02 · The Short Answer

No Single Group Has the Final Word on Research Importance

In Brief

No single researcher, journal, funder, institution, stakeholder group, or public body universally decides whether a research gap is important enough to fill. Research importance is a contextual judgment that may legitimately involve scientific experts, people affected by the problem, practitioners, policymakers, funders, institutions, and other relevant stakeholders.

Different groups contribute different forms of knowledge and authority. Researchers can assess scientific plausibility and methodological feasibility, stakeholders can identify neglected needs and consequences, and funders or institutions must make allocation decisions within particular mandates. A credible priority-setting process should therefore make its criteria, participants, purpose, and value judgments explicit rather than presenting importance as self-evident.

03 · What You Need to Know

Research Importance Depends on the Question “Important to Whom, and for What?”

Researchers can judge scientific significance, but they do not own the concept of importance

Researchers have expertise that is indispensable when evaluating a potential gap. They can assess what is already known, whether the supposed gap is scientifically credible, how it relates to theory, whether existing evidence is adequate, and what type of study could reduce the uncertainty.

Those judgments matter. A stakeholder may strongly want an answer to a question that cannot currently be investigated credibly, while a popular research question may rest on a misunderstanding of what existing evidence already establishes.

But scientific expertise does not automatically reveal every consequence that matters outside the literature. Researchers may not experience the practical decisions, burdens, risks, or institutional realities associated with the problem they study.

Accordingly, researcher judgment is necessary in many priority-setting contexts but need not be sufficient.

People affected by the research can identify importance that the literature misses

Patients, students, teachers, communities, carers, employees, service users, or other affected groups may recognize questions that researchers have neglected. They may also value outcomes differently from researchers.

This is one reason formal research-priority initiatives sometimes include people with lived experience alongside professionals. The James Lind Alliance model in health research, for example, brings patients, carers, and clinicians together to identify and prioritize unanswered questions. Studies using this approach have documented cases in which stakeholder priorities do not align neatly with the research agenda already represented in the literature.

The broader lesson extends beyond health research. The people experiencing a problem can contribute knowledge about which uncertainties interfere with real decisions and which outcomes actually matter to them.

Funders decide what they will fund, not what is universally important

Funding agencies exercise considerable practical influence because research often cannot proceed without resources. A funder's priorities may determine which gaps receive grants, infrastructure, fellowships, or targeted calls.

But a funding decision should not be confused with an objective ranking of all possible research questions.

Funders operate under mandates. A public health agency, an education ministry, a private foundation, an industry sponsor, and a basic-science funding council may reasonably prioritize different questions. Budget constraints, strategic goals, timeliness, feasibility, national priorities, and expected impact can all influence their decisions.

A gap rejected by one funder can remain scientifically important. It may simply fall outside that funder's remit or rank below competing priorities within a limited budget.

Institutions and policymakers bring another kind of decision authority

Governments, universities, healthcare systems, schools, professional bodies, and other institutions may need evidence to make particular decisions. Their priorities can therefore shape which uncertainties become practically urgent.

WHO guidance on research agenda setting, for example, emphasizes defining the relevant need, understanding the research landscape, engaging a broad range of stakeholders, making prioritization methods transparent, and articulating value judgments such as feasibility, inclusivity, and cost effectiveness.

This does not mean institutional priorities should automatically override scientific or community priorities. It means that research prioritization is partly embedded in the decisions the evidence is intended to support.

Journals decide what they publish, not whether a gap deserves to exist

Peer reviewers and editors may evaluate whether a manuscript makes a sufficiently important contribution for a particular journal. Their judgments matter for publication, but they are not universal declarations about research value.

A study rejected as insufficiently significant for one journal may be entirely appropriate for another journal with a different scope, readership, or editorial threshold. Conversely, publication in a prestigious journal does not prove that the underlying gap was more important than every gap that remained unpublished.

Publication decisions and research-priority decisions overlap, but they are not the same process.

Different groups can legitimately disagree because they evaluate different consequences

Consider an unanswered question about an educational technology. Researchers may value it because it tests an interesting theoretical mechanism. Teachers may care about whether the technology increases workload. Students may prioritize accessibility or privacy. Administrators may focus on cost and implementation. Policymakers may care about scalability and equity.

None of these perspectives automatically invalidates the others. They are evaluating different consequences of the same uncertainty.

Scientific importance How resolving the gap could affect explanation, theory, methods, evidence, or future research.
Stakeholder importance How resolving the gap could affect outcomes, experiences, decisions, risks, or needs that matter to people or groups connected to the problem.
Priority for resource allocation Whether addressing the gap deserves scarce funding, time, infrastructure, or attention relative to competing research opportunities.

These judgments can point in different directions. A gap can be scientifically interesting but low priority for a particular funder. Another may have modest theoretical novelty but high value to affected stakeholders.

Stakeholder participation does not eliminate disagreement

Inviting stakeholders into priority setting is not a magical consensus machine. Different stakeholder groups can disagree with one another, and individuals within the same group can hold different priorities.

AHRQ's work on stakeholder engagement in identifying future research needs found a range of approaches, including interviews, focus groups, conference calls, surveys, voting, ranking, and modified Delphi processes. It also emphasized the importance of explicitly identifying stakeholder groups and clarifying the purpose of engagement.

The objective is not necessarily to discover one hidden "correct" ranking. A structured process can instead make competing judgments visible and provide a defensible method for reaching priorities under specified conditions.

The process used to decide importance matters

If a committee announces that a research gap is important, you should be able to ask how that judgment was reached.

Who participated? Who was absent? What criteria were used? Were scientific importance, feasibility, equity, urgency, cost, or potential impact considered? Were participants ranking questions individually or trying to reach consensus? Did one stakeholder group dominate?

Transparent research-priority setting makes these choices visible. WHO guidance similarly calls for explicit methodology and articulation of the value judgments underlying prioritization.

Watch Out

"Stakeholders consider this important" is not a complete justification unless you can identify the relevant stakeholders and explain how their priorities were established. A few convenient opinions should not be presented as though they represent an entire community.

Priority judgments can change

A gap that receives little attention today may become urgent after technological, social, environmental, clinical, or policy changes. New evidence may also reduce one uncertainty while exposing another.

Research priorities are therefore not permanent rankings. WHO guidance explicitly includes monitoring, evaluation, and determining when priorities need updating as parts of research agenda development.

The same principle applies to an individual research project. Before investing heavily in a gap, check whether recent research has already changed the state of the evidence.

When Researchers and Stakeholders Rank the Same Gaps Differently

Hypothetical Example

Setting priorities for research on an AI-supported learning system

Suppose a university convenes researchers, students, instructors, accessibility specialists, administrators, and information-security staff to identify unanswered questions about an AI-supported learning system.

Researchers Several researchers prioritize understanding the cognitive mechanism through which the system may influence learning.
Students Students place greater priority on whether the system treats different groups equitably and what happens to the information they submit.
Instructors Faculty members emphasize whether using the system changes workload and whether its feedback is sufficiently reliable for instructional use.
Administrators Institutional leaders prioritize whether the educational benefit justifies the cost of implementation at scale.
Priority-setting process Rather than declaring one group's concerns correct, the university defines criteria, examines the existing evidence, considers the consequences of each uncertainty, and uses a transparent process to determine which questions receive immediate research resources.

The resulting priority list may not perfectly match any individual group's initial ranking. That does not necessarily indicate failure. The process has combined different kinds of knowledge and competing values into an explicit allocation decision.

It may also reveal that stakeholders place substantial value on a gap that researchers initially considered minor.

Misconception

Do Researchers Have the Final Say Because They Are the Experts?

Researchers have essential expertise in evaluating evidence, theory, and methodology. But people affected by the research may possess relevant experiential and contextual knowledge that researchers do not. Which perspectives should influence priority depends on the purpose and consequences of the research.

Misconception

Does a Funder's Priority List Prove Which Gaps Matter Most?

No. It identifies priorities within that funder's remit, criteria, resources, and strategic objectives. Another legitimate priority-setting exercise can produce a different ranking.

Misconception

If Stakeholders Want the Research, Must It Be Scientifically Worthwhile?

Not automatically. Stakeholder importance strengthens the case for examining a question, but researchers must still determine whether the gap is genuine, whether existing evidence already answers it, and whether feasible research can provide sufficiently informative evidence.

Misconception

Does Consensus Mean the Priority Is Objectively Correct?

No. Consensus records agreement within a particular process involving particular participants, information, criteria, and circumstances. It can provide a defensible basis for collective action without turning a value-laden priority judgment into an immutable scientific fact.

Misconception

Should Every Stakeholder Have Equal Influence?

Not necessarily in every context. Appropriate representation and decision rules depend on the purpose of the exercise. What matters is that the process explains whose perspectives are relevant, how participants were selected, how competing views were handled, and why the resulting procedure is appropriate.

06 · What This Means for You

Make Your Claim About Importance Explicit and Defensible

If you are justifying your own research, avoid writing as though importance were an intrinsic property that everyone must recognize. Explain the basis of the judgment.

Who is affected by the uncertainty? What scientific question depends on it? Which decisions could change? Whose priorities support addressing it? What evidence shows that these priorities exist?

A simple decision framework

If the gap primarily concerns a theoretical or methodological problem
Establish its scientific significance and explain what resolving it could change in understanding or future research.
If the gap concerns practice, policy, services, or lived outcomes
Include relevant practitioners, decision makers, affected groups, or other stakeholders when evaluating why the uncertainty matters.
If different groups rank the gap differently
Examine why their priorities differ rather than assuming one group must be mistaken.
If scarce resources must be allocated among several important gaps
Use explicit criteria and a transparent prioritization process rather than relying solely on intuition or academic fashion.
If stakeholder support is being used as part of the justification
Explain who the stakeholders were, how their views were obtained, and what those views actually establish.

Ultimately, the question of whether a research gap is worth filling is usually stronger when the reasons for importance are visible and open to scrutiny.

Before Declaring a Research Gap Important, Check Whose Judgment It Represents

Before claiming that a research gap deserves priority, check:
Specify whether you are claiming scientific, practical, policy, stakeholder, methodological, or another form of importance.
Identify the people or groups affected by the unresolved uncertainty.
Distinguish your own judgment of importance from priorities established through a formal stakeholder or institutional process.
When stakeholders were consulted, examine who participated and whose perspectives may be missing.
Make the criteria used to compare research gaps explicit.
Separate a funder's willingness to finance research from a universal judgment about scientific importance.
Check whether the gap remains unresolved before asking others to prioritize it.
Be prepared for legitimate disagreement when different groups value different consequences.

Questions About Who Sets Research Priorities

Who has the authority to decide whether a research gap is important?

There is no universal authority. Researchers, funders, institutions, governments, practitioners, communities, and other stakeholders may make priority judgments for different purposes. Their authority usually applies within a particular context, such as allocating funding or setting an institutional research agenda.

Should researchers or stakeholders have more influence?

There is no universal allocation of influence. Researchers contribute expertise about evidence and methodological feasibility, while stakeholders may contribute knowledge about lived consequences, practical needs, and relevant outcomes. The appropriate balance depends on the purpose of the research and priority-setting process.

Can patients, students, or communities identify research gaps?

They can identify uncertainties, needs, experiences, and questions that may reveal important gaps. Establishing whether those questions remain unanswered in the scholarly evidence usually requires an appropriate review of the literature as well.

What if researchers and stakeholders disagree about what should be studied?

Examine what produces the disagreement. The groups may be considering different outcomes, consequences, time horizons, or forms of value. A transparent priority-setting process can make those differences explicit and provide a method for reaching a decision without pretending that disagreement never existed.

Does a research funding agency decide which gaps are most important?

It decides which questions it prioritizes within its own remit and available resources. That decision can strongly affect what research gets conducted, but it does not establish a universal ranking of research importance.

Can research priorities change over time?

Yes. New evidence, emerging problems, technological change, shifting stakeholder needs, feasibility, policy developments, and changing resources can alter which uncertainties deserve priority. Research agendas should therefore be reviewed rather than treated as permanent.

Can I justify a research gap using stakeholder priorities?

Yes, when stakeholder relevance is appropriate to the research question. Describe whose priorities they are, how they were elicited, and why those stakeholders are relevant. Stakeholder priority does not remove the need to verify that the gap actually exists and can be investigated credibly.

Research Importance Is Judged, Not Discovered by a Single Authority

The Bottom Line

No single group universally decides whether a research gap is important enough to fill. The most defensible judgment usually draws on the forms of expertise and experience relevant to the question and makes the criteria for priority explicit.

Researchers can assess scientific and methodological significance, affected groups can reveal consequences and priorities, and funders or institutions must decide how to allocate resources within particular mandates. When these perspectives differ, make the disagreement visible and ask what each group is valuing rather than treating importance as a self-evident fact.
