Can Stakeholders Value a Research Gap That Researchers Consider Minor?

Yes. A gap that appears minor from the scholarly literature may matter considerably to people who experience the problem or must act under the uncertainty. That disagreement can reveal consequences, outcomes, or needs that conventional research priorities have overlooked.

01 · The Question

What if Researchers Think a Gap Is Minor but the People Affected by It Do Not?

Researchers evaluate a potential gap and conclude that it is narrow, theoretically modest, or unlikely to produce a striking scholarly contribution. Then practitioners, patients, students, communities, or another affected group say that they urgently want the answer.

Who has misunderstood the importance of the question?

Possibly neither group. Researchers and stakeholders can evaluate the same uncertainty from different positions. What appears minor within the structure of an academic literature may sit directly inside a consequential decision or recurring problem experienced by people outside it.

Yes. A Scientifically Modest Gap Can Be Highly Relevant to Stakeholders

In Brief

Yes. Stakeholders can reasonably place high value on a research gap that researchers consider minor because stakeholders may experience consequences, decisions, burdens, risks, or outcomes that are not captured by conventional judgments of scientific novelty or theoretical significance.

Stakeholder interest does not automatically prove that a study should be conducted, just as researcher disinterest does not prove that the gap is unimportant. The disagreement should prompt closer examination of what each group values, whether the gap genuinely exists, and whether research can provide evidence useful enough to address the stakeholder need.

03 · What You Need to Know

Researchers and Stakeholders May Be Looking at Different Consequences

A minor scientific gap can sit inside a major practical problem

Researchers often evaluate gaps partly through their relationship to an existing literature. Does the question challenge a theory? Introduce a new mechanism? Resolve a major contradiction? Provide methodological innovation? Open a new research program?

Stakeholders may evaluate the same question differently. They may ask whether the answer helps them choose between two interventions, avoid an unwanted outcome, improve an everyday process, reduce burden, understand a risk, allocate resources, or make sense of an experience that existing research barely acknowledges.

Researcher perspective May emphasize theoretical contribution, methodological rigor, novelty, generalizability, and position within the scholarly literature.
Stakeholder perspective May emphasize consequences, lived experience, usability, risk, burden, feasibility, relevant outcomes, and decisions that must actually be made.

Neither list applies universally, and researchers themselves can also be stakeholders. The distinction simply illustrates why the same gap may receive different rankings.

Stakeholders may care about outcomes researchers rarely measure

A field can become organized around outcomes that are convenient, conventional, or theoretically interesting. Those outcomes are not necessarily the ones most important to the people affected.

In health research, patient-priority initiatives provide clear examples of this problem. The James Lind Alliance uses priority-setting partnerships in which patients, carers, and clinicians jointly identify and prioritize unanswered questions. Research comparing priorities has documented mismatches between questions emphasized by researchers and those valued by patients or clinicians.

The principle is not confined to medicine. Students may care about accessibility, workload, privacy, or whether educational technology actually helps them learn, while a research literature concentrates on intention to use. Teachers may care about implementation burden while researchers emphasize attitudes. Communities may prioritize an environmental exposure that attracts relatively little theoretical interest.

A gap can therefore look minor because the literature itself has assigned limited attention to the outcome stakeholders value.

Lived experience can reveal consequences that are difficult to see from publications

Reading a literature provides one kind of knowledge. Repeatedly confronting a problem provides another.

People living with a condition, using a technology, implementing a policy, teaching with an intervention, or receiving a service may recognize practical consequences that are absent from published studies. Their experience can reveal that an apparently small uncertainty repeatedly forces consequential choices.

This does not make lived experience a substitute for empirical evidence. It can instead help determine which empirical questions deserve attention.

Stakeholder priorities can expose blind spots in research agendas

Research agendas are shaped by previous funding, disciplinary traditions, available methods, publication incentives, researcher interests, and historical assumptions about what deserves measurement.

As a result, a large literature is not necessarily a neutral map of what matters most.

One published James Lind Alliance priority-setting partnership on hyperemesis gravidarum, for example, noted that previous systematic reviews had made research recommendations without meaningful engagement with patients who had experienced the condition. The subsequent partnership involved patients, carers, and healthcare professionals in identifying and prioritizing uncertainties.

Such examples do not establish that stakeholder priorities should always override scholarly priorities. They demonstrate why the absence of a question from a prominent research agenda cannot by itself establish that the question lacks importance.

Stakeholders can disagree with one another too

"The stakeholders" should never be treated as a single mind.

Patients and clinicians may rank questions differently. Students and instructors may have conflicting priorities. Communities can contain groups with different experiences and interests. Policymakers may emphasize population-level outcomes while individuals emphasize personal burdens.

Even international priority-setting exercises can face questions of representativeness. A study using the James Lind Alliance approach for hyperemesis gravidarum, for example, acknowledged that priorities derived largely from developed-country contexts might be less applicable in low- and middle-income settings.

Accordingly, stakeholder engagement requires attention to who participates and whose perspective may remain absent.

High stakeholder priority does not automatically make a good research study

Suppose stakeholders identify an uncertainty as extremely important. Researchers still need to ask whether the question is answerable, whether existing evidence already resolves it, what design would be appropriate, whether the research is ethical, and whether feasible research can reduce the uncertainty enough to help.

This preserves an important distinction between the value of the question and the quality of the proposed study.

If the only feasible study would provide evidence too weak to address the uncertainty, stakeholder enthusiasm cannot transform that evidence into something stronger than it is.

Researchers should not dismiss stakeholder questions merely because they are not theoretically glamorous

Research contribution is sometimes interpreted too narrowly. A question may offer little theoretical novelty while providing evidence needed for a repeated, consequential decision.

For applied research, that can be a substantial contribution.

WHO guidance on research agenda setting explicitly recommends including a broad range of stakeholders and incorporating implementation and end-user needs into research priorities. AHRQ's work on future research needs similarly examines structured methods for stakeholder engagement and prioritization.

The appropriate response to a stakeholder-valued gap is therefore not "this is minor" but "minor according to which criterion?"

The disagreement itself can be informative

When researchers and stakeholders rank a gap very differently, investigate the source of the disagreement.

Perhaps stakeholders know about a consequence researchers have overlooked. Perhaps researchers know that apparently missing evidence already exists. Perhaps stakeholders are asking a practical question that the current research literature is poorly designed to answer. Or perhaps researchers and stakeholders simply place different weights on legitimate outcomes.

Making those reasons explicit can improve the research question itself.

Watch Out

Do not invoke "stakeholder priorities" as a decorative justification after the research question has already been fixed. Meaningful engagement requires clarity about which stakeholders are relevant, why their perspectives matter, how their views were obtained, and how those views influenced the research priority or design.

When a Minor Academic Question Becomes a Major User Concern

Hypothetical Example

An accessibility problem researchers initially rank below more novel questions

Suppose researchers are setting priorities for studying a new university learning platform. Their literature review identifies several theoretically interesting questions about personalization algorithms, learner behavior, and adaptive feedback.

Researchers' initial judgment A question about compatibility with a particular assistive-technology workflow appears narrow because it concerns a relatively small group of users and offers limited theoretical novelty.
Stakeholder perspective Students who rely on the accessibility technology report that uncertainty about compatibility determines whether they can complete essential course activities independently.
What researchers learn The gap is small in terms of the breadth of the literature and population affected, but the consequences for those students are substantial.
Scientific check The team verifies that adequate evidence is genuinely missing and determines that a feasible usability and accessibility study could provide a credible answer.
Revised priority The accessibility question moves higher in the research agenda because the team now evaluates it using consequences and stakeholder relevance rather than theoretical novelty alone.

This does not mean stakeholder preference automatically wins. It means the original judgment of "minor" was based on an incomplete account of what mattered.

The example also shows how a small research gap can deserve attention because the consequences of uncertainty are large.

Common Mistakes When Researchers and Stakeholders Value Gaps Differently

Misconception

If Researchers Consider a Gap Minor, Are Stakeholders Overestimating It?

Not necessarily. Researchers and stakeholders may be evaluating different consequences. The disagreement should prompt examination of what each group knows and values rather than an assumption that one side lacks understanding.

Misconception

If Stakeholders Rank a Question Highly, Must Researchers Study It?

No. Priority is an important input, not a waiver of scientific requirements. Researchers still need to verify the gap, identify an appropriate design, consider ethics and feasibility, and determine whether the resulting evidence can address the uncertainty usefully.

Misconception

Do Stakeholders Only Care About Practical Questions?

No. Stakeholders may value causal explanations, long-term outcomes, mechanisms, prevention, prediction, or foundational knowledge as well as immediate practical decisions. Their priorities should be elicited rather than assumed.

Misconception

Does Consulting a Few Stakeholders Make a Priority Representative?

No. A small or convenient group may provide useful insights without representing a broader population. Claims about stakeholder priorities should match the sampling, engagement process, diversity, and scope of the evidence supporting them.

No. They answer partly different questions. A strong priority-setting process can consider both the scientific significance of reducing uncertainty and the consequences that matter to people who use or are affected by the evidence.

Treat Disagreement About Importance as Evidence to Investigate

If stakeholders value a gap that you initially consider minor, do not automatically elevate it or dismiss it. Ask why the rankings differ.

A simple decision framework

If stakeholders identify a consequence that was absent from your original assessment
Reevaluate the importance of the gap using that consequence explicitly.
If stakeholders prioritize an outcome that the literature rarely measures
Examine whether the existing research agenda has overlooked an outcome that matters to those affected.
If the requested evidence already exists
Treat the problem as one of access, communication, implementation, or knowledge translation rather than automatically proposing another study.
If the gap matters greatly to stakeholders but feasible research cannot answer it adequately
Consider methodological development, collaboration, or staged research rather than promising an answer the study cannot provide.
If stakeholder groups disagree with one another
Make the disagreement visible and examine differences in outcomes, experiences, risks, and decision contexts rather than averaging them into an artificial consensus.

This approach also clarifies who should contribute to judgments about research-gap importance. Relevant expertise may come from both knowledge of the evidence and experience of the consequences that evidence is intended to address.

Before accepting or dismissing the stakeholder priority, check:
Identify which stakeholders value the gap and why their perspectives are relevant to the question.
Ask what specific outcome, decision, burden, risk, or experience makes the uncertainty important to them.
Verify that the evidence needed by stakeholders is genuinely missing or inadequate.
Examine whether researchers and stakeholders are evaluating different outcomes or forms of importance.
Check whether the participating stakeholders adequately represent the groups about whom broader claims are being made.
Determine whether feasible research can produce evidence that would actually help with the stakeholder concern.
Avoid assuming that theoretical novelty is the only legitimate form of research contribution.
Document how stakeholder input changed, confirmed, or complicated the research priority rather than merely reporting that engagement occurred.

Questions About Stakeholder and Researcher Priorities

Can stakeholders identify important research questions that researchers overlook?

Yes. Stakeholders may identify consequential uncertainties, outcomes, burdens, or decisions that receive limited attention in the academic literature. Those questions should still be checked against existing evidence to establish whether a research gap genuinely remains.

Why might researchers and stakeholders have different research priorities?

They may value different outcomes, experience different consequences, use evidence for different decisions, or apply different criteria such as theoretical contribution, feasibility, burden, risk, or immediate usefulness. The disagreement can therefore be substantive rather than the result of one group simply being mistaken.

Who counts as a stakeholder?

That depends on the research problem. Relevant stakeholders may include people directly affected by the issue, practitioners, communities, carers, service users, organizations, policymakers, funders, or others who use or bear consequences from the evidence. The category should be defined for the specific project rather than used as a generic label.

Do stakeholder priorities have to be based on scientific literature?

Stakeholders can identify priorities from lived experience, professional practice, community needs, or decision problems. Researchers can then examine the literature to determine whether those questions remain unanswered and what evidence would be required to address them.

What if stakeholders want an answer that research cannot currently provide?

The priority can remain important even when the necessary study is not currently feasible. Researchers should be transparent about the limitation and consider whether methodological development, new infrastructure, collaboration, or staged research could eventually make a credible answer possible.

Should stakeholder priorities determine funding?

They can be an important input, particularly where research is intended to improve decisions or outcomes affecting those stakeholders. Funders may also need to consider scientific quality, feasibility, ethics, expected impact, cost, equity, strategic remit, and competing research opportunities.

Can researchers reasonably disagree with stakeholder priorities?

Yes. Researchers may identify existing evidence, methodological barriers, ethical concerns, or scientific considerations that change the case for a proposed study. The aim of engagement is not to require agreement but to ensure that relevant perspectives and reasons are considered transparently.

Yes. Stakeholders can reasonably place high value on a research gap that researchers consider minor when the unresolved question affects outcomes, experiences, risks, burdens, or decisions that matter substantially to them.

Do not assume that stakeholder priority automatically justifies a study, but do not dismiss it because the question lacks theoretical glamour either. Investigate why the priorities differ, verify that the evidence is genuinely missing, and determine whether credible research could produce information that addresses the concern stakeholders actually have.
