Should Research Always Aim to Have “Impact”?

Research should aim to make a worthwhile contribution, but that does not mean every study must promise immediate societal, economic, policy, or practical impact. Much depends on what “impact” means and what the research is actually designed to accomplish.

01 · The Question

Should Every Research Project Be Expected to Make an Impact?

Researchers are routinely asked about impact. Funding applications request impact statements. Universities document research impact. Governments want evidence that research investment produces benefits. Researchers themselves understandably hope that their work will matter.

The difficulty begins when impact becomes an undefined requirement. Does impact mean advancing a field? Changing professional practice? Influencing policy? Improving people's lives? Producing economic value? Attracting citations? And must every individual study accomplish one of these things?

If research is supposed to matter, saying that it should aim for impact sounds almost self-evident. But the answer depends heavily on what we mean by impact and how directly we expect research to produce it.

02 · The Short Answer

Research Should Aim to Contribute, but Not Every Study Needs External Impact

In Brief

Research should have a defensible purpose and aim to make a worthwhile contribution, but not every study needs to produce or promise immediate societal, economic, policy, professional, or behavioral impact.

Some research primarily advances understanding, tests explanations, improves methods, produces foundational knowledge, or enables later inquiry. These contributions may eventually support wider impact, but requiring every project to demonstrate a direct pathway to external change can misrepresent how knowledge develops.

03 · What You Need to Know

The Answer Depends on What You Mean by Research Impact

“Impact” does not have one universal meaning

The term research impact is used differently across institutions, funding systems, disciplines, and research-assessment frameworks. This creates confusion because researchers may use the same word while referring to quite different things.

Some discussions distinguish academic or scholarly impact from wider societal or economic impact. Under this broader usage, research can have academic impact by changing understanding, theory, methods, or subsequent research.

Other systems deliberately reserve the word impact for effects beyond academia. The United Kingdom's Research Excellence Framework, for example, has treated impact for assessment purposes as effects, changes, or benefits beyond academia, while research outputs and their academic contribution are assessed separately.

Scholarly contribution The research changes what researchers know, how they understand a phenomenon, what methods they can use, or what subsequent questions they can investigate.
Wider impact The research contributes to effects beyond scholarship, such as changes in policy, professional practice, health, society, culture, the environment, public services, or the economy.

Neither terminology is inherently correct for every context. What matters is defining the term rather than allowing “impact” to carry several meanings at once.

Research contribution is a more appropriate universal expectation

Every defensible research project should have a reason for existing. It should address a meaningful question, uncertainty, problem, methodological limitation, or gap in understanding and be capable of producing information worth knowing.

That is different from saying that every project should directly change the world outside research.

This distinction follows from the more fundamental question of what research is ultimately for. Research may contribute to explanation, description, prediction, testing, measurement, critique, understanding, application, or other forms of inquiry. Wider consequences sometimes follow, but the route between knowledge and consequence can be long and indirect.

Impact can occur through chains of research rather than individual studies

A practical change may depend on decades of research involving many investigators and multiple forms of contribution.

Foundational research Researchers establish concepts, mechanisms, observations, or theoretical possibilities.
Methodological development New measurements or methods make previously difficult questions answerable.
Accumulating evidence Multiple studies test, replicate, refine, challenge, and synthesize findings.
Translation and application Researchers and other stakeholders determine whether the accumulated evidence can inform interventions, technologies, policies, or practices.
Wider consequences Changes may eventually occur in society, professional practice, the economy, health, culture, or other domains.

Attributing the final outcome to one study may therefore be difficult and sometimes misleading. Earlier studies can be necessary without being sufficient for the eventual impact.

This helps explain how research can benefit society indirectly or after substantial time has passed.

Some research is deliberately closer to application

None of this means researchers should dismiss external impact. For applied research, practical consequences may be central to the purpose of the work.

A study evaluating a public-health intervention, testing a professional procedure, assessing an educational program, or examining a policy may reasonably be expected to consider who could use the evidence and what decisions it might inform.

For such research, refusing to consider application on the grounds that “knowledge is enough” could ignore part of the study's stated purpose.

The relevant expectation should therefore depend on the research. A project explicitly intended to contribute to policy and decision-making has a different relationship to impact from research investigating a foundational theoretical question.

Foundational research cannot always specify its eventual use

Curiosity-driven and foundational research present a different challenge. Researchers may investigate phenomena because they are poorly understood, theoretically important, or capable of revealing something fundamental without knowing whether a practical application will follow.

This uncertainty is not necessarily a defect. Requiring researchers to predict applications before the relevant knowledge exists can encourage speculative promises rather than better research.

The distinction between curiosity-driven and problem-driven research is useful here. Both can contribute to knowledge systems, but they begin with different motivations and may have very different pathways to wider benefit.

Research without an immediate practical application should therefore not automatically be regarded as deficient.

Impact is difficult to predict prospectively

Researchers can often describe plausible pathways through which findings might become useful. Predicting actual impact is harder.

A promising intervention may fail in implementation. A theoretical discovery may unexpectedly become useful years later. A finding intended for one purpose may become important in another domain. Political, economic, technological, organizational, and social circumstances can alter whether knowledge is used.

Researchers should therefore distinguish among intended impact, potential impact, pathways to impact, and demonstrated impact.

Potential impact A plausible future effect or benefit that could arise if the research is subsequently used or developed.
Demonstrated impact An effect, change, or benefit for which there is evidence linking research to what actually occurred.

Potential impact should not be written as though it has already happened.

Citations are not the same as societal impact

Citation counts can indicate that research has been referenced in subsequent scholarly literature. They do not, by themselves, establish that the work changed policy, improved practice, benefited society, or even that citing researchers agreed with the work.

Likewise, journal prestige and bibliometric indicators should not be treated as substitutes for the broader consequences of research. Responsible research assessment initiatives have repeatedly cautioned against reducing research quality or significance to simplistic quantitative indicators.

The distinction is particularly important because academic visibility, scholarly influence, and societal benefit can overlap without being interchangeable.

The demand for impact can change what researchers choose to study

Impact expectations do not merely evaluate research after it occurs. They can influence which projects are proposed in the first place.

If researchers believe that only projects promising visible short-term benefits will be funded or rewarded, they may avoid questions whose value is uncertain, foundational, long-term, difficult to quantify, or primarily scholarly.

That creates a potential selection problem. A research system can become very good at rewarding projects that describe an attractive impact pathway while overlooking work whose eventual significance cannot yet be predicted.

Watch Out

An impact statement is not evidence of impact. Researchers should distinguish what the project is designed to accomplish from what might plausibly happen later, and avoid converting speculative future benefits into promises.

This tension becomes especially important when pressure to demonstrate impact begins to distort the purpose of research. Impact can be a legitimate goal while still becoming counterproductive when applied as an inflexible requirement.

04 · A Practical Example

Two Valuable Studies Can Have Very Different Relationships to Impact

Hypothetical Example

Studying student learning from two different starting points

Imagine two research teams investigating learning in digital environments.

Study A: Applied evaluation One team evaluates whether a specific digital intervention improves learning outcomes in universities that are considering adopting it.
Study A: Expected pathway If the evidence is sufficiently credible and applicable, institutions could use the findings when deciding whether to adopt, modify, or reject the intervention.
Study B: Foundational investigation Another team investigates a poorly understood cognitive process involved when learners switch between different representations of complex information.
Study B: Immediate consequence The researchers cannot yet identify a particular policy, product, or teaching procedure that should change because of the finding.
Study B: Contribution The work improves understanding of a mechanism that subsequent research may test, refine, or eventually use when designing learning environments.

It would be reasonable to ask Study A about practical relevance because application is built into its purpose. Requiring Study B to promise an immediate institutional change would impose a different kind of research objective on it.

Both studies still need rigorous methods and a meaningful justification. What differs is the kind and timing of the contribution they are positioned to make.

05 · What Researchers Often Get Wrong

Common Mistakes When Talking About Research Impact

Misconception

If Research Has No Immediate Societal Impact, It Is Not Valuable

No. Research may make a scholarly, theoretical, methodological, evidential, or enabling contribution before any wider societal consequence appears. External impact is an important form of value, but it is not the only one.

Misconception

Every Research Proposal Should Promise a Major Impact

Researchers should describe plausible contributions and pathways honestly. Inflated promises do not make research more useful and may conceal uncertainty about whether, when, or how findings will eventually be used.

Misconception

Highly Cited Research Must Have High Societal Impact

Citations indicate scholarly referencing, not necessarily changes in society, policy, professional practice, or quality of life. Bibliometric influence and wider impact are related in some cases but should not be treated as equivalent.

Misconception

Basic or Curiosity-Driven Research Does Not Need a Purpose

Not having an immediate application does not mean having no justification. Foundational research should still address a meaningful question and explain why improving understanding is worthwhile, even when eventual applications cannot be predicted.

Researchers Alone Produce Research Impact

Wider effects often depend on practitioners, policymakers, communities, businesses, educators, health professionals, technology developers, intermediaries, and other actors who interpret and use evidence. Research may contribute to an outcome without being its sole cause.

If Impact Cannot Be Measured Easily, It Does Not Exist

Some effects are difficult to attribute, emerge gradually, involve changes in understanding, or occur through complex chains of influence. Difficulty of measurement should encourage careful evaluation rather than the assumption that only easily counted effects matter.

06 · What This Means for You

Match Your Impact Claims to the Purpose of Your Research

Instead of beginning with the question “What impact can I promise?”, begin with “What contribution is this research actually designed to make?” Then consider whether wider effects are part of that pathway.

A simple decision framework

If your research directly addresses a practical, organizational, professional, or policy problem
Identify the relevant users and explain realistically how the evidence could inform their decisions or actions.
If your research primarily advances theory or understanding
State that scholarly contribution clearly instead of manufacturing an immediate practical application.
If your research improves methods or measurement
Explain how better evidence becomes possible and distinguish that contribution from whatever external impacts later studies might produce.
If wider impact is plausible but uncertain
Describe the pathway as potential rather than presenting future consequences as guaranteed outcomes.
If an assessment or funding framework uses a specific definition of impact
Use that framework's definition rather than assuming that the term has the same meaning everywhere.

This approach does not lower expectations for research. It makes them more precise. A study should still justify why it deserves to be conducted, why its question matters, and what credible evidence would add.

The aim is to avoid treating one particular endpoint as the universal measure of value. Research may contribute without immediately changing practice, policy, or behavior, and it may remain valuable even when the route from knowledge to wider benefit is uncertain.

07 · A Quick Checklist

Before Making Claims About Research Impact

Before describing the impact of your research, check:
Have you defined what “impact” means in the context in which you are using the term?
Can you distinguish the study's immediate research contribution from possible wider consequences?
Does the expected type of impact fit the actual purpose and maturity of the research?
If the research is applied, have you identified who could realistically use the evidence and for what decision?
If the research is foundational, have you explained its intellectual significance without inventing a speculative practical application?
Are potential future benefits clearly distinguished from effects that have actually occurred?
Have you avoided using citation counts, journal prestige, or other bibliometric indicators as automatic evidence of societal impact?
If an external framework requires impact evidence, have you checked its current official definition and requirements?

Questions About Whether Research Should Aim for Impact

What does research impact mean?

Definitions vary. Some uses include scholarly influence, while particular assessment systems define impact as effects or benefits beyond academia. Researchers should therefore specify which definition or framework they are using.

Does every research study need societal impact?

No. Some research primarily contributes to theory, understanding, methods, measurement, or subsequent inquiry. Wider societal consequences may emerge later, but they are not a necessary immediate outcome of every individual study.

Should basic research have an impact statement?

If a funder or institution requires one, researchers should follow the applicable guidance. The statement should nevertheless remain proportionate to what can reasonably be anticipated and should distinguish plausible pathways from guaranteed future benefits.

Are citations evidence of research impact?

They can provide evidence of scholarly attention or influence, depending on how they are interpreted, but they do not by themselves demonstrate societal, policy, economic, professional, or behavioral impact.

Can research have impact without changing policy?

Yes. Wider impact can take many forms, including effects on professional practice, health, public understanding, culture, services, technology, the environment, or the economy. Research may also make valuable scholarly contributions even when no wider impact has yet occurred.

Can researchers predict impact before conducting a study?

They can often identify intended beneficiaries and plausible pathways to use, particularly for applied research. Actual effects remain uncertain because they depend on the findings and on circumstances beyond the study itself.

Is research without immediate impact a waste of resources?

Not necessarily. A study may produce foundational knowledge, improve methods, challenge an explanation, or contribute to cumulative evidence. Waste is a more appropriate concern when research is unnecessary, poorly designed, inadequately reported, inaccessible, or otherwise unlikely to produce informative evidence.

Can pressure to demonstrate impact harm research?

Potentially. If impact expectations systematically favor short-term, visible, or easily measurable outcomes, they may influence which questions researchers pursue and how benefits are described. The problem is not concern for impact itself, but using a narrow conception of impact as a universal requirement.

Aim for a Worthwhile Contribution, Not a Mandatory Impact Story

The Bottom Line

Research should aim to make a worthwhile and defensible contribution, but not every study needs to promise or produce immediate societal, economic, policy, professional, or behavioral impact.

The appropriate expectation depends on the purpose of the research and the definition of impact being used. Applied projects may reasonably pursue identifiable pathways to use, while foundational, theoretical, and methodological work may contribute earlier in the chain of knowledge development. Asking how research might matter is useful; requiring every study to tell the same impact story is not.
