Do You Really Need a Theory Before You Can Build a Conceptual Framework?
You have identified the concepts your study needs to examine. The literature provides evidence that they matter. You may even have a reasonable account of how they could relate. There is just one apparent problem: you cannot find a single formal theory that neatly contains everything.
Does that mean your conceptual framework is invalid?
Not necessarily. The confusion often comes from treating conceptual framework and theoretical framework as interchangeable terms. Their use varies across disciplines and methodological traditions, but a conceptual framework can serve a broader purpose: it can organize the concepts, assumptions, evidence, and proposed relationships that orient a particular study.
The important question is therefore not simply whether your framework has a named theory behind it. It is whether the framework has a defensible intellectual basis.

What Supports a Conceptual Framework When There Is No Single Theory?
A Conceptual Framework and a Theoretical Framework Are Not Always the Same Thing
There is no completely standardized distinction between these terms across all research traditions. Some authors and institutions use them almost interchangeably. Others distinguish a theoretical framework, which draws explicitly on an established theory or theories, from a conceptual framework constructed for the particular study.
Ravitch and Riggan describe a conceptual framework broadly as an argument about why a topic matters and why the researcher's chosen methods are appropriate and rigorous. Maxwell likewise treats the conceptual framework of a study as the system of concepts, assumptions, expectations, beliefs, and theories that supports and informs the research. These broader formulations make room for frameworks informed by more than a single formal theory.
Formal theory
An established explanatory system containing concepts and propositions intended to account for particular phenomena or relationships.
Conceptual framework
The organized conceptual structure used to make sense of the particular phenomenon, questions, relationships, and boundaries of a study.
The distinction should not be treated as a universal terminological rule. Your discipline, journal, supervisor, dissertation manual, or institution may define these terms differently. Use the terminology expected in your research context and explain what you mean when ambiguity is possible.
Formal Theory Is One Possible Source, Not the Only Source
A formal theory can be extremely useful. It may identify important constructs, propose mechanisms, specify relationships, and provide established explanations that can be examined in a new population or setting.
But the intellectual materials from which a framework is constructed can be broader. Depending on the study, relevant sources may include theoretical propositions, conceptual literature, empirical findings, established definitions, contextual evidence, and the researcher's synthesis of those materials.
This is why understanding where a conceptual framework can come from is more useful than searching automatically for one theory that happens to resemble the topic.
Previous Research Can Provide an Empirical Foundation
Suppose no established theory captures your precise research problem, but a substantial body of empirical research repeatedly identifies several relevant concepts and relationships.
You might synthesize that evidence into a framework. For example, previous studies could suggest that instructors' adoption of an educational technology is associated with institutional support, perceived usefulness, confidence, workload, or access to resources. If these findings are sufficiently relevant to your question and context, they can help justify which concepts and relationships deserve attention.
The framework is then empirically informed rather than derived wholesale from a formal theory. How far previous research can serve as the basis of a conceptual framework depends on the quality, relevance, and coherence of the evidence being synthesized.
Conceptual Literature Can Supply Definitions and Organizing Ideas
Not every useful scholarly contribution takes the form of a formal theory. Conceptual papers may define constructs, distinguish related ideas, propose typologies, or organize dimensions of a phenomenon.
These contributions can help determine what a concept means in your study and how it differs from neighboring concepts. This matters because a framework is not strengthened merely by adding more boxes. Its concepts need sufficiently clear meanings and boundaries.
A framework may therefore integrate ideas that are well established conceptually even when those ideas do not originate from one named theory.
Researcher Synthesis Is Necessary, but It Is Not a Substitute for Evidence
If no theory dictates the framework, the researcher has greater responsibility for explaining how it was constructed.
You may decide that several concepts belong together because they address different dimensions of the same problem. You may propose that one concept influences another because previous findings, conceptual arguments, and contextual evidence collectively make that relationship plausible.
Those decisions involve scholarly judgment. They should not be disguised as though the literature produced the exact framework automatically.
At the same time, “this makes sense to me” is rarely sufficient justification for a substantive relationship. The researcher should make the inferential path visible: what is already known, what remains uncertain, and what the study proposes to investigate.
The Framework Still Needs Coherence
One danger of working without a central formal theory is conceptual accumulation. Researchers can collect variables from many studies until the framework resembles a storage room for everything the literature review uncovered.
Coherence requires selectivity.
Ask whether the concepts address the same research problem, whether their definitions are compatible, whether they operate at appropriate levels of analysis, and whether their proposed relationships make conceptual sense. Not every concept discussed in the study needs to appear in the conceptual framework.
Your Claims Determine How Much Justification You Need
A framework that merely organizes sensitizing concepts for an exploratory qualitative inquiry is doing something different from a framework that proposes directional relationships among measurable variables in a hypothesis-testing study.
The latter makes more specific claims and therefore usually requires correspondingly specific theoretical or empirical justification. If an arrow indicates that one construct is expected to affect another, for example, the researcher should be able to explain what supports that proposed relationship.
Watch Out
Do not use the absence of a formal theory as permission to construct an arbitrary diagram. A framework without one named theory may still require substantial conceptual and empirical justification, especially when it proposes causal, directional, mediating, or moderating relationships.
Sometimes a Formal Theory Really Is the Better Choice
The fact that a framework can be constructed without one formal theory does not mean that theory should be avoided.
If an established theory directly addresses your phenomenon, has concepts aligned with your research questions, and provides plausible mechanisms for the relationships you intend to examine, ignoring it may weaken rather than strengthen the study.
Similarly, if your purpose is explicitly to test, extend, challenge, or apply a theory, that theory cannot sensibly disappear from the framework simply because you prefer to call the result conceptual.
The relevant criterion is fit. Use theory when it genuinely improves the study's explanatory logic, not merely because a diagram appears more academic when a theorist's name is placed underneath it.

Building a Framework When No Single Theory Fits the Problem
Hypothetical Example
Understanding responsible generative AI use among university students
Suppose a researcher wants to investigate factors associated with students' responsible use of generative AI for academic work. After reviewing the literature, the researcher finds useful theories about technology adoption and learning behavior, but none adequately represents the full phenomenon the study intends to examine.
Start with the problem The study asks why some students use generative AI in ways consistent with academic expectations while others engage in practices that may undermine learning or academic integrity.
Synthesize empirical evidence Previous studies identify potentially relevant factors such as AI literacy, perceived usefulness, academic integrity beliefs, instructor guidance, and institutional policy awareness.
Clarify the concepts The researcher consults conceptual and empirical literature to define what each construct means and avoids treating overlapping concepts as though they were automatically distinct.
Justify the relationships Relationships are included only when prior evidence or a defensible conceptual argument suggests why the factors may be associated with responsible AI use.
Construct the framework The researcher integrates these elements around the specific research question rather than claiming that the framework represents an established formal theory.
This framework can be legitimate without a single named theory at its center. Its credibility comes from transparent synthesis and defensible reasoning.
The researcher should also avoid overstating what the framework represents. If prior evidence establishes association rather than causation, arrows should not silently transform those associations into causal claims. Understanding what each arrow is intended to mean becomes especially important in a researcher-constructed framework.

Is Your Framework Defensible Without a Formal Theory?
Before proceeding without a formal theory, check:
Have I genuinely examined relevant theories rather than assuming none exists?
Can I explain why no single formal theory adequately fits the purpose of this study?
Can I identify the scholarly sources supporting the framework's major concepts?
Can I justify the important relationships rather than relying only on intuition?
If concepts come from different literatures, have I checked their definitions and assumptions for compatibility?
Does the framework remain focused on the research questions rather than everything found in the literature review?
Have I accurately described the framework as my synthesis rather than presenting it as an established theory?
Have I checked the framework requirements of my discipline, institution, supervisor, or target journal?
