Why Does Research Appear in Some University Quality Reviews?
When universities prepare for accreditation or quality assurance, research may suddenly become highly visible. Institutions compile evidence of faculty scholarship, publications, research programs, postgraduate supervision, laboratories, funding, partnerships, ethics procedures, research utilization, or other activities.
This can create the impression that accreditation simply requires universities to produce research. The reality is more complicated.
Accreditation and quality-assurance systems differ among countries, agencies, institution types, and professional disciplines. Some frameworks examine research explicitly. Others focus more heavily on educational provision while considering scholarship, research integrity, faculty qualifications, or research training where relevant. Expectations may also differ between an undergraduate teaching institution and a university offering research doctorates.
The appropriate question is therefore not, “How much research does accreditation require?” in the abstract. It is, “What does the applicable quality framework require from this institution or program, and what evidence demonstrates that those expectations are being met?”

Accreditation Does Not Use One Universal Definition of Research Quality
Accreditation and Quality Assurance Are Related but Not Identical Concepts
Accreditation generally involves a formal external judgment by an authorized or recognized body about whether an institution or program satisfies specified standards. Quality assurance is broader. It includes the policies, systems, evidence, monitoring, review, and improvement processes through which an institution seeks to establish and maintain quality.
The terminology and legal consequences vary considerably across higher-education systems. In the United States, for example, the U.S. Department of Education distinguishes institutional accreditation, which normally applies to an entire institution, from specialized or programmatic accreditation, which applies to particular programs, departments, schools, or specialized institutions.
In Australia, the Tertiary Education Quality and Standards Agency describes academic quality assurance broadly as demonstrating or verifying that an appropriate level of quality has been attained or sustained. Its framework encompasses teaching, learning, scholarship, research, and research training where applicable.
Researchers and institutions should therefore avoid importing the meaning of accreditation from one jurisdiction into another.
Research Expectations Usually Depend on Institutional Mission and Type
A quality framework should not necessarily expect identical research activity from every higher-education institution. A research-intensive university offering doctoral degrees has different research responsibilities from an institution primarily focused on undergraduate teaching.
Some accreditation standards make this principle explicit. Institutional research standards may require research strategy to be consistent with the institution's nature and mission, while imposing stronger expectations on institutions with research responsibilities or postgraduate research programs.
This is important because quality assurance should ask whether an institution is capable of delivering what it claims to provide. An institution that presents itself as research-intensive should be able to demonstrate appropriate research capability. A teaching-focused institution may instead need to demonstrate scholarship sufficient to maintain current curricula and faculty expertise, depending on the governing framework.
Research Can Be Evaluated as Part of Institutional Mission
If research appears in a university's mission, strategic commitments, charter, or formal institutional type, quality assurance may examine whether the organization has credible mechanisms for fulfilling that commitment.
Evidence could include research priorities, active programs, researcher expertise, infrastructure, funding, research governance, postgraduate supervision, outputs, partnerships, and mechanisms for evaluating research activity.
The logic is straightforward: an institution should be able to demonstrate that its actual capabilities and activities are consistent with the mission it publicly claims.
Research May Matter Because Faculty Need Current Scholarly Expertise
Some quality frameworks connect research or scholarship with teaching. Faculty members need appropriate disciplinary expertise, and staff teaching advanced programs may be expected to remain actively engaged with developments in their fields.
This does not necessarily mean that every faculty member must publish a fixed number of articles. Scholarship can take different forms, and requirements vary by institution and framework.
The underlying concern is educational quality: are faculty members sufficiently engaged with contemporary knowledge and disciplinary practice to support the programs they teach?
Research Becomes Especially Important in Research Degrees
Universities offering research master's degrees, doctorates, or other advanced research qualifications need capabilities that institutions offering only coursework programs may not require to the same extent.
Students undertaking advanced research need qualified supervisors, research environments, methodological expertise, appropriate infrastructure, research-integrity systems, access to scholarly resources, and processes for monitoring progression and examining research.
This creates a direct connection between accreditation or quality assurance and the quality of graduate and postgraduate research education. An institution cannot credibly promise advanced research training without the capacity needed to provide it.
Research Quality Assurance Is Broader Than Research Productivity
Publication counts are attractive because they are easy to record. Yet productivity is only one possible dimension of research activity.
Quality assurance may instead, or additionally, consider whether the institution has appropriate processes for research planning, ethics, integrity, supervision, data governance, infrastructure, researcher development, monitoring, and improvement.
Research productivity
The amount of research output produced, usually over a specified period and using defined output categories.
Research quality assurance
The systems, evidence, processes, standards, monitoring, and improvement mechanisms used to support and verify the quality and integrity of research activity.
An institution could increase publication volume while retaining serious weaknesses in ethics oversight, research supervision, data management, infrastructure, or research integrity. Conversely, improvements in these systems may strengthen quality before they produce a visible increase in publications.
Research Integrity Can Be a Quality-Assurance Concern
Quality research depends not only on output but also on the conditions under which the work is conducted. Institutions may need policies and processes concerning research ethics, integrity, conflicts of interest, authorship, data management, allegations of misconduct, and other relevant responsibilities.
Australia's Higher Education Standards Framework, for example, contains standards concerning academic and research integrity within its institutional quality-assurance domain. TEQSA's guidance explains that academic quality assurance includes research and research training alongside teaching and learning.
The precise requirements differ internationally, but the broader principle is important: a university's capacity to produce research responsibly can be as relevant to quality assurance as its ability to produce research at all.
Infrastructure and Support Can Be Evidence of Research Capability
Research cannot be evaluated sensibly without considering what is required to conduct it. Depending on the field, institutions may need laboratories, libraries, databases, computing infrastructure, secure data environments, technical staff, research administration, ethics review, funding support, or other resources.
These resources are particularly important when an institution offers research degrees or makes substantial claims about its research mission.
This connects accreditation with institutional research capacity. Quality assurance can ask not merely what was produced, but whether the institution has sustainable capability to support the research activities for which it is responsible.
Research Evidence Can Include More Than Publications
The relevant evidence depends on the standard being assessed. A framework concerned with research activity might consider publications or other scholarly outputs, but evidence for research governance would look quite different.

These are illustrative categories rather than a universal accreditation checklist. The applicable authority's current standards remain decisive.
The Philippine Context Illustrates Why the Exact Framework Matters
In the Philippines, the Commission on Higher Education's 2022 policy on quality and quality assurance emphasizes a culture of quality supported by external review and verifiable evidence. Philippine requirements also vary according to the regulatory purpose and institutional context.
For example, Philippine legislation governing conversion of certain institutions into state universities has incorporated CHED requirements concerning faculty participation in research and development, viable research programs producing new knowledge, research linkages, and application of generated knowledge to social-development problems. These requirements illustrate that research can be part of judgments about university status and institutional capability in a particular regulatory context.
They should not, however, be generalized into a claim that every Philippine accreditation exercise uses exactly the same research indicators. Institutions should verify the specific CHED policy, accrediting body's standards, program requirements, and current version applicable to the review they are undergoing.
Accreditation Can Influence Research Behavior
Once research indicators become part of external evaluation, institutions have incentives to improve performance on those indicators. This can produce desirable effects. Universities may invest in research infrastructure, hire researchers, strengthen support systems, improve publication practices, or establish more coherent research strategies.
Evidence from Ecuador provides an instructive case. A study examining university research output following national evaluation and accreditation reforms reported substantial growth in indexed scientific production after research indicators became prominent within evaluation processes.
That result demonstrates behavioral response to evaluation, not that every additional publication necessarily represented an equivalent improvement in institutional research quality.
Quality Assurance Should Encourage Improvement, Not Merely Compliance
An institution can prepare documentation for an external review without developing a strong internal quality culture. It can also temporarily intensify research activity immediately before evaluation.
A more mature quality-assurance approach uses evidence continuously: identify weaknesses, understand causes, implement improvements, evaluate whether those improvements worked, and adjust accordingly.
This distinction matters because accreditation is periodic, while the research system operates every day. Sustainable quality cannot depend on assembling evidence only when reviewers are approaching.
Watch Out
Never assume that a publication target, citation threshold, journal-indexing requirement, or other research metric is required for accreditation simply because another institution uses it. Accreditation and quality-assurance standards differ by authority, jurisdiction, program, and institutional type. Verify the current official criteria directly.
Accreditation Is Not a Ranking
Accreditation and university rankings can both use institutional information, but they serve different purposes. Accreditation typically assesses compliance with standards or fitness for specified educational purposes. Rankings compare institutions using a methodology designed to differentiate their relative performance.
A university can therefore satisfy accreditation standards without occupying a high position in a global ranking, and a ranking methodology should not be substituted for the standards of an accrediting authority.
This distinction becomes particularly important when considering why research matters in global university rankings. Research indicators may be central to some rankings while playing a very different role in accreditation.
